This document, numbered 2/2021/395/77-2-21-3(budget)/2018 and dated March 24, 2021, from Anil Kumar, Joint Secretary of the Uttar Pradesh Government, to the Director of Printing and Writing Materials, Uttar Pradesh, Prayagraj, concerns the purchase of machinery through the GEM portal for state printing houses under the modernization scheme for the current financial year 2020-21.
The government approves the expenditure of ₹33,05,852.00 (Thirty-Three Lakh Five Thousand Eight Hundred and Fifty-Two Rupees only) from the remaining ₹220.24369 lakh allocated from the provision of ₹2500.00 lakh under Grant No. 08, Head of Account-4058 for Capital Outlay on Printing and Writing Materials, 103-Government Printing Press, Purchase of Machinery and Equipment in 03-Government Printing Presses, Standard Item-26-Machinery and Equipment for the purchase of:
1. Heavy Duty wire stitching machine 2 inch. (01 unit)
2. Desktop Computer. (20 units)
3. Generator (01 unit)
Subject to the following conditions:
1. Funds should be withdrawn as per immediate requirement.
2. The instructions issued by the Finance (Income-Expenditure) Section-1 office memorandums dated 24-03-2020, 07-04-2020, 11-04-2020, 18-05-2020, and 29-09-2020, and other relevant government orders, must be fully complied with. Expenditure should be limited to the approved amount and follow austerity measures.
3. The funds must be used for the designated project.
4. Details of expenditure/utilization certificate must be provided to the government and the Accountant General’s office. Any unspent balance must be surrendered to the government.
5. The Director of Printing and Writing Materials is responsible for ensuring the machinery purchased with these funds for state printing houses is durable and of high quality.
The expenditure will be recorded under Grant No. 08, Head of Account-4058 for Capital Outlay on Printing and Writing Materials, 103-Government Printing Press, and Item-26-Machinery and Equipment.
This order is issued under the delegated powers outlined in the Finance Department's Office Memorandum No. 1/2020/B-1-149/Ten-2020-231/2020 dated March 24, 2020.

2- उक्त के संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2। के अनुदान
संख्या-08, लेखा शीर्षक-4058 लेखन सामग्री तथा मुद्रण पर पूंजीगत परिव्यय 03-सरकारी मुद्रणालय,
03-सरकारी मुद्रणालयों में मशीनें तथा उपकरणों एवं संयन्त्रों का क्रय मानक मद-26-मशीनें और
सज्जा/उपकरण और संयन्त्र मद में प्राविधानित धनराशि SO 2500.00 लाख के सापेक्ष अवशेष धनराशि
रू0 220.24369 लाख में से 4- Heavy Duty wire stitching machine 2 inch. (04 अदद)
2-Desktop Computer. (20 442) 3-Generator (0 अदद) हेतु कुल रू0 33,05,852.00
(SO तैतीस लाख पाँच हजार आठ सौ बावन मात्र) निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन व्यय किये
जाने हेतु आपके निवर्तन पर रखे जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान करती हैं :-
() . उक्त स्वीकृत धनराशि का आहरण तात्कालिक आवश्यकता के अनुसार किया जायेगा।
(2) उक्त स्वीकृत धनराशि के व्यय किये जाने के पूर्व वित्त (आय-व्ययक) अनुभाग-५ के
कार्यालय art दिनांक 24-03-2020, 07-04-2020, 44-04-2020, 8-05-2020 व
29-09-2020 तथा अन्य संगत शासनादेशों द्वारा जारी दिशा निर्देशों का पूर्णतया
अनुपालन किया जायेगा तथा मितव्ययिता संबंधी निर्देशों का अनुपालन सुनिश्चित करते
हुए उक्त स्वीकृत धनराशि की सीमा तक ही व्यय किया जायेगा।
(3). उक्त स्वीकृत धनराशि का उपयोग उसी परियोजन के लिए किया जायेगा जिसके लिए
धनराशि स्वीकृत की जा रही है।
(4) उक्त धनराशि के सापेक्ष व्यय का विवरण/उपयोगिता प्रमाण-पत्र यथा समय शासन एवं
महालेखाकार कार्यालय को उपलब्ध कराया जायेगा। वित्तीय वर्ष की समाप्ति पर यदि
- यह शासनादेश इलेक्ट्रानिकली जारी किया गया है, अतः: इस पर हस्ताक्षर की आवश्यकता नही है।

किसी मद में कोई धनराशि अवशेष बचती है तो बचत की धनराशि शासन को समर्पित

लिए किया जायेगा तथा मशीनों की गुणवत्ता की जिम्मेदारी निदेशक, मुद्रण एवं लेखन
सामग्री की होगी।
3- उपर्युक्त व्यय चालू वित्तीय वर्ष 2020-24 के अनुदान संख्या-08, लेखा शीर्षक-4058 लेखन
सामग्री तथा मुद्रण पर पूंजीगत परिव्यय 03-सरकारी मुद्रणालय, 03-सरकारी मुद्रणालयों में मशीनें तथा
उपकरणों एवं संयन्त्रों का क्रय मानक मद-26-मशीनें और सज्जा/उपकरण और संयन्त्र मद के ATH डाला
जायेगा।

दिनांक 24 मार्च, 2020 में प्रतिनिधानित अधिकारों के तहत जारी किये जा रहे हैं।
