This is a financial sanction letter, No. 30/2021/981/77-3-2021-139(M)/2020, issued by Anand Kumar Singh, Additional Secretary, Government of Uttar Pradesh, to the District Magistrates of Bulandshahr and Hapur, dated May 27, 2021.
Subject: Financial Sanction for Land Acquisition/Purchase for the Ganga Expressway Project (Meerut to Prayagraj) in the districts covered under financial year 2021-22.
The letter approves the release of ₹327.50 Crore (Rupees Three Hundred Twenty-Seven Crore Fifty Lakh Only) from the budget head "5054-Capital Outlay on Roads and Bridges 03-State Highways-337-Road Construction Work-09-Ganga Expressway Project (Prayagraj to Meerut)-60-Land Purchase" to the District Magistrates of Bulandshahr and Hapur. Specifically, ₹27.50 Crore is allocated to Bulandshahr and ₹300.00 Crore to Hapur.
The sanction is subject to the following conditions:
1. The released funds are to be deposited in the deposit accounts of the District Magistrates of Bulandshahr and Hapur.
2. Withdrawals from the deposit accounts should be made only as per immediate requirements.
3. The funds should not be deposited in the bank account of UPEIDA or any other bank account.
4. UPEIDA is responsible for obtaining utilization certificates from the District Magistrates of Bulandshahr and Hapur and ensuring expenditure aligns with the allocated funds before submitting documentation to the government.
5. Withdrawal of funds should be done as per rules and regulations, after necessary approvals at the competent level and in accordance with Office Order No. 3/2021/B-1-1375/Das-2021-231/2021, dated 22.03.2021 and Government Order No. 2/2021/B-3-138/Das-2021-100(4)/2021 dated 10.03.2021 issued in this regard.
6. The sanctioned amount must be used for the stated purpose only.
7. Under no circumstances should the funds be withdrawn and kept in a bank/PLA account.
8. The expenditure should be debited to the budget head "5054-Capital Outlay on Roads and Bridges 03-State Highways-337-Road Construction Work-09-Ganga Expressway Project (Prayagraj to Meerut)-60-Land Purchase" for the current financial year 2021-22.
9. This order is issued under the delegated powers as per Office Order No. 3/2021/B-1-1375/Das-2021-231/2021 of the Finance (Income-Expenditure) Section-1, dated 22.03.2021.
Copies of the letter are sent to various officials, including the Accountant General (Audit), Accountant General (Accounts & Entitlement), Chief Executive Officer of UPEIDA, Treasury Officers of Bulandshahr and Hapur, Director of Financial Statistics Directorate, Private Secretary to Additional Chief Secretary, Finance Section (E), Industrial Development Section -21 and Guard File.

महोदय,
उपर्युक्त विषयक यूपीडा के पत्र संख्या-25/यूपीडा/गंगा/96/2020 दिनांक 2.05.202। में किये गये
प्रस्ताव के संबंध मैं मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2020-2 के आय-व्ययक के अनुदान
संख्या-07 के लेखाशीर्षक “5054-सड़कों तथा सेतुओं पर पूंजीगत परिव्यय 03-राज्य राजमार्ग-337-सड़क निर्माण
कार्य-09-गंगा एक्सप्रेस-वे परियोजना (प्रयागराज से मेरठ)-60-भूमि क्रय” मद में प्राविधानित धनराशि रू. 2200.00
करोड़ में से परियोजना से आच्छादित जनपदों के जिलाधिकारियों यथा-जिलाधिकारी-बुलन्दशहर को रू0 27.50
करोड़ एवं जिलाधिकारी-हापुड को रू0 300.00 करोड अर्थात् कुल BO 327.50 करोड़ (रू0 तीन at सत्ताइस करोड़
पचास लाख मात्र) निर्गत कर उनके निवर्तन पर रखने की स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन श्री
राज्यपाल सहर्ष प्रदान करते हैं :-
() oth निर्गत धनराशि आहरित करके जिलाधिकारी, बुलन्दशहर एवं हापुड के डिपाजिट खाते में जमा की
जायेगी।
(2) उक्त धनराशि का आहरण डिपाजिट खाते से केवल तात्कालिक आवश्यकता के अनुसार ही किया जायेगा।
(3) धनराशि का आहरण करके यूपीडा के बैंक खाते में अथवा किसी अन्य बैंक खाते में नहीं रखी जायेगी।
(4) यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष जिलाधिकारी, बुलन्दशहर एवं ays से
उपयोगिता प्रमाण पत्र प्रास कर व्यय की जाने वाली धनराशि से अपने को पूर्णरूप से संतुष्ट करने के
ऊपरान्त शासन को उपलब्ध कराया जाये।
(5)... धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा. स्वीकृत धनराशि

23/202, दिनांक 22.03.202 तथा इस संबंध में जारी शासनादेश संख्या-2/ 202/बी-3-38/दस-202]-
00(4)/202 दिनांक 0.03.202। द्वारा जारी दिशा-निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया
जायेगा।-2-
(6) उक्त स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा, जिसके लिए धनराशि स्वीकृत की
जा रही है।
(7) किसी भी परिस्थिति में धनराशि को आहरित कर बैंक/पी0एल0ए0 खाते में नहीं रखा जायेगा।
