The Uttar Pradesh government, through Anand Kumar Singh, Additional Secretary, has approved the release of ₹175.00 crore from the allocated budget of financial year 2020-21 to the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) for civil construction work related to the Bundelkhand Expressway project. This allocation is made under Grant No. 07, with the relevant ledger head being "5054-Capital expenditure on roads and bridges, 03-State Highways, 337-Road construction work, 06-Bundelkhand Expressway project, 24-Large construction work."
The nodal agency, UPEIDA, is authorized to withdraw the funds based on immediate requirements. This amount supplements the ₹750 crore already allocated by the state government for the project in the 2020-21 budget. Consequently, the total loan required from the bank consortium is reduced from ₹7000 crore to ₹6650 crore (₹7000 crore - ₹350 crore). The funds are released against the ₹350 crore sanctioned to the project under the Central Government's "Scheme for special assistance to the states for capital expenditure in 2020-2021."
UPEIDA must provide a utilization certificate for the expenditure to the Accountant General's office and the government, including a separate itemized breakdown of expenses. Any interest earned on the withdrawn funds must be deposited into the treasury. The funds must be withdrawn with the approval of a competent authority, following established procedures, and complying with the guidelines issued by the Finance (Income-Expenditure) Section-1 vide office memos 1/2020/B-1-149/Das-2020-231/2020 dated March 24, 2020, letter no. 4/2020/ B-1-192/Das-2020-231/2020 dated April 7, 2020, and Government Order No. 5/2020/B-1-196/Das-2020-231/2020, dated April 11, 2020, and May 18, 2020. The sanctioned funds must be used solely for the purpose for which they are intended.
This order has been issued with the concurrence of the Finance (Expenditure-Control) Section-6, bearing A.S. No. E-6-738/Das-2020, dated December 10, 2020. 2- इस संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2 के आय-व्ययक के अनुदान संख्या-
07 के लेखाशीर्षक “5054.सड़कों तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-सड़क निर्माण कार्य 06-
बुन्देलखण्ड एक्सप्रेस-वे परियोजना 24-qee निर्माण कार्य” मद में बजट प्राविधानित अवशेष धनराशि रू. 350.00 करोड़ में
से रू0 75.00 करोड़ (रू0 एक सौ पछत्तर करोड़ मात्र) निर्गत कर मुख्य कार्यपालक अधिकारी, यूपीडा के निवर्तन पर रखे
जाने की स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन श्री राज्यपाल सहर्ष प्रदान करते हैं :-
() नोडल एजेन्सी यूपीडा द्वारा उक्त स्वीकृत धनराशि का आहरण तात्कालिक आवश्यकता के आधार पर किया
जायेगा |
(2) उक्त धनराशि वित्तीय वर्ष 2020-2 के बजट में बुन्देलखण्ड एक्सप्रेस-वे परियोजना हेतु प्राविधानित राज्य
सरकार के योगदान की धनराशि रू0 750 करोड़ के अतिरिक्त होगी। राज्य सरकार के योगदान में रू0 350
करोड़ की वृद्धि होने के फलस्वरूप परियोजना के सिविल निर्माण कार्यों हेतु बैंक कन्सोर्शियम से लिये जाने वाले
कुल ऋण रू0 7000 करोड़ के स्थान पर अब यूपीडा द्वारा रू0 6650 करोड़ (7000-350) का ऋण लिया
जायेगा।
(3) उक्त धनराशि केन्द्र सरकार द्वारा Scheme for special assistance to the states for
capital expenditure in 2020-202]" के अन्तर्गत परियोजना हेतु स्वीकृत धनराशि रू0 350
करोड़ में से अवमुक्त धनराशि BO 75 करोड़ के सापेक्ष निर्गत की जा रही है।
(4) यूपीडा द्वारा आहरित धनराशि के सापेक्ष व्यय धनराशि का उपयोगिता प्रमाण पत्र यथासमय महालेखाकार
कार्यालय तथा शासन को उपलब्ध कराया जायेगा। इसके अतिरिक्त मदवार व्यय का विवरण भी पृथक से शासन
को उपलब्ध कराया जायेगा [यगा।
(5) यदि आहरित धनराशि पर कोई ब्याज प्राप्त होता है तो उसे राजकोष में किया जायेगा।
(6) धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत धनराशि के व्यय
में वित्त (आय-व्ययक) अनुभाग- के कार्यालय ज्ञाप संख्या-/2020/बी--49/ दस-2020-234/2020,
