Posted On: 24 SEP 2026 4:17PM by PIB Delhi The Capacity Building Commission (CBC), Government of India, in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, today inaugurated the 4th Edition of the Bharat CPSEs’ Consultative Conclave at the Sabhagriha Auditorium, Gati Shakti Vishwavidyalaya

(GSV), Vadodara. Convened under the Mission Karmayogi framework, with GSV as the Strategic Knowledge Partner, the three-day Conclave (24–26 September 2026) has brought together, on a single consultative platform, over 26 senior officers from 15 Central Public Sector Enterprises (CPSEs) of the Infrastructure & Construction and Transportation, Logistics & Telecommunication Services sectors, along with subject matter experts from the industry and academia, domain-specific faculty members of GSV, associated industry stalwarts, and senior representatives of CBC and Union Ministries.

The Conclave’s thematic focus on Transportation, Logistics and Infrastructure sector assumes particular significance against the backdrop of the Prime Minister’s “Sapta Dhara” vision - the Seven Streams of Strength for Viksit Bharat, in his Independence Day 2026 address, in which Gati Shakti, denoting the creation of sustainable, world-class quality infrastructure, was identified as the fourth stream driving India’s development journey.

Inaugural Session The Inaugural Session opened with a ceremonial lighting of the lamp by the dignitaries. Prof. Kaushik Das, Program Director from GSV and the CBC Task Force Member, presented an overview of the outcomes of Batch I of the Conclave and outlined the theme and objectives of the 4th Edition, followed byan inaugural address by Dr Alka Mittal, Member (Administration), CBC, and the context setting address by Prof. (Dr.) Manoj Choudhary, Hon’ble Vice Chancellor, GSV. This was followed by the Keynote Address of the Chief Guest of the event, Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI). The inaugural session concluded with a presentation on the findings of the pre-event diagnostic survey by Shri Sumeet Singh, Director, CBC. Dr. Nalin Shinghal, former CMD of BHEL and CEL, was welcomed by the Vice-Chancellor as the Program Mentor for the event.

A First-of-its-Kind Consultative Platform for Evidence-Based Governance The Bharat CPSEs’ Consultative Conclave, conceptualised by CBC and supported by the Strategic Knowledge Partnership of GSV, given its extensive domain leadership in transportation, logistics and infrastructure, is the first initiative of its kind in India. By bringing public and private industry players, academic faculty and government officers together on one platform, the Conclave embodies a genuinely consultative model of capacity building, which is structured and designed keeping in view the practical challenges of project and asset management, as assessed directly from industry demand.

The knowledge briefs and documents emerging from the Conclave — culminating in the Bharat CPSE Compendium and an addressee-specific Reform Agenda — together with the extensive cross-learning generated among CPSEs, ministries, industry and academia, are expected to lend this institutionalised platform the stature of a thought-leadership - one that can guide and inform evidence-based decision- making, policy formulation and policy reform in India’s project and asset management ecosystem, in line with the vision articulated by the Hon’ble Prime Minister.

Three Days of Interactive, Participatory Capacity Building Over the next two days, the Conclave moves into a series of thematic and breakout sessions structured entirely around industry-identified challenges in project and asset management — conceived as an interactive and participatory capacity-building exercise rather than a conventional lecture format.

The programme will conclude with an experiential learning field visit to the GSV Airbus Centre of Excellence, the Sardar Sarovar Dam and Statue of Unity at Kevadia, offering participants a first-hand view of large-scale infrastructure and project management in action.

“Kshamta SANGAM” Pre-Launch Joint Declaration: A New National Platform for Academia– Government-Industry Partnership all set for national launch in coming weeks In a significant development during the Inaugural Session, CBC and GSV jointly declared to collaborate on its upcoming initiative - Kshamta SANGAM — Strategizing Atmanirbhar National Governance through Academia Mobilization. It will strategically leverage the collective knowledge resources and innovations of academia for futuristic capacity building and evidence-based governance in a systematic, scientific and outcome-oriented manner.

Gati Shakti Vishwavidyalaya today became the first academic institution to come on board this national mission, with the pre-launch Joint Declaration made by CBC and GSV, committing to take the initiative forward towards its official national launch in coming weeks under Mission Karmayogi.**** NKR/AK (Release ID: 2314398) Visitor Counter : 248
