Subject: Approval of Funds for the Construction of the Ganga Expressway Project (Prayagraj to Meerut) for the Financial Year 2021-22
Reference: UPEIDA letter number 2257/UPEIDA/Ganga/2021, dated December 27, 2021.
Summary: Anil Kumar, Joint Secretary of the Uttar Pradesh Government, is authorizing the release of ₹8924.00 lakhs (₹89.24 crores) from the allocated budget of ₹48924.00 lakhs under Grant No. 7, Head of Account "5054-Capital Expenditure on Roads and Bridges-03-State Highways-337-Road Construction Work-09-Ganga Expressway Project (Prayagraj to Meerut)-24-Major Construction Work" for FY 2021-22. This amount is to be used for the shifting of HT towers/lines and transmission lines located in the right-of-way (ROW) of the Ganga Expressway Project.
The remaining amount from the earlier sanctioned amount of ₹20000.00 lakhs is ₹28924.00 lakhs.
Conditions for fund release:
1. The funds must be deposited into UPEIDA's bank account.
2. UPEIDA will release the approved amount to the construction companies based on their immediate requirements.
3. UPEIDA will submit utilization certificates for the spent amount to the Accountant General's office and the government in a timely manner.
4. Any interest earned on the withdrawn funds must be deposited into the treasury.
5. The funds must be withdrawn according to regulations and with the approval of the competent authority, adhering to the guidelines issued by the Finance (Income-Expenditure) Section-1 vide office memorandum number 3/2021/B-1-1375/Das-2021-231/2021, dated March 22, 2021, and Government Order No. 2/2021/B-3-138/Das-2021-100(4)/2021 dated March 10, 2021.
The allocated amount is to be debited to the account head "5054-Capital Expenditure on Roads and Bridges-03-State Highways-337-Road Construction Work-09-Ganga Expressway Project (Prayagraj to Meerut)-24-Major Construction Work" in FY 2021-22.
This order is issued under the authority delegated by the Finance Department's Office Memorandum No.-3/2021/B-1-1375/Das-2021-231/2021, dated 22.03.2021.

स्वीकृति के सम्बंध मैं।
महोदय,
उपर्युक्त विषयक यूपीडा के पत्रांक-2257/यूपीडा/गंगा/202, दिनांक 27.2.202 का कृपया संदर्भ ग्रहण
करने का कष्ट करें।
2. उल्लेखनीय है कि वित्तीय वर्ष 202-22 के आय-व्ययक के अनुदान संख्या-7 के लेखाशीर्षक “5054-सड़कों
तथा. सेतुओं _ पर. पूंजीगत परिव्यय-03-राज्य राजमार्ग-337- सड़क. निर्माण. कार्य-09-गंगा. एक्सप्रेस-वे-
परियोजना (प्रयागराज से मेरठ)-24-वृहद निर्माण कार्य” मद में BO 48924.00 लाख का प्राविधान किया गया है।
शासनादेश संख्या-39/202/52/77-3-2/39एम/20, दिनांक 04.08.202] के द्वारा रू0 20000.00 लाख की
वित्तीय स्वीकृति निर्गत की गयी थी। सम्प्रति BO 28924.00 लाख की धनराशि अवशेष है।
3. इस संबंध में मुझे यह कहने का निदेश हुआ है कि गंगा एक्सप्रेसवे परियोजना के आर0ओएडब्ल्यू0 में
पड़ने वाले एच0टी0टावर/ लाइनों की शिफ्टिंग, ट्रांशमिशिन लाइन की शिफ्टिंग हेतु निगमों /विभागों को भुगतान किया
जाना है। इस हेतु 24-वृहत् निर्माण कार्य मद से अवशेष धनराशि रू0 28924.00 लाख में से रू0 8924.00 लाख
(रू0 नवासी करोड़ चैबीस लाख मात्र) की धनराशि निर्गत किये जाने की निम्नलिखित शर्तों के अधीन श्री
राज्यपाल सहर्ष स्वीकृति प्रदान करती हैं»:-
() धनराशि का आहरण कर यूपीडा के बैंक खाते में जमा की जायेगी।
(2) यूपीडा द्वारा उक्त स्वीकृत धनराशि निर्माणकर्ताओं को उनकी तात्कालिक आवश्यकता के अनुसार उपलब्ध
करायी जायेगी।
(3) यूपीडा द्वारा उक्त स्वीकृत धनराशि के सापेक्ष व्यय की गयी धनराशि का उपयोगिता प्रमाण पत्र यथासमय
महालेखाकार कार्यालय तथा शासन को उपलब्ध कराया जायेगा।
(4) यदि आहरित धनराशि पर कोई ब्याज प्रात होता है तो उसे राजकोष में किया जायेगा।
(5)... धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा स्वीकृत धनराशि
के व्यय में वित्त (आय-व्ययक) अनुभाग-। के कार्यालय AT संख्या-3/202/बी--375 /दस-202-
23/202, दिनांक 22.03.202 तथा इस संबंध में जारी शासनादेश संख्या-2/202/बी-3-38/ दस-202-
00(4)/202 facet 0.03.202 द्वारा जारी दिशा-निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया
जायेगा।4. उपर्युक्त प्रस्तर-3 A स्वीकृत की जा रही धनराशि BO 8924.00 लाख (रू0 नवासी करोड़ चैबीस
लाख मात्र) का व्यय चालू वित्तीय वर्ष 202-22 में अनुदान संख्या-07 के लेखाशीर्षक “5054-सड़कों तथा सेतुओं
पर पूंजीगत परिव्यय-03-राज्य राजमार्ग-337-सड़क निर्माण कार्य-09-गंगा एक्सप्रेस-वे परियोजना (प्रयागराज से
मेरठ)-24- वृहत् निर्माण कार्य” के नामे डाला जायेगा।
5 उक्त आदेश वित्त विभाग के कार्यालय ज्ञाप A0.-3/202/at-l- 375 /दस-202-23/202, दिनांक
22.03.202 द्वारा प्रतिनिधानित शक्तियों के अधीन निर्गत किये जा रहे हैं।
