This document, numbered 15/2023/889/77-6-23-6099-93-2022Part-2 and dated March 29, 2023, is from Manoj Kumar Maurya, Deputy Secretary of the Uttar Pradesh Government, to the Commissioner and Director of the Directorate of Industries, Kanpur. The release of ₹55.00 crore (Fifty-Five Crore Rupees Only) is subject to the following conditions:
1. The funds are to be drawn and made available to the Chief Executive Officer, Greater Noida. A utilization certificate, signed by the Chief Executive Officer, Greater Noida, must be submitted to the Commissioner and Director, Industries Kanpur, and forwarded to the Accountant General U.P., the Finance Department U.P. Government, and all relevant parties in a timely manner.
2. The sanctioned amount is to be spent only for the specific purpose for which it has been approved.
3. Drawal of the sanctioned funds will be as per norms, only after approval from the competent authority, and compliance with the guidelines issued by the Finance (Income-Expenditure) Section-1 vide office memorandum dated 07.06.2022 and other relevant Government Orders is to be ensured.
4. Funds are to be drawn from the treasury only as per the immediate requirement.
5. Expenditure should be as per the conditions prescribed by the Finance Department.
6. The funds should not be kept in any bank account.
7. The Chief Executive Officer, Greater Noida will maintain the accounts of the expenditure.
8. The Administrative Department will ensure the correctness of the data related to the amount.
9. The Administrative Department will furnish information to the Finance Department after 75% expenditure of the amount, so that the Finance Department can furnish information to the Government of India.
10. The Administrative Department will ensure that the entire amount is spent by March 31, 2023. Utilization certificate must be submitted to the Government of India.
The expenditure of ₹55,00,00,000 (Fifty-Five Crore Rupees Only) will be debited to the budget of the current financial year 2022-2023, under Grant No. 007, Head of Account 4875608000401 P.M. Gati Shakti National Master Plan, Standard Head 24 – Major Works, relating to Multi-Modal connectivity Infrastructure of economic zones.
This order is issued with the concurrence of the Finance Department, obtained vide Computer Generated No. E-6-205-X-2022-23, dated 26-3-2023.

मुख्य कार्यपालक अधिकारी, ग्रेटर नोएडा द्वारा हस्ताक्षरित कर आयुक्त एवं निदेशक,
उद्योग कानपुर के माध्यम से महालेखाकार उ0प्र0 तथा वित्त विभाग उ0प्र0 शासन
Ud समस्त संबंधित को समयान्तर्गत उपलब्ध कराया जाएगा।

जाएगा एवं वित्त (आय-व्ययक) अनुभाग-। के कार्यालय ज्ञाप दिनांक 07.06.2022 एवं
अन्य संगत शासनादेशों द्वारा जारी दिशा-निर्देशों का अनुपालन सुनिश्चित किया
जाएगा।
स्वीकृत धनराशि का आहरण राजकोष से तात्कालिक आवश्यकता के आधार पर ही
किया जाएगा।
.. स्वीकृत धनराशि का व्यय वित्त विभाग द्वारा समय-समय पर निर्गत शासनादेशों की
शर्तों/प्रतिबन्धों के अधीन ही किया जाएगा।
किसी परिस्थिति में धनराशि को पूर्व से आहरित करके एकमुश्त बैंक/अन्य किसी
खाते में नहीं रखा जाएगा।
स्वीकृत धनराशि के व्यय का लेखा-जोखा मुख्य कार्यपालक अधिकारी, ग्रेटर नोएडा
द्वारा रखा जाएगा।
प्रशासकीय विभाग धनराशि से सम्बन्धित आंकड़ो की शुद्धता सुनिश्चित करेंगे।
प्रशासकीय विभाग GANT उक्त धनराशि का 75% व्यय करने के उपरान्त इसकी
सूचना वित्त विभाग को उपलब्ध करायेंगे, ताकि वित्त विभाग cant इसकी सूचना
भारत सरकार को उपलब्ध करायी जा सके।
प्रशासकीय विभाग द्वारा उक्त धनराशि का व्यय वर्तमान वित्तीय वर्ष में 3 मार्च,
l0.
2023 तक कर लिया जाएगा तथा इसका उपयोगिता प्रमाण-पत्र उपलब्ध कराया
जाएगा ताकि उपयोगिता प्रमाण-पत्र भारत सरकार को प्रेषित किया जा सके।
2- इस संबंध मैं होने वाला व्यय रुपये 55,00,00,000 ( रुपये पचपन करोड़ मात्र ) को
चालू वित्तीय वर्ष 2022-2023 के आय-व्ययक मे अनुदान संख्या 007 लेखा शीर्षक
487560800040 पी.एम. गतिशक्ति नेशनल मास्टर प्लान के अन्तर्गत आर्थिक क्षेत्रों को
मल्टीमोडल कनेक्टिविटी इन्फ्रास्ट्रक्चर मानक मद 24 ded निर्माण कार्य के नामे डाला
जायेगा।
3- यह आदेश कंप्यूटर GANT उत्पन्न संख्या E-6-205-X-2022-23, दिनांक 26-3-2023 मे प्राप्त
वित्त विभाग की सहमति से निर्गत किये जा रहे है।
