N. 91(E). —Whereas, a number of persons belonging to the underground Suspension of Operation (SoO) groups living in the 14 designated camps in Manipur have been enrolled in the electoral rolls of various Assembly Constituencies in the State of Manipur; and Whereas, the Election Commission of India has, having regard to the right of franchise of such electors and taking into account the fact that these electors cannot move out of the said designated camps, directed that these electors shall be allowed to vote by Postal Ballot; Now, therefore, the Election Commission of India, in exercise of powers conferred by clause (c) of Section 60 of the Representation of the People Act, 1951 and in consultation with the Central Government vide the Ministry of Law and Justice, Legislative Department letter No.H-11019(10)/2013-Leg-II dated 27/3/2014, hereby notifies the aforementioned electors enrolled in different Assembly segments of Parliamentary Constituencies in Manipur and who are presently residing in various designated camps of Suspension of Operation (SoO) groups outside their place of ordinary residence, as the notified class of persons to give their votes by Postal Ballot at the current General Election to House of People, 2014, from the various Legislative Assembly Constituencies, subject to the fulfillment of the requirements specified in the rules made under the said Act.
