Key Points:
* Reference is made to letter no. 13479/961/Defense Corridor dated 14.12.2020.
* Approval is granted by the Governor to release ₹1021.83 lakh (₹10 crore twenty-one lakh eighty-three thousand only) from the allocated ₹150.00 crore for the "5054. Roads and Bridges Capital Expenditure 03-State Highway 337-Road Construction Work 08-Bundelkhand Expressway Project along with Defense Corridor Project 24-Large Construction Work" head under Grant No. 07 of the current financial year 2020-21.
* The funds are for the construction of a 2.200 km connecting road for the Defence Corridor located in village Andla, Tehsil Khair, on Alwal-Tappal Aligarh (Highway-22A) in district Aligarh, for the development of Defence Industrial Corridor.
Terms and Conditions:
1. The amount will be deposited in UPIDA's bank account.
2. Withdrawals should be made only based on immediate requirements.
3. UPIDA must provide utilization certificates for the withdrawn funds to the government on time.
4. The implementation of proposed works must adhere to relevant financial rules, regulations, and government orders.
5. Withdrawal of funds should be done as per rules after obtaining approval from the competent authority and the expenditure of the sanctioned amount will ensure full compliance with the guidelines issued by the Office Memorandum No. 1/2020/B-1-149/Das-2020-231/2020 dated 24.03.2020, Government Order No. 4/2020/B-1-192/Das-2020 -231/2020 dated 07.04.2020, Government Order No. 5/2020/B-1-196/ Das-2020-231/2020, dated 11.04.2020, dated 18.05.2020 and 29.09.2020 of the Finance (Income-Expenditure) Section-1.
6. The sanctioned amount should only be used for the approved purpose.
* The above expenditure will be charged to the "5054. Roads and Bridges Capital Expenditure 03-State Highway 337-Road Construction Work 08-Bundelkhand Expressway Project along with Defense Corridor Project 24-Large Construction Work" head under Grant No. 07 of the current financial year 2020-21.
* This order is being issued with the consent of the Finance (Expenditure Control) Section-6 received in their Unofficial No. E-6-64/Das-2021 dated 29.01.2021.

महोदय,
उपर्युक्त विषयक अपने पत्र संख्या-]3479/96/डिफेन्स कार्टेरिडोर दिनांक 4.2.2020 का कृपया संदर्भ ग्रहण
करने का कष्ट करें।
2- इस संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2 के आय-व्ययक के अनुदान संख्या-07 के
लेखाशीर्षक “५0५4.सड़कों तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-सड़क निर्माण कार्य 08-बुन्देलखण्ड
एक्सप्रेस-वे परियोजना के साथ डिफेन्स कारिडोर परियोजना 24-gee निर्माण कार्य” मद में प्राविधानित धनराशि रू. 750.00
करोड़ में से डिफेन्स इण्डस्ट्रियल कारिडोर के विकास हेतु जनपद अलीगढ़ में अलवल-टप्पल अलीगढ़ (राजमार्ग-22ए) पर स्थित
ग्राम अण्डला, तहसील खैर में डिफेन्स कारिडोर के लिए 2.200 किमी0 लम्बाई के सम्पर्क मार्ग के निर्माण हेतु धनराशि
रू. 02.83 लाख (रू0 दस करोड़ इक्कीस लाख तिरासी हजार मात्र) निर्गत कर यूपीडा के निवर्तन पर रखे जाने की स्वीकृति
निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन श्री राज्यपाल AST प्रदान करती हैं:-
() धनराशि का आहरण कर यूपीडा के बैंक खाते में रखी जायेगी।
(2) उक्त धनराशि का आहरण केवल तात्कालिक आवश्यकता के अनुसार ही किया जायेगा।
(3) यूपीडा द्वारा आहरित धनराशि के सापेक्ष उपयोगिता प्रमाण पत्र प्राप्त कर यथा समय शासन को उपलब्ध
कराया जायेगा |
(4) प्रायोजना की आवश्यकताओं एवं औचित्य के आधार पर प्रस्तावित कार्यों का क्रियान्वयन सुसंगत वित्तीय
नियमों/विनियमों/शासनादेशों का अनुपालन सुनिश्चित करते हुए किया जाएगा।
(5) धनराशि का ASOT सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत धनराशि के
व्यय में वित्त (आय-व्ययक) अनुभाग- के कार्यालय ज्ञाप संख्या-[/2020/बी-[-49,/दस-2020-
23/2020, दिनांक 24.03.2020, शासनादेश Heat-4/2020/at-l-92/za-2020 -23/2020
दिनांक 07.04.2020, शासनादेश संख्या-5/2020/बी--96/ दस-2020-23/2020, दिनांक
.04.2020, दिनांक 8.05.2020 एवं 29.09.2020 द्वारा जारी दिशा-निर्देशों का पूर्णतया अनुपालन
सुनिश्चित किया जायेगा।
(6) उक्त स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा, जिसके लिए धनराशि स्वीकृत की
जा रही है।
3- उपर्युक्त व्यय चालू वित्तीय वर्ष 2020-2 के आय-व्ययक के अनुदान संख्या-07 के लेखाशीर्षक “5054.सड़कों तथा
सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-सड़क निर्माण कार्य 08-बुन्देलखण्ड एक्सप्रेस-वे के साथ डिफेन्स कारिडोर
परियोजना 24-वृहद निर्माण कार्य” के नामे डाला जायेगा।
4- उक्त आदेश वित्त (व्यय-नियंत्रण) अनुभाग-6 के AMO संख्या-ई-6-64,/दस-202 दिनांक 29.0.202] में प्राप्त
उनकी सहमति से निर्गत किये जा रहे हैं।
