The conditions include:
1. The fund should be kept only in the bank account from which the loan was withdrawn, and interest should be deposited appropriately.
2. Withdrawal should be done as per immediate need only.
3. Utilisation certificate to be submitted.
4. Withdrawal to be done as per approved processes and guidelines from Finance Income Expenditure Section-1 vide government order 0-13/2022/बी- 1-454/ दस- 2022-231/2022 dated 07.06.2022.
5. Funds to be used only for the purpose they are sanctioned for.
The expenditure is to be allocated to the head "Grant-General (Non-Salary)" for repayment of the loan principal taken for the construction of the Purvanchal Expressway by UPIDA under Grant No. 007, accounting code 2852808002100 in the income-expenditure of the current financial year 2022-23.
This order is issued under the authority delegated in the Finance (Income Expenditure) Section-1 office memorandum 13 / 2022/ बी-1-454/दस-2022-231/2022, dated June 07, 2022, within the powers delegated to the Administrative Department.

महोदय,
उपर्युक्त विषयक अपने पत्रांक .0/यूपीडा/08/47, दिनांक 20.07.2022 का कृपया
संदर्भ ग्रहण करने का कष्ट करें जिसके द्वारा पूर्वांचल एक्सप्रेसवे परियोजना के निर्माण कार्य
हेतु वित्त संस्थाओं से लिये गये ऋण के मूलधन की अदायगी हेतु धनराशि निर्गत करने हेतु
शासन से अनुरोध किया गया है।
2. इस संदर्भ में मुझे यह कहने का निदेश हुआ है कि पूर्वांचल एक्सप्रेसवे परियोजना
हेतु वित्तीय वर्ष 2022-23 में अनुदान संख्या 07 के लेखाशीर्षक ”2852-ठद्योग 80-सामान्य
800-अन्य व्यय-2-यूपीडा द्वारा पूर्वांचल एक्सप्रेसवे परियोजना के निर्माण हेतु वित्तीय
संस्थाओं से लिये गये ऋण के मूलधन की अदायगी हेतु सहायता 20-सहायता अनुदान-
सामान्य (गैर वेतन)" A BO 94.68 करोड का प्राविधान किया गया है जिसके सापेक्ष
शासनादेश. सं0-/2022/53/002-02-77-3-2022 दिनांक 8.04.2022 द्वारा. रू0
235466667/- की वित्तीय स्वीकृति निर्गत की गयी। सम्प्रति निर्गत करने हेतु धनराशि रू0
706.26 करोड अवशेष है। उक्त प्राविधानित अवशेष राशि में से पंजाब नेशनल बैंक से लिये
गये ऋण के मूलधन की अदायगी हेतु रू0 2354200000/- (रुपये दो अरब पैंतीस करोड़
बयालीस लाख मात्र) की वित्तीय स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन निर्गत
किये जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान करते हैः-File No.77-3002(003)/3/2022- -3-

नियम व शर्तें / प्रतिबन्धों
(!) धनराशि का आहरण कर यूपीडा के बैंक खाते अथवा किसी बात बैंक खाते में नहीं रखी
जायेगी बल्कि जिस बैंक खाते से ऋण की धनराशि आहरित की गयी है उसी बैंक खाते में
ब्याज की धनराशि जमा की जायेगी।
(2) उक्त धनराशि का आहरण केवल तात्कालिक आवश्यकतानुसार ही किया. जायेगा।
(3) यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष उपयोगिता प्रमाण पत्र
यथासमय शासन की उपलब्ध कराया जायेगा।
(4) धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा
स्वीकृत धनराशि के व्यय में वित्त आय व्ययक अनुभाग- Ld शासनादेश सं O-3/2022/
बी- -454,/ दस- 2022-23/2022 दिनांक 07.06.2022 मे द्वारा जारी दिशा निर्देशों का
पूर्णतया अनुपालन सुनिश्चित किया जायेगा।
(5) स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा जिसके लिए धनराशि
स्वीकृत की जा रही है।
3- इस संबंध में होने वाला व्यय रुपये 2,35,42,00,000 (रुपये दो अरब td करोड़
बयालीस लाख मात्र) को चालू वित्तीय वर्ष 2022-23 के आय-व्ययक मे अनुदान
संख्या 007 लेखा शीर्षक 285280800200 यूपीडा द्वारा पूर्वांचल एक्सप्रेस-वे के निर्माण हेतु
वित्तीय संस्थाओं के लिए गए ऋण के मूलधन की. अदायगी हेतु सहायता मानक
मद 20 सहायता... अनुदान - सामान्य. (गैर . वेतन) के. AA डाला... जायेगा।
