उ(cid:797) तर (cid:366)देश लोक सेवा ('भत(cid:334) का वष(cid:330)' की प(cid:303)रभाषा का (cid:366)ित(cid:830) थापन) िनयमावली, 2026 संि(cid:407)(cid:810) त नाम, 1-(1) यह िनयमावली उ(cid:797) तर (cid:366)देश लोक सेवा ('भत(cid:334) का वष(cid:330)' की प(cid:303)रभाषा (cid:366)ार(cid:817) भ एवं का (cid:366)ित(cid:830) थापन) िनयमावली, 2026 कही जायेगी। लागू होना
(2) यह 01 जनवरी, 2027 से (cid:366)वृ(cid:797) त होगी।
(3) यह संिवधान के अनु(cid:453)ेद-309 के पर(cid:802) तुक के अधीन रा(cid:475)पाल (cid:554)ारा बनायी गई सम(cid:830) त सेवा िनयमाविलयो ंपर लागू होगी। अ(cid:801) यारोही 2- इस िनयमावली के उपब(cid:802) ध संिवधान के अनु(cid:453)ेद-309 के पर(cid:802) तुक के (cid:366)भाव अधीन रा(cid:475)पाल (cid:554)ारा बनाए गए िक(cid:802) ही ं अ(cid:586) िनयमो ं या त(cid:797) समय (cid:366)वृ(cid:797) त आदेशो ंम(cid:336) िकसी (cid:366)ितकू ल बात के होते (cid:352)ए भी (cid:366)भावी होगं े। प(cid:303)रभाषाएं 3- जब तक िक िवषय या स(cid:802) दभ(cid:330) म(cid:336) कोई (cid:366)ितकू ल बात न हो, इस िनयमावली म(cid:336):- (क) “संिवधान” का ता(cid:797) पय(cid:330) “भारत का संिवधान” से है, (ख) “सरकार” का ता(cid:797) पय(cid:330) उ(cid:797) तर (cid:366)देश की रा(cid:789) य सरकार से है, (ग) “रा(cid:789) यपाल” का ता(cid:797) पय(cid:330) उ(cid:797) तर (cid:366)देश के रा(cid:789) यपाल से है। भत(cid:334) का वष(cid:330) 4- संिवधान के अनु(cid:453)ेद-309 के पर(cid:802) तुक के अधीन रा(cid:789) यपाल (cid:554)ारा बनाई की प(cid:303)रभाषा गई सुसंगत सेवा िनयमाविलयो ं म(cid:336), नीचे (cid:830) त(cid:817) भ-1 म(cid:336) दी गई 'भत(cid:334) का वष(cid:330)' की का (cid:366)ित(cid:830) थापन िव(cid:552)मान प(cid:303)रभाषा के (cid:830) थान पर (cid:830) त(cid:817) भ-2 म(cid:336) दी गई प(cid:303)रभाषा रख दी जायेगी, अथा(cid:330)त:- (cid:830) त(cid:817) भ-1 (cid:830) त(cid:817) भ-2 िव(cid:552)मान प(cid:303)रभाषा एत(cid:542)्वारा (cid:366)ित(cid:830) थािपत प(cid:303)रभाषा “भत(cid:334) का वष(cid:330)” का ता(cid:797) पय(cid:330) िकसी “भत(cid:334) का वष(cid:330)” का ता(cid:797)प य(cid:330) िकसी कै ले(cid:796) डर वष(cid:330) की पहली जुलाई से कै ले(cid:796) डर वष(cid:330) की पहली जनवरी से (cid:366)ार(cid:817) भ होने वाली बारह माह की (cid:366)ार(cid:817) भ होने वाली बारह माह की अविध से है। अविध से है। 1- यह शासनादेश इले(cid:200)(cid:282)ा(cid:467)नकल(cid:547) जार(cid:547) (cid:873)कया गया है, अत: इस पर ह(cid:232) ता(cid:162)र क(cid:551) आव(cid:230) यकता नह(cid:547) है । 2- इस शासनादेश क(cid:551) (cid:292)मा(cid:872)णकता वबे साइट http://shasanadesh.up.nic.in से स(cid:215) या(cid:874)पत क(cid:551) जा सकती है ।3 5-(1) इस िनयमावली के (cid:366)ार(cid:817) भ होने के प(cid:303)रणाम (cid:830) व(cid:349)प, भत(cid:334) वष(cid:330) 2026-27, (cid:826) यावृि(cid:517) 01-07-2026 से 31-12-2026 तक सीिमत रहेगा।
(2) इस िनयमावली के (cid:366)ार(cid:817) भ होने के पूव(cid:330), यिद िकसी पद के िलए चयन हो चुका है या चयन (cid:366)ि(cid:354)या चल रही है, तो ऐसी चयन अथवा भत(cid:334) अ(cid:366)भािवत रहेगी।
