This document, numbered 9/2023/001-321/77-2-2023, dated April 20, 2023, is a financial sanction issued by Anita Choudhary, Additional Secretary of the Uttar Pradesh Government, to the Commissioner and Director of the Directorate of Industries, Uttar Pradesh, Kanpur, regarding the financial approval for confidential service expenditure for the development of intelligence sources in the Infrastructure and Industrial Development Department under Grant No. 7 for the financial year 2023-24.
The Governor has approved a financial sanction of ₹5,00,000 (Rupees Five Lakh Only) from the budgeted amount under the head 2052-Secretariat-General Services-090-Secretariat-03-Development of Intelligence Sources-23-Confidential Service Expenditure, subject to the following terms and conditions:
1. The controlling officer for the sanctioned amount will be the Infrastructure and Industrial Development Commissioner, Uttar Pradesh Government. The funds will be transferred to account number 37637394124 at the State Bank of India, Secretariat Branch, Lucknow.
2. The Infrastructure and Industrial Development Commissioner, Uttar Pradesh Government will withdraw the bills for confidential service expenditure from the Jawahar Bhawan Treasury, Lucknow, using DDO Code 2057.
3. The expenditure is not subject to audit by the Accountant General, Uttar Pradesh, Prayagraj; therefore, it is essential to ensure thorough scrutiny of the expenditure. The withdrawal and expenditure of funds should be done according to the procedure and audit provisions outlined in Financial Handbook Volume V, Part 1, Paragraph 206.
4. Compliance with the guidelines issued by the Finance (Income-Expenditure) Section-1, Office Memo No. 2/2023/B-1-227/Das-2023-231/2023, dated March 17, 2023, is required.
The expenditure of ₹5,00,000 will be charged under Grant No. 007, Head 2052000900300, Development of Intelligence Sources, Standard Head 23, Confidential Service Expenditure.
This order is being issued under the powers delegated to the Administrative Department in Office Memo No. 2/2023/B-1-227/Das-2023-231/2023, dated March 17, 2023, from Finance (Income - Expenditure) Section - 1.

महोदय,
उपर्युक्त विषयक के संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2023-24 के
आय-व्ययक के अनुदान संख्या-7 (राजस्व लेखा) के लेखाशीर्ष-2052-सचिवालय-सामान्य सेवायें-090-
सचिवालय-03-अभिसूचना के स्रोतों का विकास-23-गुप्त सेवा व्यय मद में बजट प्राविधानित धनराशि
रू0 5,00,000/- (रूपये पॉच लाख मात्र) की वित्तीय स्वीकृति निम्नलिखित नियम व शर्ते/प्रतिबन्धों के
अधीन करते हुए नियमानुसार व्यय करने की श्री राज्यपाल स्वीकृति प्रदान करते हैं :-
नियम व शर्ते / प्रतिबन्धों
- उक्त स्वीकृत धनराशि के नियंत्रक अधिकारी अवस्थापना एवं औद्योगिक विकास आयुक्त, उ0प्र0
शासन होंगे। उक्त धनराशि का ASOT कर भारतीय स्टेट बैंक, सचिवालय शाखा, लखनऊ के
खाता AeA-3763739424 में हस्तांन्तरित की जायेगी।
अवस्थापना एवं औद्योगिक विकास आयुक्त, उ0प्र0 शासन द्वारा गुप्त सेवा व्यय के देयकों का
आहरण, जवाहर भवन कोषागार, लखनऊ से डीडीओ कोड संख्या-2057 से किया जायेगा।
उक्त, व्यय की सम्परीक्षा महालेखाकार, उ0प्र0 प्रयागराज द्वारा नहीं की जाती है, इसालिए यह
विशेष रूप से आवश्यक है कि उक्त धनराशि का व्यय पूरी छानबीन के उपरान्त किया जाय। इस
संबंध में धनराशि का आहरण तथा व्यय वित्तीय हस्त पुस्तिका खण्ड-४ भाग- के प्रस्तर-206 में
निर्धारित प्रक्रिया एवं सम्प्रेक्षा की व्यवस्था के अनुसार किया जायेगा |
इस संबंध में वित्त (आय-व्यकयक) अनुभाग-। के कार्यालय ज्ञाप संख्या-2/2023/बी-।-
227/दस-2023-23/2023 दिनांक 7 मार्च, 2023 द्वारा निर्गत दिशा-निर्देशों का अनुपालन
किया जायेगा।
4- यह शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हस्ताक्षर की आवश्यकता नही है।
