DEPARTMENT OF CHEMICALS AND PETROCHEMICALS (DCPC) i. The Department in collaboration with Institute of Pesticide Formulation Technology (lPFT), Gurugram observed the International Day of Yoga (IDY) on 21st June, 2025 on the theme "Yoga for One Earth, One Health". A Half-Day Yoga-cum-Study Tour for the officers and staff was organized at lPFT. ii. Har Ghar Tiranga campaign was organized from 9th to 15th August 2025. The officers uploaded selfies with Tiranga on www.harghartiranga.com and social media platforms. iii. During the 10th Swachhata Pakhwada, from 1.9.2025 to 15.9.2025, DCPC and the PSUs/Autonomous Bodies took Swachhata Pledge and participated in cleanliness activities across offices / factories / labs / toilets etc. iv. ‘Swachhotsav – Swachhata Hi Seva was observed from 17 September to 2 October 2025, culminating in Swachh Bharat Diwas. Activities focused on Cleanliness Target Units, public spaces, Safai Mitra Suraksha Shivirs, Clean Green Utsav, and advocacy initiatives such as Waste to Art, Clean Street Food, and RRR Centres. Shramdaan was undertaken at IPFT, Gurugram on 25 September 2025. v. Under Special Campaign 5.0 (2–31 October 2025), 964 physical files were reviewed and 169 weeded out. 1,993 e-files reviewed and1,275 closed. About 1,200 sq. ft. space was freed and ₹71,250 earned from scrap disposal. vi. Vigilance Awareness Week observed from 27th October to 2nd November 2025 on the theme: “Vigilance: Our Shared Responsibility”. Integrity pledge was taken at DCPC and its PSUs and Autonomous Institutes on 27th October,2025.vii. National Unity Day was observed on 31st October 2025 wherein Secretary and all officials took the pledge to uphold national unity and integrity. viii. Officers and staff participated in the mass singing of “Vande Mataram” held in conjunction with the Inaugural Celebration of the Commemoration of 150 Years of the National Song- “Vande Mataram” on 7th November 2025. ix. On Constitution Day Secretary and all officers read the Preamble of Constitution. x. During the year the Department has made maximum utilization of the Government’s E- procurement platform-GeM. The value of goods procured through GeM for the period from 01.05.2025 till 30.11.2025 is Rs.428.47 Lakh. xi. DCPC has notified 43 Quality Control Orders (QCOs), for making BIS Standards mandatory, in public interest/for protection of human, animal, plant health/safety of the environment/ prevention of unfair trade practices/national security. Department has withdrawn QCOs on several key chemicals to prevent shortages, price spikes, and ease MSME and export constraints. xii. Government of India notified the Petroleum, Chemical and Petrochemical Investment Region(s) (PCPIR) Policy, 2007 to attract investment and for generation of employment in the PCPI Region(s). PCPIRs are conceptualized in cluster-based approach with common infrastructure and support services to provide a competitive environment conducive for setting up businesses. Currently, three Petroleum, Chemical and Petrochemical Investment Regions (PCPIRs) are in operation in the states of Andhra Pradesh, Gujarat and Odisha to promote investment and industrial development in these sectors. Foreign Direct Investment (FDI) equity inflow in India's Chemicals and Petrochemicals sector demonstrated an upward trajectory, amounting to USD 1,060 million (INR 8,942 Crores) in FY 2024-25, a 25.59% increase over FY 2023–24.xiv. Directorate General of Foreign Trade (DGFT) extended the Export Obligation period under the Advance Authorization Scheme from 6 to 18 months for products covered by mandatory Quality Control Orders (QCOs) notified by DCPC. 2. NEW SCHEMES OF PETROCHEMICALS The DCPC implements (i) the Scheme for Setting up of Plastic Parks and (ii) the Scheme for Setting up of Centres of Excellence. Under the Plastic Parks Scheme, the Department promotes need-based Plastic Parks with required infrastructure and common facilities to strengthen the downstream plastic processing industry. 