The government has been requested to release funds from the available funds under the head of assistance for the repayment of principal of the loan taken from HUDCO for land purchase in the Ganga Expressway project.
In this context, it is directed that there is a provision of Rs. 11154.00 Lakh for the repayment of principal of the loan taken from financial institutions for land acquisition for the Ganga Expressway project in the financial year 2022-23. Out of the said provisioned amount, financial sanction of Rs. 92,30,00,000/- (Rupees Ninety Two Crore Thirty Lakh only) is issued for repayment of loan principal from 01.09.2022 to 28.02.2023 subject to the following conditions:
(1) The funds shall not be withdrawn and kept in the bank account of UPIDA or any other bank account, but rather the amount of interest shall be deposited in the same bank account from which the loan amount was withdrawn.
(2) The said amount shall be withdrawn only as per immediate requirement.
(3) It is also the responsibility of UPIDA to provide the utilization certificate of the withdrawn amount to the government in due course.
(4) The funds shall be withdrawn as per rules after approval of the competent level and full compliance of the guidelines issued by Office Order No. 13/2022/B-1-454/Das-2022-231/2022, dated 07- June 2022 of Finance (Income Expenditure) Section-1 shall be ensured in the expenditure of the sanctioned amount.
The expenditure in this regard of Rs. 92,30,00,000 (Rupees Ninety Two Crore Thirty Lakh only) shall be credited to the head Standard Head 20 Assistance Grant General (Non-Salary) in the Income-Expenditure of the current financial year 20222023 under Grant No. 007 Account Head 2852808002400.
This order is being issued under the authority delegated to the Administrative Department in Office Order No. 13/2022/B-1-454/Das-2022-231/2022, dated 07-June 2022 of Finance (Income Expenditure) Section-1.

उपर्युक्त विषयक अपने पत्रांक 640/यूपीडा/गंगा/325/लेखा दिनांक 09.09.2022
का कृपया संदर्भ ग्रहण करने का कष्ट करें जिसके द्वारा गंगा एक्सप्रेसवे परियोजना में
भूमि क्रय हेतु हडको से लिये गये ऋण के मूलधन के भुगतान हेतु सहायता की मद
उपलब्ध धनराशि में से धनराशि निर्गत करने हेतु शासन से अनुरोध किया गया है।
2... इस संदर्भ में मुझे यह कहने का निदेश हुआ है कि वित्तीय वर्ष 2022 -23 में
गंगा एक्सप्रेसवे परियोजना हेतु भूमि अधिग्रहण हेतु वित्तीय संस्थाओं से लिये गये
ऋण के मूलधन के भुगतान हेतु धनराशि BO 754.00 लाख का प्राविधान है। उक्त
प्राविधानित धनराशि में से दिनांक 0I.09.2022 से 28.02.2023 तक ऋण के
मूलधन की अदायगी हेतु धनराशि BO 92,30,00,000/- (रुपये बयान्वे करोड़ तीस
लाख मात्र) की वित्तीय स्वीकृति निम्नलिखित शर्तों एवं प्रतिबन्धों के अधीन निर्गतFile No.77-3099/380/2022- -3-

किये जाने की श्री राज्यपाल सहर्ष स्वीकृति प्रदान करते हैः-
नियम व शर्ते / प्रतिबन्धों
(i) धनराशि का आहरण कर यूपीडा के बैंक खाते अथवा किसी अन्य बैंक खाते में
नहीं रखी जायेगी बल्कि जिस बैंक खाते से ऋण की धनराशि आहरित की गयी है
उसी. . बैंक खाते. में _ ब्याज. की. धनराशि. जमा. की... जायेगी।
(2) उक्त धनराशि का आहरण केवल तात्कालिक आवश्यकतानुसार ही किया जायेगा।
(3) यूपीडा का यह भी दायित्व है कि आहरित धनराशि के सापेक्ष उपयोगिता प्रमाण
पत्र यथासमय शासन को उपलब्ध कराया जायेगा।
(4) ' धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा
तथा स्वीकृत धनराशि के व्यय में वित्त (आय Aah) अनुभाग- । के कार्यालय ज्ञाप

निर्माण हेतु वित्तीय संस्थाओं के लिए गए ऋण के मूलधन की अदायगी हेतु सहायता
