NOTIFICATION
Whereas the draft of the Karnataka Grama Swaraj And Panchayath Raj
(Zilla Panchayaths, Taluka Panchayaths and Grama Panchayaths control over Erection of
Buildings) (Amendment) Model Bye-Laws 2025, Which the Government of Karnataka
proposes to make, in exercise of the powers conferred by section 316 read with the sections
315 and 64 of Karnataka Grama Swaraj and Panchayath Raj Act, 1993 (Karnataka 14 of
1993) was published dated:08-04-2025, inviting as objections and suggestions from all
persons likely to be affected thereby with in thirty days from the date of its publication in the
Karnataka Gazette.
And whereas, the said Gazette was made available to the public on 08-04-2025;
And whereas, the objections and suggestions received in respect of the said draft
have been considered by the State Government;
Now, therefore, in exercise of the powers conferred by Section 316 of the Karnataka
Grama Swaraj and Panchayath Raj Act 1993,(Karnataka 14 of 1993) the Government of
Karnataka here by makes the following Bye-laws, namely;-

BYE-LAWS
1. Title and Commencement: (1) These Bye-Laws shall be called the Karnataka Grama
Swaraj and Panchayath Raj (Zilla Panchayaths, Taluka Panchayaths and Grama
Panchayaths control over Erection of Buildings)(Amendment) Model Bye-Laws,
2025.
(2) They shall come into force from the date of their publication in the official Gazette.
2. Amendment of clause 4.- In the Bye-Law, after the 4(d) (xiv) of Karnataka Grama
Swaraj and Panchayath Raj (Zilla Panchayaths, Taluka Panchayaths and Grama
Panchayaths control over Erection of Buildings) Model Bye-Law 2015 (here in after
referred to as the said Bye-Laws) in clause 4, in sub section (d) after item (xiv), the
following shall be inserted, namely:-
“(xv) Mandatory registration with Real Estate Regulatory Authority (RERA) shall
be imposed in the letter of approval of the building plan in the converted lands."
2. Amendment of Clause 12.- in the said Bye-Laws, after clause 12, the following
proviso shall be inserted, namely:-
“Provided that, the completion letter from the Local Planning Authority with regard
to the construction of the building, in accordance with the approved plan and rules shall
be submitted to the competent authority.”
3. Amendment of clause 13.- in the said Bye-Laws, after clause 13, the following
proviso shall be inserted, namely:-
“Provided that, after getting the completion certificate from the qualified Architect
who are supervisor with regard to the completion of the building work. The Panchayat
Development Officer along with the technical officer of the Local Planning Authority have
to visit the construction site and to inspect the construction and to confirm the construction
is in accordance with the approved building plan and also the project is approved by the
RERA and to certify the same with joint signature.”
