RT-25035/25/2023-RS I/4059602/2025 RT-25035/25/2023-RS Government of India Ministry of Road Transport & Highways ADVERTISEMENT DATED 14TH JULY, 2025 The Hon’ble Supreme Court, vide its Order dated 22nd April 2014 in Writ Petition (C) No 295 of 2012 has constituted a committee under the Chairmanship of Hon'ble Retired Judge, Supreme Court of India to measure and monitor on behalf of the court the implementation of various laws relating to road safety in respect of each State/UT and the concerned Ministries of the Central Govt. Accordingly, the Ministry of Road Transport & Highways has notified the Committee. The Committee has its office at Nav Raksha Bhawan (Gate No.2), 6th Floor, GPOA-II, K.G. Marg, New Delhi-01. 2. The Ministry invites applications for engagement of total three persons for the Committee purely on contract basis from amongst the retired officials of Central Govt. initially for a period of 6 months from the date of engagement which may be extended or curtailed as per the functional needs of the Committee and the performance of the Consultants subject to provisions under O.M.No.3-25/2020- E.IIIA dated 09.12.2020 and amendments from time to time. The details regarding eligibility criteria, terms of references etc. are as under: I. The applicants shall not be more than 62 years of age on the last date of the receipt of application. II. The amount of remuneration shall remain unchanged for the entire term of the contract. The Consultants shall continue to draw pension and dearness relief on pension, if any, during the period of their engagement as Consultant. Their engagement as Consultant shall not be considered as a case of re- employment. V. No TA/DA shall be admissible to the consultants for joining the assignment. Consultant will not be allowed any foreign travel at Government expenses. However, they may be allowed TA/DA for travel inside the country in connection with official work assigned to them. VI. All terms and conditions of engagement of the consultant would be governed by the said Department of Expenditure’s OM dated 09.12.2020. VII. Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. Accumulation of leave beyond a calendar year may not be allowed/carried forward in case the engagement period is extended. Also, no payment in lieu of un-utilised leaves will be paid by this Ministry at the time of expiry of contract. VIII. The person shall be well conversant in MS office/Ms Excel, Power Point and should be proficient in noting, drafting and examining the cases. IX. The Consultants shall not be entitled for any kind of allowances and residential accommodation. They will also not be entitled to telephone facilities, transport facilities, staff car and residential accommodation from Central Government pool. X. The engagement of the consultants may be terminated by the Committee or by the MoRTH at any stage without assigning any reason. XI. The consultants have to maintain honesty and integrity during his/her engagement period. XII. The Consultants may be called in the Office on Saturdays and other Gazetted Holidays or may be asked to sit late in the officer after office hours, in case of exigencies of work. No extra allowances will be permissible for the same. 3.
