## Report on Land Acquisition for Eastern Dedicated Freight Corridor Project in Uttar Pradesh **1. Executive Summary:** This report analyzes a government notification regarding land acquisition for the Eastern Dedicated Freight Corridor (EDFC) project in Auraiya district, Uttar Pradesh, India. The notification, published by the Ministry of Railways, declares the acquisition of specific land parcels for the EDFC project, following the completion of necessary procedures and consideration of objections. The key finding is the formal declaration of land acquisition and its vesting with the Central Government, free from all encumbrances, to facilitate the project's execution. **2. Introduction:** This report aims to provide a comprehensive overview of a government notification pertaining to land acquisition for the Eastern Dedicated Freight Corridor project in Auraiya district, Uttar Pradesh. The analysis is based solely on the provided notification text. **3. Policy Overview:** This notification acts as an amendment to a process already in place under the Railways Act, 1989. The original policy being amended is the Railways Act, 1989, specifically section 20A related to land acquisition for railway projects. * **Core Objective(s):** The core objective, as stated in the text, is to acquire land for the "execution, maintenance, management, and operation" of a "Special Railway Project namely, Eastern Dedicated Freight Corridor" in the Auraiya district of Uttar Pradesh. **4. Background and Rationale:** This notification follows a prior notification (S.O. 4232 E, dated the 24th November 2020) expressing the Central Government's intention to acquire the land. The provided text indicates that this notification serves as a formal declaration of land acquisition after no objections were received or objections were considered and orders have been passed, and the competent authority has submitted its report to the Central Government, following the procedures outlined in the Railways Act, 1989. This specific amendment is designed to move the land acquisition process forward by declaring that the land will be acquired. **5. Key Provisions / Changes:** This notification details changes within the existing land acquisition process. * **Specific Part of Original Policy Changed:** This notification implements the provisions under Section 20E (1) & (2) of the Railways Act, 1989 regarding declaration of acquisition. * **New Rule/Provision:** The new provision, as declared in this notification, is that the lands specified in the schedule annexed to the notification "shall be acquired for the aforesaid purpose." Furthermore, it declares that upon publication in the official Gazette, the specified land "shall vest absolutely in the Central Government free from all encumbrances." * **Difference/Effect of Change:** This means that the land identified is now officially under the ownership of the Central Government, legally cleared of any existing claims or liabilities, for the specific purpose of the EDFC project. This allows for the construction and operation of the railway project to proceed on that land. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this notification include: * **Landowners:** Specifically, the landowners listed in the schedule, such as Raghuveer Singh, Jaiveer Singh, Udaiveer Singh, Rama Devi, Satyaram Singh, Lal Singh, Mahendra Singh, Karan Singh, Atar Singh, Fateh Singh, Alok Kumar, Vivek Kumar, Sushma Devi, Vishram Singh, Baburam, Muhar Singh, Mukat Singh, Sukhveer Singh, and Sunil Kumar. * **Residents and Communities:** Potentially, residents and communities residing near the acquired land may also be affected. * **Railway Authorities:** The Ministry of Railways and the Railway Board are key stakeholders responsible for the project's implementation. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of Railways, specifically the Railway Board, is responsible for the overall implementation of this notification. The Executive Director LA and SD (Land Acquisition and Survey Department) is also mentioned (A.K. SINHA) implying responsibility within the Railway Board. * **Timelines or Procedures:** The text references previous dates (November 2020, January 2021), suggesting that the process has been ongoing. The key procedure is the publication of this notification in the official Gazette, after which the land vests with the Central Government. Subsequent actions would likely involve physical possession of the land and compensation to the landowners, although these are not detailed in this notification. * **(Amendment Focused Implementation):** The specific change implemented through this notification vests ownership in the central government. This likely triggers the next steps in the acquisition process, such as compensation and transfer of physical possession. **8. Expected Outcomes / Impact of Changes:** * The intended outcome of this notification is to secure the required land for the EDFC project, enabling its timely construction and operation. * The transfer of land ownership to the Central Government, free from encumbrances, removes legal obstacles and facilitates project progress. * Compensation to landowners will be a significant aspect following this notification. **9. Conclusion:** This notification represents a crucial step in the land acquisition process for the Eastern Dedicated Freight Corridor project in Auraiya district, Uttar Pradesh. By formally declaring the acquisition and vesting the land with the Central Government, the notification paves the way for the project's execution. The landowners and communities affected by this acquisition are key stakeholders, and the Ministry of Railways is responsible for ensuring a smooth and equitable implementation process. This step will allow progress to be made on the Eastern Dedicated Freight Corridor.