10 Plastic Parks have been approved in different States and are at various stages of implementation. With regard to Centres of Excellence (CoEs), the objective is to provide grant-in-aid to educational and research institutions to improve existing technology and promote the development of new applications. 18 CoEs have been approved so far. 3. CENTRAL INSTITUTE OF PETROCHEMICALS ENGINEERING & TECHNOLOGY (CIPET) The CIPET is a centrally funded technical higher education institution engaged in Skill development, Technology Support, Academic and Research (STAR) activities for the development of the petrochemical and allied industries in the country. CIPET has 48 Centres across the country, which include 9 Institute of Petrochemicals Technology (IPTs), 32 Centres for Skilling and Technical Support (CSTS), 3 School for Advanced Research in Polymers (SARP), 4 sub-centres and 4 Plastics Waste Management Centres (PWMC). The key activities/ achievements of CIPET are summarized below: 1. Academics and skill development programmes CIPET conducts various long-term training programs and Ph.D. program in Material Science & Engineering, Polymer Science & Technology, Plastics Engineering, Physics & Chemistry; Polymer Nanotechnology; Bio Polymer Science; Applied Polymer Science etc. In the current academic year 2025-26, New Programmes accredited by NBA to the following CIPET Centres: a. CIPET: CSTS- Madurai – Diploma in Plastics Mould Technology (DPMT) and Plastics Technology (DPT) b. CIPET: IPT- Chennai – B. Tech in Plastics Engineering, Diploma in Plastics Mould Technology (DPMT) and Plastics Technology (DPT) c. CIPET: IPT – Raipur - Diploma in Plastics Mould Technology (DPMT) and Plastics Technology (DPT) CIPET conducts NSQF-aligned and National Skills Qualifications Committee (NSQC) approved Skill Development Training Programs (SDTP) in the field of Petrochemicals Engineering & Technology. During 2025-26 (up to October 2025), CIPET has trained 33,544 candidates through various skill training programmes. 2. Technology support services CIPET offers TSS in the entire spectrum of petrochemical engineering and technology. CIPET Centres have state-of-the-art infrastructural facilities in the areas of design, CAD/ CAM/ CAE, tooling and mould manufacturing, processing, testing and quality control, to cater to the needs of the polymer and alliedindustries. During the year 2025-26 (up to October 2025), CIPET has undertaken 33,443 Technology Support Service Assignments (TSS) in the area of plastics processing, design and tooling, testing, consultancy and inspection activities for the petrochemicals and allied industries. 3. Research and Development CIPET has a well-established R&D wing in the form of Schools for Advanced Research in Petrochemicals (SARP), namely, (i) Advanced Research School for Technology & Product Simulation (ARSTPS), Chennai; (ii) Laboratory for Advanced Research in Polymeric Materials (LARPM), Bhubaneswar; and (iii) Advanced Polymer Design & Development Research Laboratory (APDDRL), Bengaluru. No. of Patents granted 2 Total 65 Key Milestones/ Achievements: The Calibration Laboratory at CIPET- Ahmedabad was inaugurated by Shri Jagat Prakash Nadda, Hon’ble Union Minister for Health & Family Welfare and Chemicals & Fertilizers, Government on India, on 19th January 2025. CIPET: CSTS and PWMC at Bhagalpur, were inaugurated virtually by Shri Jagat Prakash Nadda, Hon’ble Union Minister on 19th January, 2025. Boy’s Hostel at CIPET- Madurai was inaugurated virtually by Shri Jagat Prakash Nadda, Hon’ble Union Minister on 19th January, 2025. A Patent titled “Composition of a thermal Conductive Adhesive composite comprising a Thermal power Filler” (Patent No.: 559046, Date of Grant: 29.01.2025) to CIPET and “Sensor Operated Plastic Biomedical Waste Bin” (Patent No. 568752, Date of Grant: 16.07.2025) has been granted jointly to CIPET and Sri Ramachandra Institute of Higher Education and Research (SRIHER). 