From this balance, a financial sanction of ₹2,722,590,840 (Two Hundred Seventy Two Crore Twenty Five Lakh Ninety Thousand Eight Hundred Forty Only) is granted for interest payable on loans taken from HUDCO from 01.10.2022 to 31.03.2023, subject to certain terms and conditions which are mentioned in the document.
The conditions are:
1. The allocated funds should not be deposited in UPIDA's bank account or any other fixed bank account, but in the same bank account from which the loan amount was withdrawn.
2. The funds should only be withdrawn as per immediate requirement.
3. UPIDA is responsible for submitting a utilization certificate for the withdrawn funds to the government in a timely manner.
4. Funds must be withdrawn after approval at the appropriate level and in accordance with regulations. Compliance with the guidelines issued by Office Memorandum No. 13 / 2022/ B-1-454/दस-2022-231/2022, dated June 7, 2022, of the Finance Income Expenditure Section-1 must be ensured.
5. The approved funds can only be used for the intended purpose for which they have been approved.

महोदय,
उपर्युक्त विषयक अपने पत्रांक 624/यूपीडा/08/47 दिनांक 08.09.2022 का कृपया
संदर्भ ग्रहण करने का कष्ट करें जिसके द्वारा पूर्वान्चल एक्सप्रेसवे परियोजना के निर्माण कार्य
हेतु वित्त संस्थाओं से लिये गये ऋण पर देय ब्याज हेतु सहायता की मद में उपलब्ध
धनराशि में से धनराशि निर्गत करने हेतु शासन से अनुरोध किया गया है।
2. इस संदर्भ में मुझे यह कहने का निदेश हुआ है कि Year एक्सप्रेसवे परियोजना
के निर्माण कार्य हेतु वित्त संस्थाओं से लिये गये ऋण पर देय ब्याज हेतु वित्तीय वर्ष
2022-23 में अनुदान संख्या 07 के लेखाशीर्षक “2852-उद्योग 80-सामान्य 800-अन्य
व्यय-25-यूपीडा द्वारा पूर्वान्चल एक्सप्रेसवे परियोजना के निर्माण हेतु वित्तीय संस्थाओं से
लिये गये ऋण पर देय ब्याज हेतु सहायता 20-सहायता अनुदान-सामान्य (गैर वेतन)” में
रू0 5936.00 लाख का प्राविधान किया गया है। शासनादेश संख्या-2/2022/00-50-
77-3-2022 दिनांक 8.04.2022 द्वारा रू0 439597640/- एवं शासनादेश संख्या-
3 2/2022/77-3022(003)/3/2022/00I-40 feat 25.07.2022 ERI रू0
657600000/- की वित्तीय स्वीकृति निर्गत की गयी। सम्प्रति वित्तीय संस्थाओं से लिये
गये ऋण पर ब्याज हेतु धनराशि रू0 283.90 करोड़ अवशेष है।
उक्त प्राविधानित अवशेष धनराशि में से हडको से लिये गये ऋण पर देय ब्याज दिनांक

प्रतिबन्धों के अधीन निर्गत किये जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान करते है:-
नियम व शर्ते / प्रतिबन्धों
(।) धनराशि का आहरण कर यूपीडा के बैंक खाते अथवा किसी बात बैंक खाते में नहीं रखी
जायेगी बल्कि जिस बैंक खाते से ऋण की धनराशि आहरित की गयी है उसी बैंक खाते में
ब्याज की धनराशि जमा की जायेगी।
(2) उक्त धनराशि का आहरण केवल तात्कालिक आवश्यकतानुसार ही किया जायेगा।
(3) Quist का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष उपयोगिता प्रमाण पत्र
यथासमय शासन की उपलब्ध कराया जायेगा।
(4) धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा
स्वीकृत धनराशि के व्यय में वित्त आय व्ययक अनुभाग-। के कार्यालय AT संख्या AO. 73
/ 2022/ बी--454/दस-2022-23/2022, दिनांक- 07-जून 2022 द्वारा जारी दिशा
निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया जायेगा।
(5) स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा जिसके लिए धनराशि
स्वीकृत की जा रही है।
