(cid:292)ो(cid:200) योरमे(cid:219)ट आफ ग(cid:212)ु स, 2022 के गाइड लाइ(cid:219)स म(cid:581) उ(cid:468)(cid:227)ल(cid:468)खत सम(cid:232)त (cid:292)ितब(cid:219) ध(cid:585)/िनद(cid:566)श(cid:585) का
पूणत(cid:91) : अनुपालन (cid:292)(cid:215) यके दशा म(cid:581) (cid:292)ाथिमकता के आधार पर स(cid:224) ब(cid:468)(cid:219)धत (cid:272)य अिधकार(cid:547) (cid:430)ारा (cid:465)कया
जाना सुिन(cid:468)(cid:433)त (cid:465)कया जायगे ा।
6. महािनदेशक, िच(cid:465)क(cid:215)स ा एव ं (cid:232) वा(cid:232) (cid:216) य सवे ाय,(cid:581) उ0(cid:292)0 लखनऊ (cid:430)ारा उ(cid:200)त अवम(cid:200)ु त धनरािश को
स(cid:224) ब(cid:468)(cid:219)धत जनपद/िच(cid:465)क(cid:215)स ालय के प(cid:464)रिधगत अिधका(cid:464)रय(cid:585) को यथाव(cid:230) यकतानुसार/ िनयमानुसार
ह(cid:232) ता(cid:219)त (cid:464)रत (cid:465)कया जाना सुिन(cid:468)(cid:230)च त (cid:465)कया जायगे ा।
7. उपकरण(cid:585) क(cid:551) (cid:232) थल पर आपूित (cid:91) क(cid:551) ितिथ स े ह(cid:547) लॉगबकु अनुर(cid:468)(cid:162)त क(cid:551) जाए,ं ता(cid:465)क िनर(cid:547)(cid:162)ण/ऑ(cid:465)डट
अिधका(cid:464)रय(cid:585) (cid:430)ारा इन मशीन(cid:585) क(cid:551) (cid:232)थ ापना और उसके बाद इनक(cid:551) समय-समय पर (cid:162)मता के
उपयोग के संबधं म(cid:581) (cid:468)(cid:232)थित (cid:232) प(cid:231) ट हो सके, (cid:468)जससे शासन को भी अवगत करायग(cid:581) े।
8. यह सिु न(cid:468)(cid:433)त (cid:465)कया जायेगा (cid:465)क (cid:292)(cid:230) नगत (cid:232) वीकृत (cid:465)कये जा रहे उपकरण मानक के अनसु ार ह(cid:547)
(cid:292)(cid:232) ता(cid:466)वत (cid:465)कये गय े है। य(cid:465)द मानक से इतर उपकरण/मशीन (cid:292)(cid:232)त ा(cid:466)वत /(cid:272)य (cid:465)कये जाते है तो
इसका स(cid:224) पणू (cid:91)उ(cid:215) तरदािय(cid:215)व (cid:272)यािधकार(cid:547) का होगा ।
9. यह सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा (cid:465)क (cid:292)(cid:230) नगत नये उपकरण(cid:585)/मशीन(cid:585) के (cid:232)थ ान पर पूव (cid:91) से उपल(cid:222) ध पुरान े
उपकरण(cid:585)/मशीन(cid:585) को शासनादेश स(cid:201)ं या-ए-2-1092/दस-2011-24(7)-95, (cid:465)दनांक 25.11.2011 म (cid:581)
उ(cid:468)(cid:227)ल(cid:468)खत (cid:292)ा(cid:466)वधान(cid:585) के अ(cid:219) तगत(cid:91) ् िन(cid:231) (cid:292)यो(cid:207)य घो(cid:466)षत कर उनको िन(cid:232) ता(cid:464)रत (cid:465)कया गया है और
(cid:292)(cid:230) नगत परु ान े उपकरण अपना औसत कालाविध पूण (cid:91) कर चुके है। िन(cid:231) (cid:292)यो(cid:207) य उपकरण(cid:585) के
िन(cid:232)त ारण स े (cid:292)ा(cid:220) त धनरािश को राजक(cid:551)य कोष म (cid:581) जमा (cid:465)कया जाना सिु न(cid:468)(cid:433)त (cid:465)कया जायेगा।
10. उपकरण(cid:585) का अनुकूलतम सदपु योग सुिन(cid:468)(cid:433)त करन े के िलये आव(cid:230) यक कुशल मानव श(cid:466)(cid:416) क(cid:551)
उपल(cid:222) धता त(cid:215) परता स े सुिन(cid:468)(cid:433)त क(cid:551) जाए।
11. (cid:292)(cid:230) नगत उपकरण(cid:585) क(cid:551) (cid:232)थ ापना से पूव (cid:91) यह सिु न(cid:468)(cid:230)च त कर िलया जायेगा (cid:465)क इनके रखने हेतु
पया(cid:220)(cid:91) त (cid:232)थ ान एव ं इनके सचं ालन हेत ु द(cid:162) मानव ससं ाधन उपल(cid:222)ध है।
12. उपकरणेा ं हेतु (cid:272)य (cid:292)(cid:465)(cid:272)या पूण (cid:91) हो जाने के उपरा(cid:219)त ह(cid:547) धनरािश का आव(cid:230) यकतानसु ार आहरण
(cid:465)कया जायेगा।

यह शासनादेश इले(cid:200)(cid:282) ािनकली जार(cid:547) (cid:465)कया गया है, अत: इस पर ह(cid:232)त ा(cid:162)र क(cid:551) आव(cid:230)य कता नह(cid:547) ंहै।
2.
