NOTIFICATION
The draft of the following rules further to amend the Karnataka Administrative Tribunal
(Recruitment) Rules, 1993 which the Government of Karnataka proposes to make in exercise of the
powers conferred by sub-section (1) of Section 3, read with Section 8 of the Karnataka State Civil
Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as required by clause (a) of sub-
section (2) of Section 3 of the said Act, for the information of all persons likely to be affected thereby
and notice is hereby given that the said draft will be taken into consideration after fifteen days from
the date of its publication in the Official Gazette.
Any objection or suggestion which may be received by the State Government from any person
with respect to the said draft before the expiry of the period specified above will be considered by the
State Government. Objections or suggestions may be addressed to the Secretary to Government,
Department of Personnel and Administrative Reforms, Vidhana Soudha, Bengaluru-560 001.
DRAFT RULES
1. Title and Commencement.- (1) These rules may be called the Karnataka State
Administrative Tribunal (Recruitment) (Amendment) Rules, 2021.
(2) They shall come into force from the date of their final publication in the Official Gazette.
2. Amendment of Schedule – In the Karnataka State Administrative Tribunal (Recruitment)
Rules, 1993, in the Schedule,
(1) in the category of post of “ASSISTANT” for column (2) -
(i) for the words “Fifty percent by promotion from the cadre of Junior
Assistants“, the words and figures “Fifty percent by promotion from
the cadre of Junior Assistants and Typists in the ratio of 3:1, every 4th
vacancy shall be filled from the cadre of Typists.”, shall be substituted;

And
ii) in column (3), for the heading “FOR PROMOTION” and the entries
relating thereto, the following shall be substituted, namely,-
“For Promotion.- Must have put in a service of not less than five years in the
cadre of Junior Assistants or Typists.
Provided that, if persons who have put in a service of not less than five years
are not available, persons who have put in a service of not less than three years in the
cadre of Junior Assistants or Typists may be considered for promotion”.
(2) in the category of post of “STENOGRAPHER” in column (3), in the heading “FOR
DIRECT RECRUITMENT”:-
i) in item (a), for the letters “SSLC”, the letters “PUC” shall be substituted;
and
ii) in item (b), the words “and kannada” shall be omitted.”
(3) in the category of post of “TYPISTS”:-
(i) for column (2) and the entries relating thereto, the following shall be
substituted namely,
“Seventy percent by Direct Recruitment; and
Thirty percent by promotion from the cadre of Group-D:
Provided that, if no suitable person is available for promotion then by Direct
Recruitment.” and
(ii) in column (3), under the heading “FOR DIRECT RECRUITMENT AND
PROMOTION”, in item (a), for the letters “SSLC”, the letters “PUC”
shall be substituted.
