Reference is made to Invest UP's letter No. 767/IUP/SKS/2025-26 dated 15.07.2025 regarding the reimbursement to Greater Noida of Rs. 2,52,91,22,063.00, which is 75% subsidy of the total premium amount of Rs. 3,37,21,62,750.00 for the land allocated at subsidized rates by Greater Noida to M/s Avada Electro Pvt. Ltd. under the customized financial incentive permissible under the Uttar Pradesh Industrial Investment and Employment Promotion Policy-2022 on a case-to-case basis.
An amount of Rs. 1,00,00,00,000.00 (Rupees One Billion Only) is sanctioned from the allocated budget of Rs. 1,00,00,00,000.00 (Rupees One Billion Only) under Grant Head 2852- Industries, 80-General, 800-Other Expenditure, 28- Uttar Pradesh Industrial Investment and Employment Promotion Policy 2022, Standard Head-42 Other Expenditure for the financial year 2025-26.
Terms and Conditions:
1. The sanctioned amount will be transferred directly to the account of Greater Noida through NEFT/RTGS.
2. Withdrawal of the sanctioned amount from the treasury will be based on immediate requirement.
3. The accounts of the said amount will be maintained by Greater Noida.
4. The sanctioned amount will be spent only for the purpose for which it has been sanctioned.
5. Before spending the sanctioned amount, complete compliance with the guidelines issued by the Office Memorandum dated 27.03.2025 of Finance (Income-Expenditure) Section-1 and other relevant Government Orders will be ensured.
6. All necessary details related to the amount, along with evidence, will be provided by the Director, Industries, Directorate of Industries, Kanpur, to Greater Noida.
7. Utilization certificate of the said amount, signed by the Chief Executive Officer, Greater Noida, will be submitted to the Finance Income Expenditure Section-4 and Industrial Development Section-6 through the Commissioner and Director of Industries and all concerned immediately.
The expenditure incurred in this regard will be debited to the name of Standard Head-42 Other Expenditure of Grant No.-007 Head of Account 2852808002800 'Uttar Pradesh Industrial Investment and Employment Promotion Policy -2022' in the income and expenditure of the current financial year 2025-26.

दिनांक 75.07.2025 (छायाप्रति संलग्न) का संदर्भ ग्रहण करने का कष्ट करें, जिसके दूवारा
उत्तर प्रदेश औद्योगिक निवेश एवं रोजगार प्रोत्साहन नीति -2022 के अंतर्गत केस-टू-केस
आधार पर AGH अवाडा इलेक्ट्रो WOO को अनुमन्य कस्टमाइज्ड वित्तीय प्रोत्साहन के
अंतर्गत ग्रेटर नोएडा द्वारा सब्सिडाइज्ड दर पर आवंटित भूमि कुल प्रीमियम मूल्य रू.
3,37,2,62,750.00 का 75 प्रतिशत सब्सिडी की धनराशि रू. 2,52,97,22,063.00 की
प्रतिपूर्ति ग्रेटर नोएडा को किये जाने का अनुरोध किया गया है।
2- अत: इस सम्बन्ध में मुझे यह कहने का निदेश हुआ है कि वर्ष 2025-26 के
आय-व्ययक में अनुदान लेखा-शीर्ष 2852- उद्योग, 80-सामान्य, 800-अन्य व्यय, 28- उत्तर
प्रदेश औद्योगिक निवेश एवं रोजगार प्रोत्साहन नीति 2022 की मानक मद-42 अन्य व्यय
में प्राविधािनित रू. 7,00,00,00,000.00 (रूपये एक अरब मात्र) के सापेक्ष ग्रेटर नोएडा को रू.
,00,00,00,000.00 (रूपये एक अरब मात्र) की धनराशि अंतरित किये जाने के लिए आपके
निवर्तन पर रखे जाने हेतु निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन एतद्द्वारा श्री
राज्यपाल वित्तीय स्वीकृति निर्गत करने की सहर्ष स्वीकृति प्रदान करते हैं:-

I. स्वीकृत धनराशि ग्रेटर नोएडा के खाते में सीधे एन0ई0एफ0टी0/आर0टी0जी0एस0 के
माध्यम से अन्तरित की जाएगी।
2. स्वीकृत धनराशि का आहरण राजकोष से तात्कालिक आवश्यकता के आधार पर ही
किया जाएगा।
I- Ue शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हस्ताक्षर की आवश्यकता नही है |
2- इस शासनादेश की प्रमाणिकता वेब साइट htip://shasanadesh.up.gov.in से सत्यापित की जा सकती है |3. उक्त धनराशि का लेखा-जोखा ग्रेटर नोएडा CANT रखा जाएगा।
4. स्वीकृत धनराशि का व्यय केवल उसी मद में किया जाएगा, जिसके लिए स्वीकृत
किया गया है।
5. स्वीकृत धनराशि को व्यय किए जाने से पूर्व वित्त (आय-व्ययक) अनुभाग-। के
कार्यालय AAT दिनांक 27.03.2025 एवं अन्य सुसंगत शासनादेशों द्वारा जारी दिशा-
निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया जाएगा।
6. धनराशि से सम्बन्धित सभी आवश्यक विवरण साक्ष्य सहित निदेशक, उद्योग,उद्योग
निदेशालय, कानपुर द्वारा ग्रेटर नोएडा को उपलब्ध कराए जायेंगे।
7. उक्त धनराशि का उपयोगिता प्रमाण पत्र मुख्य कार्यपालक अधिकारी, ग्रेटर नोएडा
द्वारा हस्ताक्षरित कर आयुक्त एवं निदेशक उद्योग के माध्यम से वित्त आय व्ययक
अनुभाग-4 एवं औद्योगिक विकास अनुभाग-6 तथा समस्त संबंधितो को तत्काल
उपलब्ध कराया जाएगा।
