वित्तीय वर्ष 2020-21 के आय-व्ययक में बुन्देलखण्ड एक्सप्रेसवे परियोजना में िनिर्माण कार्य एवं उससे संबंधित मदों हेतु रू0 175.00 करोड की धनराशि की मांग के संबंध में।
Subject: Regarding the demand for an amount of ₹175.00 crore for construction work and related items in the Bundelkhand Expressway project in the revenue budget of the financial year 2020-21.
The Government of Uttar Pradesh has approved the release of ₹175.00 crore to the Chief Executive Officer (CEO) of UPIDA (U.P. Expressways Industrial Development Authority) for the Bundelkhand Expressway project under specific terms and conditions:
1. Nodal agency UPIDA can withdraw the sanctioned amount based on immediate requirements.
2. UPIDA must provide a utilization certificate of the expenditure to the Accountant General and the government in a timely manner, along with a separate itemized expense report.
3. Any interest earned on the withdrawn amount must be deposited into the treasury.
4. Withdrawal of funds should be done in accordance with the rules and regulations after obtaining approval from the competent authority, complying with the guidelines issued by the Finance (Revenue-Budget) Section-1 vide office memos: 1/2020/B-1-149/Ten-2020-231/2020, dated 24.03.2020; Letter No. 4/2020/B-1-192/Ten-2020-231/2020, dated 07.04.2020; Government Order No. 5/2020/B-1-196/Ten-2020-231/2020, dated 11.04.2020, 18.05.2020 and 29.09.2020.
5. The approved amount should only be used for the purpose for which it has been sanctioned.
This expenditure is to be charged to the budget head "5054. Roads and Bridges - Capital Expenditure 03-State Highways 337-Road Construction Work 06-Bundelkhand Expressway Project 24-Major Construction Work" of Grant No. 07 of the revenue budget for the current financial year 2020-21.
The order is being issued with the consent of the Finance (Expenditure-Control) Section-6 vide their Unofficial Letter No. E-6-951/Ten-2020 dated 08.01.2021.

2- इस संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2 के आय-व्ययक के अनुदान
संख्या-07 के लेखाशीर्षक “5054.सड़कां0े तथा Adal पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-सड़क
निर्माण कार्य 06-बुन्देलखण्ड एक्सप्रेस-वे परियोजना 24-वृहद निर्माण कार्य मद में बजट प्राविधानित अवशेष
धनराशि रू. 75.00 करोड़ (रू0 एक सौ पछत्तर करोड़ मात्र) निर्गत कर मुख्य कार्यपालक अधिकारी, यूपीडा के
निवर्तन पर रखे जाने की स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन राज्यपाल सहर्ष प्रदान करती हैं:-
(2) ... नोडल एजेन्सी यूपीडा द्वारा उक्त स्वीकृत धनराशि का आहरण तात्कालिक आवश्यकता के आधार
पर किया जायेगा ।
(2) यूपीडा द्वारा आहरित धनराशि के सापेक्ष व्यय धनराशि का उपयोगिता प्रमाण पत्र यथासमय
महालेखाकार कार्यालय तथा शासन को उपलब्ध कराया जायेगा। इसके अतिरिक्त मदवार व्यय का
विवरण भी पृथक से शासन को उपलब्ध कराया जायेगा।
(3)... यदि आहरित धनराशि पर कोई ब्याज प्राप्त होता है तो उसे राजकोष में किया जायेगा।
(4). धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत
धनराशि के व्यय में वित्त (आय-व्ययक) अनुभाग- के कार्यालय ATT संख्या-[/2020/बी--
49/दस-2020-23/2020, दिनांक 24.03.2020, शा0 Weat-4/2020/at--92/z4-2020-