(3) इस िनयमावली के (cid:366)ार(cid:817) भ होने के पूव(cid:330) यिद िकसी पद के चयन के िलए िव(cid:466)ापन िकया जा चुका है और चयन या भत(cid:334) (cid:366)ि(cid:354)या चल रही है, तो ऐसी चयन अथवा भत(cid:334) अ(cid:366)भािवत रहेगी और इस िनिम(cid:797) त जारी िव(cid:466)ापन के अनुसार िकया जाएगा। सुसंगत सेवा 6- िनयम-4 के उपब(cid:802) धो ं के अ(cid:801) यधीन सुसंगत सेवा िनयमावली म(cid:336) अ(cid:802) तिव(cid:330)(cid:829) ट िनयमावली म(cid:336) अ(cid:802) य उपब(cid:802) ध अ(cid:366)भािवत रह(cid:336)गे। अ(cid:802) य िनब(cid:802) धनो ं और शत(cid:344) का अ(cid:366)भािवत रहना आ(cid:466)ा से, एम0 देवराज (cid:366)मुख सिचव। 1- यह शासनादेश इले(cid:200)(cid:282)ा(cid:467)नकल(cid:547) जार(cid:547) (cid:873)कया गया है, अत: इस पर ह(cid:232) ता(cid:162)र क(cid:551) आव(cid:230) यकता नह(cid:547) है । 2- इस शासनादेश क(cid:551) (cid:292)मा(cid:872)णकता वबे साइट http://shasanadesh.up.nic.in से स(cid:215) या(cid:874)पत क(cid:551) जा सकती है ।4 IN pursuance of the provisions of clause(3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of notification no.

GOVERNMENT OF UTTAR PRADESH KARMIK SECTION-1
NOTIFICATION Miscellaneous No.3/2026/268/47-Ka-1-2026-13(1)/2026 Dated, Lucknow, May 05, 2026 IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules, with a view to substitute the definition of ‘year of recruitment’ in the relevant service rules:
THE UTTAR PRADESH PUBLIC SERVICES (SUBSTITUTION OF THE DEFINITION OF YEAR OF RECRUITMENT) RULES, 2026 Short title, 1-(1) These rules may be called the Uttar Pradesh Public Services Commencement (Substitution of the Definition of year of recruitment) Rules, 2026 and Application
(2) They shall come into force with effect from 1st January 2027.
(3) They shall apply to all service rules, made by Governor under the proviso to Article 309 of the Constitution.
Overriding effect 2- The provisions of these rules shall have effect notwithstanding anything to the contrary contained in any other rules made by the Governor under the proviso to Article 309 of the Constitution, or orders, for the time being in force.
Definitions 3- In these rules unless there is anything repugnant in the subject
or context:
(a) "Constitution" means the Constitution of India;
(b) "Government" means the State Government of Uttar Pradesh;
(c) "Governor" means the Governor of Uttar Pradesh;

Savings 5-(1) As a result of the commencement of these rules, the recruitment year 2026-27 shall be limited from 01-07-2026 to 31-12-2026.
(2) Prior to commencement of these rules, if the selection to any post has been made or the selection process is ongoing, such selection or recruitment shall remain unaffected.
(3) Prior to commencement of these rules if the advertisement for selection to any post has been made and the selection or recruitment process is ongoing, such selection or recruitment shall remain unaffected and shall be made in accordance with the advertisement issued in this behalf.