4. Chemical Safety Training Programmes: DCPC in coordination with CIPET initiated training programs on “Chemicals and Petrochemicals Industrial Safety” for the workforce of primarily Major Accident Hazard (MAH) units on “Safe handling of hazardous chemicals at work place and reducing risk associated with hazardous chemicals". During 2025-26, 9 training programmes conducted in which 558 industries have participated, training 1037 personnel. Since November, 2024, 19 such programs organized, in which 1248 industries have participated and 2214 personnel have been trained. 5. HINDUSTAN ORGANIC CHEMCIALS LIMITED (HOCL) Annual production capacity of the three main products in HOCL’s portfolio are: Phenol - 40,000 MT, Acetone - 24,600 MT and Hydrogen Peroxide 10,450 MT. The turnover / revenue of the company for the last three financial years has been to the tune of Rs. 558 Crores (FY 24-25), Rs. 720 Crores (FY 23-24) and Rs. 643 Crores (FY 22-23) respectively, while the net profit has been negative at -Rs. 394.87 Crores for FY 24-25, -Rs. 55 Crores for FY 23-24, -Rs. 50 Crores for FY 22-23. The company has achieved a capacity utilization of 102% during the period from April to November 2025, as against 82% during the same period in 2024-25. There was also increase of 13% in sales turnover compared to the same period during 2024-25. 6. HIL (India) Limited In the Public Health sector, HIL produces DDT, Malathion Technical insecticide, and Long-Lasting Insecticidal Nets (LLINs) branded as HILNET, used by the Ministry of Health, state health departments, and the Armed Forces. company has been designated as a National Level Seed Production Agency by the Ministry of Agriculture and supplies quality seeds under schemes like the National Food Security Mission and the National Mission on Oilseeds & Oil Palm. In agrochemicals, HIL manufactures technical and formulation grades of insecticides, fungicides, and herbicides. The company has also established a Water- Soluble Fertilizer (WSF) production facility at Rasayani. The achievements of HIL(India) Limited in 2025 are as follows : 1. Under the GEF-UNIDO Project “Development and Promotion of non-POP alternatives to DDT”, HIL commissioned the second stream of LLIN Plant at Rasayani site as part of capacity enhancement component, thereby, the annual capacity has increased from earlier 5 million to 10 million nets. 2. Bio-efficacy Phase-III trial of HIL’s LLIN “HILNET” required for obtaining permanent registration of CIB is in progress at ICMR-Vector Control Research Center (VCRC), ICMR-National Institute of Malaria Research (NIMR) and ICMR-National Institute of Research in Tribal Health (NIRTH). 3. CIB&RC has extended the validity of registration of HIL’s LLIN till March-2026. 4. HIL entered into another contract with GEF-UNIDO to execute the “Financing Agrochemical Reduction and Management” (FARM) project. Under this project, HIL with the support of GEF- UNIDO is setting up of manufacturing facility of Bacillus thuringiensis var. kurstaki, Trichoderma viride, and neem based biopesticides. The key objectives of the project is to gradual reduction of Hazardous pesticides and bringing in safer alternatives, convert an agriculture area of 1.45 million hectare from the use of HHPs to safer alternatives including bio and botanical pesticides and also IPM practices, impart training to 1.45 million farmers to create awareness among farming community to use safer alternatives replacing highly hazardous pesticides over a period of 5 years. 5. HIL has executed an export order of 32 MT DDT 75% WP to South Africa. 6. Company achieved a turnover of Rs. 356 Cr till Nov-2025 against the previous year turnover of Rs. 298 Cr. till Dec-24. 7. In the year 2025, HIL, under CPDS Scheme has organized 78 Farmers Training Program on “Safe and Judicious Use of Pesticides and IPM Practices” benefitted 25,552 farmers. 8. HIL’s Public Health products, Malathion Technical has been registered with the Directorate General of Quality Assurance (DGQA), Ministry of Defence, for supply in Army establishments. Registration of HILNET is in progress.9. HIL has supplied around 170 MT of Malathion (Technical) worth Rs. 8.5 Cr to various Municipal Corporations across the country for the control of mosquito borne diseases like Dengue, Chikungunya, etc. 10. HIL ventured into bio agri input segment through outsourcing in HIL brand. HIL also supplied Hilneem (HIL’s Neem based biopesticides) under State Government Schemes to the farmers in Maharashtra. 