**Key Points:**
* **Allocation:** ₹8000 crore is allocated to Chief Executive Officer of UPICDA for land procurement related to the Bundelkhand Industrial Development Authority and expansion of industrial areas.
* **Utilization of Funds:**
* ₹5000 crore from the allocated fund will be used for establishing the Bundelkhand Industrial Development Authority and its development.
* Initially, UPSICDA will provide funds to the District Magistrate of Jhansi for land acquisition on behalf of the Bundelkhand Industrial Development Authority. Upon the formal establishment and staffing of the Bundelkhand Industrial Development Authority, the remaining funds will be transferred to it for land acquisition and development activities.
* **Approval of Land Development:** Land development activities from the approved funds will be subject to approval by a committee chaired by the Infrastructure and Industrial Development Commissioner.
* **Interest on Funds:** Any interest earned on the funds withdrawn from the treasury should be deposited in the Consolidated Fund of the State.
* **Utilization Certificate:** UPCIDA/Bundelkhand Industrial Development Authority will ensure timely submission of utilization certificates for the funds.
* **Remaining Amount:** Of the remaining ₹3000 crore, funds for land purchase will be made available to other industrial development authorities in addition to the Bundelkhand Industrial Development Authority.
* 50% of the land cost shall be the interest-free loan by the State government and remaining 50% shall be sourced from the funding of the respective authorities.
* Expenditure of funds should align with the conditions outlined in Government Order No. 2-2023-77-4099-531-2022-002-1655, dated March 22, 2023.
* The sanctioned amount should only be used for the purpose sanctioned.
* The concerned industrial development authority shall make utilization certificate of the sanctioned loan amount available in a timely manner.
* **Land Procurement and Development Approval Committee:**
* The approval for land acquisition and land development projects from respective industrial development authorities will be granted by a committee chaired by the Infrastructure and Industrial Development Commissioner, comprising the following members:
* Additional Chief Secretary/Principal Secretary, Infrastructure and Industrial Department (Member)
* Principal Secretary, Department of Justice (Member)
* Additional Chief Secretary/Principal Secretary, Finance Department (Member)
* Additional Chief Secretary/Principal Secretary, Planning Department (Member)
* Additional Chief Secretary/Principal Secretary, Micro, Small and Medium Enterprises Department (Member)
* Chief Executive Officer, Invest U.P. (Member)
* Chief Executive Officer, UPSICDA (Member)
* Special Secretary, Infrastructure and Industrial Development Department (Member Secretary)
* **Loan Repayment:** After 5 years of distribution of proposed ₹5000 crore loan to Bundelkhand Industrial Development Authority, the terms of the repayment, including the moratorium period and the repayment period after that, will be decided by the Finance Department and the Administrative Department through mutual consultation.
* **Repayment Schedule:** The administrative department will issue a repayment schedule for UPSICDA, and adherence to this schedule will be monitored. UPSICDA will submit a certified copy of the challan for each installment payment to the administrative department.
* **Loan Agreement:** UPSICDA and the Bundelkhand Industrial Development Authority/other industrial development authorities shall execute a loan agreement outlining the terms of repayment, including the scheduled amounts.
* **Recovery of Loan:** UPSICDA will determine the repayment schedule for all authorities and ensure recovery of the loan from the authorities accordingly. UPSICDA will recover the loan repayments from all relevant industrial development authorities as per the repayment schedule and deposit the loan repayment installments in the treasury in a timely manner.

महोदय,
बुन्देलखखण्ड औद्योगिक विकास प्राधिकरण गठित करने के लिए भूमि क्रय करने, प्रदेश के
बुन्देलखण्ड क्षेत्र में औद्योगिक क्षेत्र के विस्तार एवं अन्य औद्योगिक विकास प्राधिकरणों को भूमि
क्रय के लिए ऋण के मद में धनराशि BO 8000 करोड़ मुख्य कार्यपालक अधिकारी, यूपीसीडा के
निवर्तन पर रखी गयी है।
2. इस सम्बन्ध में मुझे यह कहने का निदेश हुआ है कि उपर्युक्तानुसार बुन्देलखण्ड औद्योगिक
विकास प्राधिकरण गठित करने के लिए भूमि क्रय करने, प्रदेश के बुन्देलखण्ड क्षेत्र में औद्योगिक क्षेत्र
के विस्तार एवं अन्य औद्योगिक विकास प्राधिकरणों को भूमि क्रय के लिए ऋण के मद में आवंटित
धनराशि के सम्बन्ध में योजना की रूप-रेखा एवं क्रियान्वयन तथा ऋण की शर्तें निम्नवत निर्धारित
की जाती हैं:-
2.2 (l) उक्त ब्याजमुक्त ऋण की धनराशि रूपये 8000 करोड़ में से रूपये 5000 करोड़ की
धनराशि नवसृजित होने वाले बुन्देलखण्ड औद्योगिक विकास प्राधिकरण के गठन एवं
उसके विकास हेतु उपयोग A लायी जाएगी।
(2) उक्त धनराशि में से प्रारम्भिक तौर पर यूपीसीडा cant बुन्देलखण्ड औद्योगिक विकास
प्राधिकरण की ओर से भूमि क्रय हेतु आवश्यकतानुसार धनराशि जिलाधिकारी, झांसी को
उपलब्ध करायी जाएगी। जब बुन्देलखण्ड औद्योगिक विकास प्राधिकरण का औपचारिक
गठन हो जाएगा तथा प्राधिकरण में कार्मिकों की तैनाती हो जाएगी, तब शेष धनराशि
भूमि क्रय एवं विकास कार्यों हेतु नवगठित बुन्देलखण्ड औद्योगिक विकास प्राधिकरण
को उपलब्ध करा दी जाएगी।
(3) स्वीकृत धनराशि में से भूमि विकास के लिए किए जाने वाले कार्यों का अनुमोदन
प्रस्तर-2.3 में उल्लिखित समिति द्वारा किया जा सकेगा।

