NOTIFICATION
New Delhi, the 16th September, 2022
S. O. 4353(E).— WHEREAS the Central Government under rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 may allow Aadhaar authentication on a voluntary
basis by requesting entities, in the interest of good governance, promoting ease of living of residents and enabling
better access to services for them;
AND WHEREAS, the Ministry of Road Transport and Highways submitted a proposal as required by rule 4
of the said rules to the Central Government in the Ministry of Electronics and Information Technology, which vide
O.M. No. 13(2)/2022-EG-II (Vol. II), dated the 4th November, 2020 has allowed Aadhaar authentication for the
purposes of usage of digital platforms to ensure good Governance in respect of certain services provided online to the
citizen;
NOW, THEREFORE, in exercise of the powers conferred by rules 3 and 5 of the Aadhar Authentication for
Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, and in supersession of the notification of4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Government of India in the Ministry of Road Transport and Highways, published in the Gazette of India,
Extraordinary, Part II, Section 3, Sub-Section (ii), vide number S.O. 1026(E), dated the 3rd March, 2021, except as
respect things done or omitted to be done before such supersession, the Central Government, hereby allows the
Aadhaar Authentication for the purpose of usage of digital platforms to ensure good governance, and notifies the
following, namely: —
1. Any individual desirous of availing various services mentioned in para (2), online through the portal
(Parivahan.gov.in or mParivahan application), is required to undergo Aadhaar authentication (on voluntary
basis);
Provided that any person who does not have Aadhaar number may avail such service in physical form by
establishing the identity by submitting an alternative document physically with respective Authority as per
CMVR 1989;
2. The online services for which a citizen is required to undergo Aadhaar authentication are as under: -
1. Application for Learner License (LL).
2. Change of Address in Learner License.
3. Change of Name in Learner License.
4. Change of Photo and Signature in Learner License.
5. Issue of Duplicate Learner License.
6. Learner License Extract provisioning.
7. Issue of Duplicate Driving License (DL)
8. Renewal of Driving License for which test of competence to drive is not required.
9. Replacement of Driving License.
10. Application for registration for driver training from Accredited Driver Training Centre and requirement
of passing certificate to be sent to concerned Regional Transport Office (RTO) for issuance of Driving
License (DL).
11. Change of Address in Driving License.
12. Change of Name in Driving License.
13. Change of Biometrics in Driving License.
14. Change of Date of Birth in Driving License.
15. Change of Photo and Signature in Driving License.
16. Driving License Extract provisioning.