11. HIL supplied LLINs of quantity 20,000 nos. to M/s. Assam Medical Services Corporation Ltd., and 50,000 nos. to District Malaria Office, Gadchiroli, Maharashtra. 12. HIL entered into a marketing tie up with the National Seed Corporation (NSC) for the supply of HIL’s range of products (agrochemicals, seeds, bio-pesticides, bio-fertilizers, etc.) for use in NSC farms, and NSC range of products to HIL. 13. HIL diversified into the sales of Fodder Seeds through dealer network and supplied 3000 Qtls of Fodder Sorghum 14. HIL ventured into a new business segment by supplying Gypsum to the Department of Agriculture, Uttar Pradesh, to be used for soil reclamation under the National Mission on Edible Oil. Farmers' Training Programme: The DCPC has been organizing Farmers Training Programmes across the country through HIL(India) Limited and Institute of Pesticide Formulation Technology (IPFT) with the objective of promoting safe and judicious use of pesticides, promotion of Integrated Pest Management (IPM) and Organic Farming Practices. Farmers are also educated on the topics like right application methodology and appropriate chemicals to be used for the identified pest problems, disposal of pesticide containers and remnants, use of safety kits etc. During 2025-26, 28 Farmers Training Programmes has been conducted by HIL, training 8718 farmers. Till date, more than 250 such training programs have been organized, training more than 90,000 farmers all over the country. 7. Institute of Pesticide Formulation Technology (IPFT) Objectives of IPFT include developing user- and environment-friendly pesticide formulation technologies, promoting efficient application technologies, conducting bio-efficacy studies on pesticide formulations, and providing specialized training to scientists, engineers, students, and professionals from agrochemical industries and regulatory bodies such as CIB&RC. Major Achievements during 2025 : 1. Technology development: a. Development and Transfer of Copper Sulphate Pentahydrate 23.99% SC Formulation: Developed a stable, water-based Suspension Concentrate (SC) formulation of Copper Sulphate Pentahydrate (23.99%) with an in-built adjuvant system. The complete technology was successfully transferred to M/s Shyam Chemical Ltd., Mumbai. b. Development and Transfer of Benzoyl Sulphonamide Suspension Concentrate (SC) Insecticide: Formulated a micronized, water-based Benzoyl Sulphonamide SC insecticide with enhanced stability and rapid dispersion in water. The developed technology was transferred to CSIR-IICT, Hyderabad for further scale-up and commercialization. c. Completion of Lab-Scale Processing of SC Formulations for OAT-IIL Ltd.: Successfully completed the lab-scale processing and optimization of two pesticide Suspension Concentrate (SC) formulations provided by OAT-IIL Ltd. d. Clay-Based Pickering Emulsions for Botanical Encapsulation: Developed clay-based Pickering emulsions for the encapsulation of botanical actives, resulting in improved formulation stability, controlled release, and enhanced bioavailability of active ingredients, thereby enabling prolonged pest control efficacy.e. Protein-Surfactant Nanocomplex for Emamectin Benzoate: Development of protein- surfactant- based nanocomplex for the encapsulation and sustained release of Emamectin Benzoate, leading to improved stability, reduced degradation, and enhanced performance of the active ingredient is in progress. Ongoing Projects and sponsored studies: a. Augmentation of Existing Bio-Botanical Pesticides and their Formulation Facility as a Biofoundry at IPFT, Department of Biotechnology (DBT), ₹28.67 crores for 2 years. b. Analytical Skills Development Course (ASDC) sponsored by OPCW, The Netherlands, with financial outlay of Rs. 1.32 crores for 3 years. c. Development, standardization and optimization