**Policy Summary: PM Ekta Malls Initiative for Promoting ODOP, GI, and Handicrafts**
The Ministry of Commerce and Industry is encouraging all states to establish PM Ekta Malls (Unity Malls) to promote the sale of One District, One Product (ODOP), Geographical Indication (GI) products, and other handicrafts from across the country. This initiative, announced in the Union Budget 2023-24, aims to provide dedicated spaces for each Union Territory and State to display their ODOP products.
In fiscal year 2023-24, under the Scheme for Special Assistance to States for Capital Investment 2023-24 (SASCI), the Department of Expenditure, Ministry of Finance, allocated ₹5000 crore for the construction of PM Ekta Malls in all states. As of July 29, 2025, Detailed Project Reports (DPRs) for 27 states have been approved upon recommendation by the Department for Promotion of Industry and Internal Trade (DPIIT).

The total amount sanctioned for these 27 states is ₹4795.87306 crore.
SASCI guidelines prioritize the establishment of one Ekta Mall per state, preferably in the state capital, on a first-come, first-served basis. The guidelines also allow for the consideration of setting up a Unity Mall in the financial capital or a prominent tourism center of the state. Uttar Pradesh has been given an exception to construct three Ekta Malls within the allocated budget due to its size. The land for the malls is to be provided by the State Government free of cost, or the cost of acquisition is borne by the State Government.

space for each Union Territory and State to display their ODOP products. In the fiscal year 2023-24, under
Part- VI (Unity Mall) of the ‘Scheme for Special Assistance to States for Capital Investment 2023-24
(SASCI)’ of Department of Expenditure, Ministry of Finance Rs.5000 Cr was allocated for construction of
PM Ekta Malls in all States. Under which upon recommendation of Department for Promotion of Industry
and Internal Trade (DPIIT), Department of Expenditure has approved Detailed Project Reports’ (DPRs) of
27 States

The SASCI guidelines issued by the Department of Expenditure provided for an amount of Rs. 5000 crore
for setting up of one Ekta Mall per State, to be set up preferably in the State-capital, on a ‘first come first
serve basis’. The guidelines also have a provision for considering setting up of the Unity Mall in the
financial-capital or a prominent tourism Centre of the State. An amount of Rs.5,000 crore has been
earmarked for the Scheme. This will be provided to the States on 'First-come First-served basis. Exception
has been given to the State of U.P, being a large state, to construct 3 Ekta Malls within the allocated budget.
The land for the mall is made available by the State Government free of cost or the cost of acquisition of the
land is borne by the State Government.