2- इस शासनादेश की प्रमाणिकता वेब साइट htip://shasanadesh.up.gov.in से सत्यापित की जा सकती है |(4) राजकोष से आहरित धनराशि पर ब्याज अर्जित होने की स्थिति A ब्याज की धनराशि
राज्य की समेकित निधि में समय से जमा किये जाने की कार्यवाही सुनिश्चित की
जायेगी।
(5) यूपीसीडा/ब॒न्देलखण्ड औद्योगिक विकास प्राधिकरण द्वारा स्वीकृत ऋण की धनराशि
का उपयोगिता प्रमाण-पत्र समय से उपलब्ध कराया जाएगा।
अवशेष रू0 3000 करोड़ में से आवश्यकतानुसार भूमि क्रय हेतु धनराशि बुन्देलखण्ड
2.2.
औद्योगिक विकास प्राधिकरण के अतिरिक्त अन्य औद्योगिक विकास प्राधिकरणों
द्वारा मांग किए जाने पर निम्न शर्तों के अनुसार उपलब्ध करायी जाएगी:-
(2) भूमि की लागत का 50 प्रतिशत राज्य सरकार CaN ब्याज मुक्त ऋण के रूप में तथा
शेष 50 प्रतिशत धनराशि का वित्त पोषण सम्बन्धित प्राधिकरण दूवारा वित्तीय
संस्थाओं/स्वयं के स्रोतों से कराया जाएगा।
(2) स्वीकृत ऋण की धनराशि का व्यय शासनादेश AGAT-2-2023-77-4099-53-2022-002-
655, दिनांक 22 मार्च 2023 में निहित शर्तों एवं प्रतिबन्धों के अधीन आवश्यकता के
आधार पर ही किया जायेगा।
(3) स्वीकृत ऋण की धनराशि का व्यय aaa उसी मद में किया जायेगा जिसके लिए
स्वीकृत किया गया है।
(4) सम्बन्धित औद्योगिक विकास प्राधिकरण द्वारा स्वीकृत ऋण की धनराशि का
उपयोगिता प्रमाण-पत्र समय से उपलब्ध कराया जाएगा।
सम्बन्धित औद्योगिक विकास प्राधिकरण से प्रस्ताव प्राप्त होने पर भूमि क्रय एवं भूमि

विकास के कार्यों का अनुमोदन अवस्थापना एवं औद्योगिक विकास आयुक्त की
अध्यक्षता में गठित निम्नलिखित समिति द्वारा किया जाएगा :-

विकास विभाग।
प्रमुख सचिव, न्याय विभाग। "सदस्य

संवितरण के 5 वर्ष के उपरांत परियोजना की समीक्षा करते हुए ऋण अदायगी की
शर्तों अर्थात मोरेटोरियम अवधि तथा इसके उपरान्त ऋण की वसूली की अवधि के
संबंध में वित्त विभाग तथा प्रशासकीय विभाग द्वारा परस्पर विचार-विमर्श कर निर्णय
लिया जायेगा।
(2) प्रशासकीय विभाग द्वारा यूपीसीडा के लिए रीपेमेंट शेड्यूल निर्गत किया जायेगा
तथा रीपेमैंट शेड्यूल के अनुसार ऋण अदायगी का अनुश्रवण किया जायेगा। यूपीसीडा
दूवारा ऋण की किश्त जमा कर ततसंबंधी चालान की सत्यापित प्रतिलिपि प्रशासकीय
विभाग को उपलब्ध कराई जाएगी।
(3) यूपीसीडा तथा बुन्देलखखण्ड औद्योगिक विकास प्राधिकरण/अन्य औद्योगिक विकास
प्राधिकरणों के मध्य ऋण अनुबंध (Loan agreement) हस्ताक्षरित किया जायेगा
जिसमें ऋण के प्रतिदान (Repayment of Loan) के सम्बन्ध में स्पष्ट प्रावधान अंकित
हो। यूपीसीडा द्वारा समस्त प्राधिकरणों के लिए रीपेमेंट शेड्यूल निर्धारित किया
जाएगा तथा प्राधिकरणों से तदनुसार ऋण की वसूली सुनिश्चित की जाएगी।
(4) यूपीसीडा cant सभी सम्बन्धित औद्योगिक विकास प्राधिकरणों से ऋण की वसूली
रीपेमेंट शेड्यूल के अनुसार कर, ऋण अदायगी की किश्त राजकोष में समय से जमा
की जाएगी।
