उपर्युक्त विषयक अपने पत्र संख्या-बी0एस0-442/बजट, दिनांक 09-4-2023 का कृपया
संदर्भ ग्रहण करने का कष्ट करें।
2- इस संबंध में मुझे यह कहने का निदेश sat Sth वित्तीय वर्ष 2023-24 के आय-व्ययक में
अनुदान संख्या-8 (मुद्रण एवं लेखन सामग्री) के लेखाशीर्ष-4058- लेखन सामग्री तथा मुद्रण पर पूंजीगत
परिव्यय 03-सरकारी मुद्रणालय 03-सरकारी मुंद्रणालयों में मशीने तथा उपकरणों एवं संयंत्रों का क्रय
26-मशीने और सज्जा/उपकरण AC AAA मद में बजट प्राविधानित धनराशि रू0 3,00,00,000/-
(रूपये तेरह करोड़ मात्र) की नियमानुसार व्यय किये जाने हेतु निम्न नियम व शर्ते/प्रतिबन्धों के अधीन
अवमुक्त किये जाने की श्री राज्यपाल स्वीकृति प्रदान करती हैं :-

() उक्त बजट प्राविधानित धनराशि के सापेक्ष राजकीय मुद्रणालयों में मशीन क्रय किये जाने
का प्रस्ताव शासन को उपलब्ध कराया जायेगा ra T |
(2) Sat धनराशि का उपयोग उसी प्रयोजन के लिए किया जायेगा जिसके लिए धनराशि
स्वीकृत की जा रही Sl नई मदों/अन्य प्रयोजनों के कार्यान्वयन के लिए नहीं किया
जायेगा।
(3) उपर्युक्त धनराशि व्यय किये जाने के पूर्व वित्त (आय-व्ययक) अनुभाग-५ के कार्यालय
ज्ञाप संख्या-2/2023/बी-4-227/दस-2023-23/2023 दिनांक 47 मार्च, 2023 एवं
वित्त (आय-व्ययक) अनुभाग-2 के शासनादेश दिनांक 07-42-2023 तथा अन्य संगत
शासनादेशों द्वारा जारी दिशा-निर्देशों का पूर्णतया अनुपालन सुनिश्चित किया जायेगा ।
(4) यदि किसी व्यय के लिए शासन स्तर से वित्तीय एवं प्रशासकीय स्वीकृति का प्रस्ताव
शासन को संदर्भित किया जाय, तो संदर्भित व्यय के लिए आय-व्ययक में प्रावधानित
I- Fe शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हसू्ताक्षर की आवशूयकता नही है |
2- इस शासनादेश की प्रमाणिकता वेब साइट http://shasanadesh.up.gov.in 4 सत्यापित की जा सकती है ।धनराशि की उपलब्धता इंगित करते हुए लेखाशीर्ष का भी उल्लेख प्रस्ताव में अंकित
किया जाय ।
(5) प्राविधानित धनराशि विभागाध्यक्ष के निर्वतन पर रखते हुए यह स्पष्ट किया जाता है कि
धनराशि का प्रदेशन (एलाटमेंट) मात्र किसी प्रकार का व्यय करने का प्राधिकार नहीं देता
है । व्यय करने की पूर्व जिन मामलों में बजट मैनुअल और फाइनेन्शियल हैण्डबुक के
नियमों तथा स्थाई आदेशों के अन्तर्गत संबंधित/सक्षम प्राधिकारी की स्वीकृति प्राप्त की
जानी हो, उन मामलों में व्यय किये जाने के पूर्व ऐसी स्वीकृति अवश्य प्राप्त कर ली जाये।
(6) धनराशि का आहरण तात्कालिक आवश्यकता के अनुसार किया जायेगा।
(7) निर्वतन पर रखी गयी धनराशि का आहरण कर बैंक खातों में नहीं रखा जायेगा |
(8) किसी भी वित्तीय अनियमितता के लिए निदेशक, मुद्रण एवं लेखन : सामग्री, उ0प्र0
प्रयागराज स्वयं उत्तरदायी होंगे |
3- इस संबंध में होने वाला व्यय रूपये 3,00,00,000/- (रूपये aes करोड़ मात्र) को चालू
वित्तीय वर्ष 2023-24 के आय-व्ययक में अनुदान संख्या 008 लेखाशीर्षक 4058004030300
सरकारी मुद्रणालयों में मशीनें तथा उपकरणों एवं संयंत्रों Bl ma मानक मद 26 मशीनें और
सज्जा/उपकरण और संयंत्र के नामे डाला जायेगा |
4- यह आदेश वित्त (आय-व्ययक) ACHMT-7 के कार्यालय AT संख्या-2/2023/बी-५-
227/दस-2023-23/2023, दिनांक 47 are, 2023 में प्रशासकीय विभाग को उक्तवत
