उपर्युक्त विषयक अपने पत्र संखया-4545/दि0स0नि0/लेखा/2025-26 दिनांक 42.02.2026, का
कृपया संदर्भ ग्रहण करने का कष्ट करें, जिसके द्वारा 32-कुष्ठावस्था विकलांग भरण-पोषण अनुदान-63-
सामाजिक पेंशन मद में अतिरिक्त वांछित धनराशि रू0 2,00,00,000/- (रू0 दो करोड़ मात्र)
पुनर्विनियोग के माध्यम से उपलब्ध कराये जाने का अनुरोध किया गया है।
2. इस संबंध में मुझे यह कहने का निदेश हुआ है कि चालू वित्तीय वर्ष 2025-26 में अनुदान संख्या-79
के लेखाशीर्षक-2235-सामाजिक सुरक्षा तथा कल्याण-02-समाज कल्याण-04-विकलांग व्यक्तियों का
कल्याण-44-विभिनन श्रेणी के दिव्यांगों के लिये राजकीय विद्यालयों/छात्रावासों का संचालन योजनान्तर्गत
बी0एम0-9 में उल्लिखित विवरणानुसार हो रही सम्भावित बचतों से अनुदान संख्या-79 के लेखाशीर्षक-
2235-सामाजिक सुरक्षा तथा कल्याण-02-समाज कल्याण-40-विकलांग व्यक्तियों का कल्याण-32-
कुष्ठावस्था विकलांग भरण-पोषण अनुदान-63-सामाजिक पेंशन मद में अतिरिक्त वांछित धनराशि रू0
2,00,00,000/- (रू0 दो करोड़ मात्र) की धनराशि पुनर्विनियोग के माध्यम से स्वीकृत कर व्यय किये जाने
की सहर्ष स्वीकृति श्री राज्यपाल महोदय निम्न शर्तों के अधीन प्रदान करते हैं:-
(4) धनराशि की स्वीकृति/आहरण एवं अन्य कार्यवाहियों में वित्त (आय-व्ययक) अनुभाग-4 के कार्यालय
ज्ञाप Weat-6/2025/at--352/ea-2025-23/2025 दिनांक 27.03.2025 में दी गयी शर्तों एवं
प्रतिबन्धों का पूर्ण अनुपालन सुनिश्चित किया जायेगा।
(2) प्रश्नगत स्वीकृत धनराशि का उपयोग उसी मद में किया जायेगा जिस मद हेतु धनराशि की व्यवस्था की
गयी है।
4- यह शासनादेश इलेक्ट्रानिकली जारी किया गया है, अत: इस पर हस्ताक्षर की आवश्यकता नही है |
2- इस शासनादेश की प्रमाणिकता वेब साइट http://shasanadesh.up.gov.in से सत्यापित की जा सकती है |(3) स्वीकृत धनराशि का आहरण एवं व्यय आवश्यकतानुसार एवं नियमानुसार किया जायेगा तथा इसे
आहरित कर किसी बैंक/पोस्ट ऑफिस में नहीं रखा जायेगा।
(4) स्वीकृत धनराशि का उपयोग निर्धारित मदों में सुसंगत वित्तीय नियमों के अधीन किया जायेगा।
(5) अवमुक्त की जा रही धनराशि के व्यय करने में योजना हेतु राज्य सरकार द्वारा निर्गत दिशा निर्देशों/
गाइडलाइन्स एवं मानकों का पूर्ण अनुपालन सुनिश्चित किया जायेगा।
(6) स्वीकृत धनराशि का व्यय वित्तीय हस्तपुस्तिका के सुसंगत प्रावधानों, समय-समय पर शासन/वित्त
विभाग द्वारा निर्गत तथा वर्तमान में प्रभावी मितव्ययिता संबंधी शासनादेशों के अनुरूप किया जायेगा।
(7) वित्त विभाग के शासनादेशों एवं इस शासनादेश में उल्लिखित शर्तों का अनुपालन सुनिश्चित किया
जायेगा।
(8) जिस मद से धनराशि सक्रंमित की जा रही है उस मद में चालू वित्तीय वर्ष में अतिरिक्त धनराशि की
मांग नहीं की जायेगी।
3. उपर्युक्त पर होने वाला व्यय चालू वित्तीय वर्ष 2025-26 के आय-व्ययक के अनुदान संख्या-79 के
लेखाशीर्ष-2235-सामाजिक सुरक्षा तथा कल्याण-02-समाज कल्याण-404-दिब्यांग व्यक्तियों का कल्याण-
32-कुष्ठावस्था विकलांग भरण-पोषण अनुदान-63-सामाजिक पेंशन मद के नामे डाला जायेगा।
4. यह आदेश वित्त विभाग द्वारा दी गयी सहमति एवं तत्क्रम में आवंटित संख्या- र८-बजट-4-380-5-
4-228-X-2025-26 दिनांक 26.02.2026 में प्राप्त उनकी सहमति से जारी किया जा रहा है।
