This order is being issued under the authority delegated to the Administrative Department, as per office memorandum number 15/2021/B-1-829/Das-2021-231/2022, dated December 30, 2021, and Government Order number 5/2022/B-1-224/Das-2022-231/2022, dated March 29, 2022, of the Finance (Income-Expenditure) Section-1.
Copies of the order have been sent to various officials and departments for information and necessary action, including the Accountant General (Audit & Accounts), Chief/Senior Treasury Officer/Treasurer, Director of Finance Statistics Directorate, Finance (Income-Expenditure) Section-6, Industrial Development Section-2, Finance (Income-Expenditure) Section-1, Planning Section-4, and the Nodal Budget Allotment System.

2. अवगत कराना है कि वित्तीय वर्ष 2022-23 में गोरखपुर लिंक
एक्सप्रेसवे परियोजना हेतु dea निर्माण कार्य हेतु बजट प्राविधानित धनराशि
रू0 54493.00 लाख का प्राविधान किया गया है। यूपीडा के पत्र दिनांक
06.04.2022 द्वारा की गयी संस्तुति के क्रम में परियोजना हेतु प्राविधानित
धनराशि में से धनराशि BO 75000.00 लाख (रू0 एक सौ पचास करोड मात्र)
स्वीकृत किये जाने का अनुरोध किया गया है।
3. इस संबंध में मुझे यह कहने का निदेश हुआ है कि वित्तीय वर्ष 2022-
23 के लेखानुदान मे गोरखपुर लिंक एक्सपे्रसवे परियोजना हेतु प्राविधानित
धनराशि BO 5493.00 लाख A से धनराशि BO (5000.00 लाख (रू0 एक सौ
पचास करोड़ मात्र) की स्वीकृति वृहद निर्माण क्रय मद में निम्नलिखित शर्तों
के अधीन श्री राज्यपाल स्वीकृति प्रदान करते Sc:-

(") धनराशि आहरित कर यूपीडा के बैंक खाते में जमा की जायेगी।
(2) यूपीडा द्वारा उक्त स्वीकृत धनराशि निर्माणकर्ताओं को उनकी तात्कालिक आवश्यकता के
अनुसार उपलब्ध करायी जायेगी।
(3) यूपीडा द्वारा उक्त स्वीकृत धनराशि के सापेक्ष व्यय की गयी धनराशि का उपयोगिता
प्रमाण पत्र यथासमय महालेखाकार कार्यालय तथा शासन को उपलब्ध कराया जायेगा।
(4) यदि आहरित धनराशि पर कोई ब्याज प्राप्त होता है तो उसे राजकोष में किया जायेगा।
(5) धनराशि का आहरण सक्षम स्तर के अनुमोदनोपरान्त नियमानुसार किया जायेगा तथा
स्वीकृत धनराशि के व्यय में वित्त आय व्ययक HAGHM- कार्यालय AT संख्या AO.
45/202/al-4-829/48-202-23/2022 दिनांक 30.42.202 द्वारा जारी दिशा निर्देशों का
पूर्णतया अनुपालन सुनिश्चित किया जायेगा।
(6) स्वीकृत धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा जिसके लिए धनराशि
स्वीकृत की जा रही है।
4- 38 संबंध में होने वाला व्यय रुपये 4,50,00,00,000 ( रुपये एक अरब
पचास करोड़ मात्र) को चालू वित्तीय वर्ष 20222023 के आय-व्ययक
