This document is a government order (संख्या-27/2020/1432/77-3-2020-10(बजट)/2018) issued by Anand Kumar Singh, Deputy Secretary, Government of Uttar Pradesh, to the District Magistrate of Azamgarh on August 10, 2020, regarding the approval of funds for land acquisition for the Gorakhpur Link Expressway project in the financial year 2020-21.
The order approves the release of ₹67.97 crore (sixty-seven crore ninety-seven lakh only) from the budget allocation under Grant No. 07, Head of Account '5054, Capital Outlay on Roads and Bridges, 03-State Highways, 337-Road Construction Works, 07-Gorakhpur Link Expressway Project, 60-Land Purchase' to the District Magistrate of Azamgarh, subject to the following conditions:
1. The funds must be deposited in the deposit account of the District Magistrate, Azamgarh.
2. Withdrawals from the deposit account should only be made according to immediate needs.
3. The funds should not be deposited in the bank account of UPEIDA or any other bank account.
4. UPEIDA is responsible for obtaining utilization certificates from the District Magistrate of Azamgarh and ensuring that the funds are spent satisfactorily before reporting to the government.
5. Withdrawals of funds should be made in accordance with regulations after obtaining approval from the competent authority and should fully comply with the guidelines issued by the Office Memorandum No. 1/2020/B-1-149/Das-2020-231/2020, dated 24.03.2020, Government Order No. 4/2020/B-1-192/Das-2020-231/2020 dated 07.04.2020, and Government Order No. 5/2020/B-1-196/Das-2020-231/2020, dated 11.04.2020 and dated 18.05.2020.
6. The approved amount should be used only for the stated purpose.
The expenditure will be charged to the Head of Account "5054. Roads and Bridges - Capital Outlay - State Highways - Road Construction Works - Gorakhpur Link Expressway Project - 60-Land Purchase". The order is being issued with the concurrence of the Finance (Expenditure Control) Section-6, reference number E-6-553/Das-2020 dated 10.08.2020.

का कृपया संदर्भ ग्रहण करने का कष्ट करें।
2- . इस संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2] के आय-व्ययक के
अनुदान संख्या-07 के लेखाशीर्षक “'5054.सड़कों तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-
सड़क निर्माण कार्य 07-गोरखपुर लिंक एक्सप्रेस-वे परियोजना 60-भूमि क्रय मद में प्राविधानित अवशेष
धनराशि रू0 67.97 करोड़ (रू0 सडसठ करोड़ सत्तानवे लाख मात्र) जिलाधिकारी, आजमगढ़ को निर्गत कर
उनके निवर्तन पर रखे जाने की स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन श्री राज्यपाल सरहर्ष
प्रदान करते हैं:-
(4) .. धनराशि आहरित करके जिलाधिकारी, आजमगढ़ के डिपाजिट खाते में जमा की जायेगी।
(2) उक्त धनराशि का आहरण डिपाजिट खाते से केवल तात्कालिक आवश्यकता के अनुसार ही किया
जायेगा।
(3) धनराशि का आहरण करके यूपीडा के बैंक खाते में अथवा किसी अन्य बैंक खाते में नहीं रखी
जायेगी।
(4)... यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष जिलाधिकारी, आजमगढ़ से
उपयोगिता प्रमाण पत्र प्राप्त कर व्यय की जाने वाली धनराशि से अपने को पूर्णरूप से संतुष्ट होने के
उपरान्त शासन को उपलब्ध कराया जाये।
(5). धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत
धनराशि के व्यय में वित्त (आय-व्ययक) अनुभाग- के कार्यालय ATT संख्या-[/2020/बी--
49/दस-2020-23/2020, दिनांक 24.03.2020, शासनादेश संख्या-4/2020/बी--92/दस-
2020-23/ 2020 feaoT# 07.04.2020 एवं शासनादेश संख्या-5/2020/बी--96/ दस-2020-
23/2020, दिनांक .04.2020 तथा दिनांक 8.05.2020 द्वारा जारी दिशा-निर्देशों का पूर्णतया
अनुपालन सुनिश्चित किया जायेगा।