इस शासनादेश क(cid:551) (cid:292)मा(cid:468)णकता वेब साइट http://shasanadesh.up.nic.in से स(cid:215) या(cid:466)पत क(cid:551) जा सकती है।13. (cid:466)वभाग (cid:430)ारा उपकरण(cid:585) क(cid:551) आव(cid:230)य कता तथा मानक (cid:232) वयं सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा। यह भी
सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा (cid:465)क (cid:272)य (cid:465)कये जा रहे उपकरण (cid:292)(cid:230) नगत िच(cid:465)क(cid:215)स ालय के िलये आव(cid:230) यक
एव ं मानकानसु ार है।
14. उ(cid:200)त (cid:232)व ीकृत धनरािश को पी0एल0ए0, ब(cid:583)क अथवा डाकघर म(cid:581) नह(cid:547)ं रखा जायगे ा तथा (cid:292)(cid:230)न गत
धनरािश का उपयोग इसी (cid:466)व(cid:215) तीय वष (cid:91) म(cid:581) कर िलया जायेगा। य(cid:465)द धनरािश अवशेष रहती है तो
उस े त(cid:215) काल राजकोष म(cid:581) जमा कर (cid:465)दया जायेगा।
15. उ(cid:200)त (cid:232) वीकृत धनरािश का उपयोग उसी (cid:292)योजन हेतु (cid:465)कया जायेगा, (cid:468)जस (cid:292)योजन हेतु धनरािश
आवं(cid:465)टत क(cid:551) गयी है, इसम (cid:581) (cid:465)कसी (cid:292)कार का (cid:229) यावतन(cid:91) शासन क(cid:551) अनुमित लके र ह(cid:547) (cid:465)कया जायेगा।
16. यह सुिन(cid:468)(cid:433)त (cid:465)कया जाएगा (cid:465)क (cid:292)(cid:230) नगत (cid:466)व(cid:215) तीय (cid:232)व ीकृितय(cid:585)/काय(cid:607) क(cid:551) पुनराव(cid:466)ृ(cid:419) न हो।
17. उपकरण(cid:585) क(cid:551) मद च(cid:465)ूं क िमत(cid:229)य ियता क(cid:551) मद है, अत: इनके (cid:272)य म (cid:581) (cid:229) यापक (cid:292)चार-(cid:292)सार एव ं
(cid:219)य ूनतम म(cid:227)ू य पर (cid:272)य (cid:465)कया जाना सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा।
18. उपकरण(cid:585) क(cid:551) गुणव(cid:215)त ा का स(cid:224) पणू (cid:91) उ(cid:215) तरदािय(cid:215)व (cid:272)यािधकार(cid:547) का होगा।
19. (cid:292)(cid:230) नगत उपकरण(cid:585) के (cid:272)य क(cid:551) (cid:292)(cid:465)(cid:272)या पूण (cid:91) कर िलये जाने के बाद ह(cid:547) आव(cid:230)य कतानसु ार धनरािश
का आहरण स(cid:162)म (cid:232)त र के अनुमोदन से (cid:465)कया जायगे ा। आह(cid:464)रत धनरािश का (cid:229) यय करते समय
(cid:466)विभ(cid:219)न शासनादेश(cid:585) के मा(cid:218)य म स े िनगत(cid:91) (cid:465)कये गये िमत(cid:229) यियता संबधं ी (cid:465)दशा-िनद(cid:566)श(cid:585) का अनुपालन
सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा।
20. उ(cid:200)त (cid:232) वीकृत धनरािश के (cid:229) यय के फल(cid:232) व(cid:510)प िनयमानुसार िनधा(cid:464)(cid:91) रत (cid:292)ा(cid:510)प पर शासन को
उपयोिगता (cid:292)माण प(cid:287) उपल(cid:222) ध कराया जायेगा।
21. इस सबधं म(cid:581) लेख(cid:585) का िमलान महालेखाकार, उ0(cid:292)0, (cid:292)यागराज स े करके इसक(cid:551) सूचना यथासमय
शासन को उपल(cid:222) ध करायी जायेगी।
22. यह भी सुिन(cid:468)(cid:433)त (cid:465)कया जायेगा (cid:465)क इस काय (cid:91) म (cid:581) (cid:465)कसी भी (cid:292)कार का (cid:466)वल(cid:224)ब न हो।
23. उपरो(cid:200)त स(cid:219)द िभत(cid:91) सम(cid:232)त (cid:466)ब(cid:219) दओु ं से इतर अ(cid:219)य (cid:465)कसी राजक(cid:551)य (cid:466)वभाग के शासनादेश जो (cid:272)य
िनयम(cid:585) से स(cid:224) ब(cid:468)(cid:219)धत नह(cid:547) ं है, का िन(cid:466)वदा (cid:292)(cid:465)(cid:272)या म (cid:581) स(cid:468)(cid:224)मिलत (cid:465)कया जाना अिनयिमतता क(cid:551)
