* Reference is made to UPIDA's letter No. 514/UPIDA/08/147 dated June 14, 2021.
* Approval is granted by the Governor for the release of ₹70679.00 Lakh (Seven Hundred Six Crore Seventy Nine Lakh Only) for the fundamental civil works of the project, under Grant No. 07, Head "5054. Roads and Bridges - Capital Outlay 03-State Highways 337-Road Construction Work 04-Purvanchal Expressway Project 24-Major Construction Work" in the current financial year 2021-22. An initial financial sanction of ₹4000.00 Lakh was issued via Government Order No. 25/2021/873-77-3-21-2021 dated 04.05.2021, which is part of the overall budget provision of ₹110679.00 Lakh.
* The release of funds is subject to the following conditions:
1. The funds will be withdrawn into UPIDA's bank account.
2. UPIDA will provide the approved funds to the construction companies according to their immediate needs.
3. UPIDA will provide the utilization certificate for the expenditure incurred against the withdrawn funds to the Accountant General's office and the government in a timely manner.
4. If any interest is earned on the withdrawn funds, it must be deposited into the treasury.
5. The funds will be withdrawn as per regulations after obtaining approval from the competent level, and the expenditure of the approved funds will ensure complete compliance with the Office Memorandum No. 3/2021/B-1-375/Das-2021-231/2021, dated 22.03.2021 and Government Order No. 2/2021/B-3-138/Das-2021-100(4)/2002 dated 10.03.2021 issued by Finance (Income-Expenditure) Section-1.
6. The approved funds will be used for the same purpose for which they are being approved.
7. The Administrative Department will ensure the accuracy of the data related to the funds.
* The aforementioned expenditure will be charged to Grant No. 07 of the Income-Expenditure for the current financial year 2021-22, under the Head "5054. Roads and Bridges - Capital Outlay 03-State Highways 337-Road Construction Work 04-Purvanchal Expressway 24-Major Construction Work."

उपर्युक्त विषयक यूपीडा के पत्र Gear-54/atist/08/247 दिनांक 4.06.202 का कृपया संदर्भ
ग्रहण करने का कष्ट करें।
2- इस संबंध में मुझे यह कहने का face हुआ है कि चालू वित्तीय वर्ष 202-22 के आय-व्ययक के अनुदान
संख्या-07 के लेखाशीर्षक “5054.सड़कां तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग 337-सड़क निर्माण
कार्य 04-पूर्वांचल एक्सप्रेस-वे परियोजना 24-वृहद निर्माण कार्य" मद A BO 0679.00 लाख का प्राविधान
किया गया है। शासनादेश सं0-25/202/873-77-3-2-202 दिनांक 04.05.202] द्वारा BO 4000.00 लाख की
वित्तीय स्वीकृति निर्गत की गयी थी। इसी क्रम में बजट प्राविधानित अवशेष धनराशि रू0 70679.00 लाख (रू0
सात सौ छः करोड़ seared लाख मात्र) परियोजना के मूल सिविल कार्यों हेतु निर्गत करने की स्वीकृति
निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन श्री राज्यपाल सहर्ष प्रदान करते हैं :-
(7) धनराशि का आहरण यूपीडा के बैंक खाते में किया जायेगा।
(2) यूपीडा द्वारा उक्त स्वीकृत धनराशि निर्माणकर्ताओं को उनकी तात्कालिक आवश्यकतानुसार उपलब्ध
करायी जायेगी।
(3) यूपीडा द्वारा आहरित धनराशि के सापेक्ष व्यय धनराशि का उपयोगिता प्रमाण पत्र यथासमय
महालेखाकार कार्यालय तथा शासन को उपलब्ध कराया जायेगा।
(4) यदि आहरित धनराशि पर कोई ब्याज प्राप्त होता है तो उसे राजकोष में जमा किया जायेगा।
(5)... धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमालुसार किया जायेगा तथा स्वीकृत धनराशि
