L.-33004/99 सी.जी.-डी.एल.-अ.-21112025-267889 CG-DxLx-xEG-I2D1H1x1x2x0 25-267889 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 773] नई दिल्ली, िुििार, निम्ब र 21, 2025/कार्तका 30, 1947 No. 773] NEW DELHI, FRIDAY, NOVEMBER 21, 2025/KARTIKA 30, 1947 जित्त मत्रं ालय (व्यय जिभाग) अजधसचू ना नई दिल्ली, 20 निम् बर, 2025 सा.का.जन. 859(अ).— चूंदक पहचान स्ट्थाजपत करन ेके जलए आधार संख्या का उपयोग लोगों को सुजिधािनक और जनबााध तरीके स े सजससडी, लाभ और सेिाएं प्राप्त करन े म ें सक्षम बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए अनेक िस्ट्तािेिों की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैऔर पारिर्िता ा और िक्षता को बढािा िेता ह।ै और िबदक इलेक्ट्रॉजनकी और सूचना प्रौद्योजगकी मंत्रालय, भारत सरकार ने भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) के साथ परामिा के बाि दिनांक 17.11.2025 के अपन ेपत्र संख्या ईएफ.सं. 13(2)/2022-ईिी-II के माध्यम से सािािजनक जित्त प्रबंधन प्रणाली (पीएफएमएस) प्रभाग, महालेखाजनयंत्रक का कायाालय को सुिासन (समाि कल्याण, निाचार, ज्ञान) जनयम, 2020 (जिसे इसके पश् चात उक्त जनयम के रूप में संिर्भात दकया गया ह)ै के जलए आधार प्रमाणीकरण के जनयम 3 के उप-जनयम (1) के अंतगात जनधााररत उद्देश्यों के जलए अनुमजत िी थी दक उक्त एिेंसी को पीएफएमएस के माध्यम से भुगतान प्राप्त करन े िाल े लाभार्थायों, जििेताओं और सरकारी कमाचाररयों की पहचान स्ट्थाजपत करने, पीएफएमएस एजललकेिन के माध्यम से उनके भुगतान और योिना की िानकारी प्राप्त करने, हां/नहीं या/और ईकेिाईसी प्रमाणीकरण 7790 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सुजिधाओं का उपयोग करने के जलए, स्ट्िैजछिक आधार पर आधार प्रमाणीकरण करने और आधार संख्या धारक की पहचान स्ट्थाजपत करने के जलए प्रमाणीकरण के िौरान आधार संख्या के उपयोग की अनुमजत दिये िाने तथा इसे आधार (जित्तीय और अन्य सजससडी, लाभों और सेिाओं का लजक्षत पररिान) अजधजनयम, 2016 (जिसे इसके पश्चात अजधजनयम के रूप म ेंसंिर्भात दकया गया ह)ै की धारा 4 की उप-धारा (4) के खण्ड (ख) के उप-खण्ड (ii) के साथ परित उक्त जनयमों के जनयम 5 के तहत इसे अजधसूजचत करने की अनुमजत िी िा सकती ह।ै और िबदक, आधार प्रमाणीकरण का उपयोग पीएफएमएस मोबाइल एललीकेिन (जिसे इसके पश्चात उक्त उद्देश्य के रूप में संिर्भात दकया गया ह)ै के जलए जडजिटल ललेटफामों के उपयोग के जलए दकया िाएगा, िैसा दक उक्त जनयमों के जनयम 3 के उप-जनयम (1) के अंतगात उल्लेख दकया गया ह ैऔर उक्त उद्देश्य के जलए आधार प्रमाणीकरण का प्रयोग स्ट्िैजछिक आधार पर होगा और उक्त एिेंसी केिल पीएफएमएस मोबाइल एललीकेिन के जलए आधार प्रमाणीकरण करेगी। अतएि, अब इस अजधजनयम की धारा 4 की उप-धारा (4) के खण्ड (ख) के उप-खण्ड (ii) के साथ परित उक्त जनयमों के जनयम 5 के अनुसरण म,ें उक्त एिेंसी एतिद्वारा जनम्नजलजखत को अजधसूजचत करती है, अथाात:्

1. (1) एिेंसी, इस अजधजनयम म ेंदकए गए प्रािधान के अनुसार, इसके प्रमाणीकरण के प्रयोिन के जलए आधार संख्या धारक की सहमजत प्राप्त करेगी।

(2) उक्त जनयमों के जनयम 3 के उपजनयम (2) के अनुसार, आधार प्रमाणीकरण स्ट्िैजछिक आधार पर ह।ै एिेंसी आधार संख्या धारक को पहचान के िैकजल्पक और व्यिहाया तरीकों के बारे में सूजचत करेगी तथा आधार संख्या धारक को आधार प्रमाणीकरण कराने से इंकार करने, अथिा असमथ ाहोने की जस्ट्थजत में दकसी भी सेिा से मना नहीं करेगा, अथाात:- (क) प्रयोगकताा बैंक खाते के साथ पंिीकृत मोबाइल नंबर पर भेिे गए ओटीपी के साथ बैंक खाता संख्या प्रिान करके प्रमाणीकरण कर सकता ह।ै

NOTIFICATION New Delhi, the 20th November, 2025 G.S.R. 859(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency.

And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. eF. No. 13(2)/2022-EG-II dated 17.11.2025 to the Public Finance Management System (PFMS) Division, Office of CGA for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said Agency may be allowed performance of Aadhar authentication, on a voluntary basis, to establish the identity of beneficiaries, vendors and government employees who receive payments through PFMS, to access their payment and scheme information through PFMS application, using Yes/No or/and eKYC authentication facilities and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act).[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3

And whereas, the Aadhaar authentication shall be performed for usage of digital platforms for PFMS Mobile Application (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said Agency shall perform the Aadhaar authentication only for the PFMS Mobile Application.

Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Agency hereby notifies the following, namely: —

1. (1) Agency, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein.

(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis. Agency shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:—

(a) User may authenticate by providing Bank account number along with OTP sent to registered mobile number with Bank account.