of microbial and botanical pesticides and their formulations as efficient delivery systems for the management of agricultural, stored grain pests, nematodes and ticks parasites for Rs. 37 lakhs funded by ICAR- NASF for 3 years. d. Deployment of genetic and chemical option for the management of major biotic (Orobanche and Alternaria) stresses in Indian Mustard funded by ICAR-NASF for Rs. 30 lakhs for 3 years. e. Deciphering agricultural soil microbes for sustainable management of lignocellulosic wastes and bioremediation of chlorpyrifos (DT50) contaminated sites funded by ICAR- NASF for Rs. 32.50 lakhs for 3 years. f. 27 sponsored projects for bio-efficacy and phytotoxicity studies on different crops by various pesticide industries were completed during this period. g. Three GLP studies were completed on analytical method validation, accelerated storage stability, and container–content compatibility for technical pesticides. h. Recognition as Bio stimulant testing laboratory: As a designated testing laboratory for bio stimulants IPFT conducts mandatory analytical testing, including composition analysis, contaminant profiling as required under the Fertiliser (Control) Amendment Order. 2. Outreach, awareness and societal programmes: a. IPFT organized a 2-day Symposium cum Industry Interaction on Chemical Safety and Security: Importance, Alternatives and Mitigation on 30–31 May 2025 in collaboration with the National Association for Chemical Security (NACS) to discuss chemical safety, security, sustainable alternatives, mitigation strategies. b. Industry interaction cum workshop on Biopesticides and Biostimulants: Formulation technologies and regulatory strategies organized on 19 November 2025 showcasing advancements in formulation technologies, regulatory frameworks, testing standards, and included a live demonstration of IPFT’s bio foundry facility. Over 100 industry participants attended. c. A Farmers’ Awareness Programme-cum-Workshop was organized at IPFT, Gurugram on 18th February 2025 for farmers from the Ladakh region. d. IPFT, in collaboration with BRSI, organized a one-day workshop on biotechnology popularization and skill development on 15 July 2025 for students of classes 9 to 12, aimed at enhancing awareness and practical understanding of modern biotechnological concepts. e. IPFT participated in Agrovision-2025 at Nagpur from 21 to 24 November 2025, exhibiting its “lab-to-land” technologies and activities, including innovations in pesticide formulations, biopesticides, biostimulants, and farmer-focused solutions. f. As part of Phase II of the Rashtriya Karmayogi Jan Seva Program – One-Day Trainings were conducted at IPFT on 14 August 2025 and 27th November 2025.3. Research Publications & Internships: a. Eleven research papers were published in reputed international and national journals. b. Internship Training on various aspects related to agrochemicals were provided to 31 students from different universities. 4. ChemIndia (Chemical Inventory of India) The Statistics and Monitoring (S&M) Division expanded the coverage of units and products related to the chemical sector for monitoring. The Department has launched the ChemIndia web portal (https://chemindia.chemicals.gov.in/) to facilitate the collection of comprehensive statistics related to various aspects of the chemical sector, including characteristics such as production, installed capacity, purchase, sale, etc. The primary objective of gathering this data is to create an extensive chemical inventory that encompasses all relevant information about the sector. 1. To help industries understand the ChemIndia portal’s functionalities and features, and to expedite their onboarding, the Department has organized sensitization-cum-onboarding camps (9 out of 12 camps) at various locations across the country. During these camps, detailed presentations on the portal were delivered, and on-the-spot onboarding of industries was facilitated. As a result, a total of 1422 units have been registered till date and 652 units have registered in the current year.
