The report details the policy's objectives, key provisions related to land acquisition, identifies affected stakeholders, and infers implementation aspects and expected outcomes based solely on the provided text. **2. Introduction:** The purpose of this report is to provide an informative overview and analysis of a government notification concerning land acquisition for the Wadsa Gadchiroli new Broad Gauge railway project (49.50 Km) based on the provided policy text. This is explicitly stated as the "public purpose" for the land acquisition. **4. Background and Rationale:** * **New Policy:** The policy addresses the need for land to construct a new broad gauge railway line. Key Provisions / Changes:** * The policy declares the central government's intention to acquire specific land parcels for the railway project. * It provides a schedule listing the land to be acquired, including details such as district, taluka, village, survey number, name of the land holder and area to be acquired. * It outlines a process for individuals with an interest in the land to raise objections to the acquisition. * Affected parties have 30 days from the date of the notification's publication to submit their objections in writing to the Competent Authority (Sub Divisional Officer and Land Acquisition Officer, Gadchiroli, District Gadchiroli for land situated in Gadchiroli Tahsil of Gadchiroli District, Maharashtra ). * The Competent Authority is required to provide objectors with an opportunity to be heard, either in person or through a legal practitioner. * The Competent Authority has the power to either allow or disallow the objections after conducting necessary inquiries. * Orders made by the Competent Authority are final. * The land plans and other details of the land covered under this notification are available for inspection at the office of the Competent Authority. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Landowners and individuals with an interest in the land parcels identified in the schedule. * Residents of the Gadchiroli district, particularly those in the villages of Adpalli, Gogaon, Mahadwadi, Sakhara, Katlee, Mohjharee, Gadchiroli and Lajhenda, as these are the areas where land acquisition is planned. * The Competent Authority (Sub Divisional Officer and Land Acquisition Officer, Gadchiroli, District Gadchiroli for land situated in Gadchiroli Tahsil of Gadchiroli District, Maharashtra ). **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies:** The Central Government (Ministry of Railways) and the Sub Divisional Officer and Land Acquisition Officer, Gadchiroli, District Gadchiroli for land situated in Gadchiroli Tahsil of Gadchiroli District, Maharashtra, are responsible for implementing the policy. * **Timelines:** Affected parties have 30 days from the publication of the notification to raise objections. * **Procedures:** The process involves: * Publication of the notification. * Submission of written objections by interested parties to the Competent Authority. * Hearing of objections by the Competent Authority. * Enquiry by the competent authority, if any * Issuance of a final order by the Competent Authority, which is binding. * Land plans can be reviewed at the competent authority's office **8. Expected Outcomes / Impact of Changes:** * The intended outcome is the acquisition of land necessary for the construction of the Wadsa Gadchiroli new Broad Gauge railway line. This is expected to improve railway infrastructure in the Gadchiroli district. * Potential negative impacts include displacement of landowners and disruption to existing land use patterns. The policy includes a mechanism for addressing these concerns through the objection process. **9. Conclusion:** The government notification analyzed in this report outlines the land acquisition process for the Wadsa Gadchiroli new Broad Gauge railway project. It is significant because it sets in motion the process of acquiring land for a major infrastructure project, while also providing a framework for addressing potential concerns and objections from affected individuals. The success of this project hinges on the fair and transparent implementation of the procedures outlined in the notification.
