The Tamil Nadu Oilpalm (Regulation of Production and Processing) Act, 1994 come into force with eff ect from 12th December 1994. As per sec 3(1) of the above said Act, a Statutory Committee called “The Tamil Nadu Oilpalm Project Management Committee” has to be constituted by the Government consisting of members as stipulated under Section 3 (2) of the said Act. Accordingly, in the Government Order 1st read above the Government had constituted the “Tamil Nadu Oilpalm Project Management Committee”. The Committee was again reconstituted in the Government Orders 2nd and 3rd read above. The term of the above committee is three years. The above Committee was lastly reconstituted for three years in the G.O. 4th read above. 2. In his letter 5th read above, the Director of Agriculture has stated that the term of the Tamil Nadu Oilpalm Project Management Committee expired on 08-07-2018 and as such, the committee may be reconstituted for three more years. He has accordingly sent necessary proposal to Government to reconstitute the committee for a further period of 3 years from the date of issue of order for the purpose. 3. The Government have carefully examined the proposal of the Director of Agriculture and decided to reconstitute the “Tamil Nadu Oilpalm Project Management Committee ” under Section 3(1) of the of the Tamil Nadu Oilpalm (Regulation of Production and Processing) Act, 1994 for a further period of three years as detailed below:- 1 Agricultural Production Commissioner and Principal Secretary to the Government Chairman 2 Additional Chief Secretary/Principal Secretary to the Government, Finance Department Member 3 Additional Chief Secretary/Principal Secretary to the Government, Planning Member Development and Special initiatives Department 4 Additional Chief Secretary/Principal Secretary to the Government, Co-operation, Food Member and Consumer Protection Department 5 Principal Secretary to the Government, Industries Department Member 6 Director, NRCOP, Eluru, Andhra Pradesh (a representative of the Indian Council of Member Agricultural Research) 7 Joint Secretary to the Government of India (TMOP), (a representative of Government Member of India)June 24, 2020] TAMIL NADU GOVERNMENT GAZETTE 67 8 Manager, NABARD, Chennai Member 9 Director of Research, Tamil Nadu Agricultural University, Coimbatore. The Headquarters of the committee shall be at Chennai and it shall meet as often as deemed fi t, but not less than twice a year. 5. The Committee shall be treated as First Class Committee for the purpose of Travelling Allowance / Daily Allowance for non-offi cial members. 6. The expenditure towards Travelling Allowance / Daily Allowance for non-offi cial members shall be debited to the following head of account :- “2401-00-Crop Husbandary-114- Development of Oilseeds – Schemes in the Tenth Five Year Plan-VI Schemes shared between State and Centre – UE Oilpalm Development Project – 60 Travelling Allowance / Daily Allowance for non-offi cial members (DPC 2401 00 114 UE 6007) (IFHRMS DPC : 2401–00-114 UE 36001) 7. The expenditure towards Travelling Allowance / Daily Allowance in respect of Chairman and Offi cial members shall be debited to Heads of Account in which their pay and allowances are drawn. 8. This order issues with the concurrence of Finance Department vide its U.O.No.13925/Fin(Agri)/2020, dated: 23-03-2020.
