Distribution (Department of Consumer Affairs) New Delhi, the 27th December, 2017 is republished:—
S.O. 4079(E) - In exercise of the powers conferred by Section 3 of the Essential Commodities Act, 1955 (10 of 1955),
the Central Government hereby makes the following order further to amend the Removal of Licensing Requirements, Stock
Limits and Movement Restrictions on Specifi ed Foodstuffs Order, 2016, namely :-
1. Short title and commencement- This order may be called the Removal of Licensing Requirements, Stock Limits and
Movement Restrictions on Specifi ed Foodstuffs (Seventh Amendment) Order, 2017.
2. In the Removal of Licensing Requirements, Stock Limits and Movement Restrictions on Specifi ed Foodstuffs Order,
2016, in clause 3, in sub-clause (2), in item (iv), for the fi gures, letters and word "31st December, 2017", the fi gures, letters
and words "31st March, 2018" shall be substituted.

Introduction:
The Project comprises a reservoir of 190 Mcft capacity across the Kariyakoil River in Pappanaickanpatty Village of
Attur Taluk in Salem District and a right side main canal of about 10.84 km long to irrigate about 1775 acres of dry lands
and a left side main canal of about 10.325 km long to irrigate about 1825 acres of dry lands. These canals take off from
the Kariyakoil reservoir at the head reaches and carry a discharge of 20 cusecs each. In addition, about 2631.79 acres of
existing wet lands under 8 anicuts of old ayacut are stabilized. The entire new ayacut lies in the Villages of Malayalapatti,
Thumbal and Edaiyapatty in Attur Taluk.

2. The Catchment area at the Dam site is 27.03 sq.miles under hilly area and the yield as worked out at this site is
336.79 Mcft.
3. The River Kariyakoil originates from the slopes of the Kalrayan Hills in Attur Taluk and it confl uences with Ammapalayam
River near Thumbal and then it is called Thumbal River which is a tributary of the River Vasishtanadhi. The Thumbal River
joins the main River Vasishtanadhi at Kottavadi Anicut. It receives large discharges during the Monsoon period.
4. There is no irrigation above the dam site. However, there are 8 anicuts within a distance of 25 km downstream of
the dam site, irrigating about 1776.08 acres of direct and 855.71 acres of indirect ayacut.
5. The Full Reservoir Level of the Reservoir is 454.00 m and the Top Bund Length is at 456.00 m. The maximum
Flood Discharge of 27,200 cusecs is allowed through the masonry spillway having 3 vents of 9.00 m x 6.10m with crest
level of 447.90 m.
6. The right side main canal at L.S. 218.00 m and the left side main canal at L.S. 592.00m are at the sill level of 438.00m
and the size of the vent way of the sluice is 0.90m x 1.50m for both the canals. The length of right side main canal is
10.84 km with a carrying capacity of 20.19 cusecs and it feeds an ayacut of 1775 acres of dry lands. The length of left
side main canal is 10.325 km with a carrying capacity of 21.72 cusecs and it feeds an ayacut of 1825 acres of dry lands.
7. The supply for 2631.79 acres under the following 8 anicuts and 5 tanks will be let down through both the canal sluices
and diverted into main River with the screw gearing arrangements:-

RULES FOR REGULATION
1. Control:
Regulation of supply from the reservoir shall be the responsibility of the Assistant Engineer or Junior Engineer in-charge of
the Reservoir (who will hereafter be called as controlling offi cer) under the overall direction of the Assistant Executive Engineer.
2. Old Irrigation:
Water is not fl owing throughout the year in Kariyakoil River. Normally, water fl ow occurs from the month of July due
to South West Monsoon and heavy fl ow realized during October to December due to North East Monsoon. The major
cultivation is based on the above fl ow. The old ayacut of 2631.79 acres under the 8 Nos. of anicuts will be stabilized during
1st September to 31st December.
To safeguard the riparian irrigation rights of the traditional ayacutdhars in the lower reaches who were dependent on fl ow
in the river even before the project was conceived (i.e old ayacut) initially water for irrigation shall normally be let out in the
river on priority basis so as to cater to the needs of the anicuts and tanks under old ayacut in the manner prescribed below:-14 TAMIL NADU GOVERNMENT GAZETTE [Part II—Sec. 1
(a) In order to provide irrigation to the direct old ayacut of 1776.08 acres, the natural fl ow of the Kariakoil River
shall be allowed directly without impounding in the Reservoir. Adopting a duty of 50 acres per cusecs with an average
seepage loss of 20% over a distance of about 25 km the total requirement of water for 1776.08 acres comes to 45 cusecs.
This quantum of water will be released from the reservoir through the right main canal and left main canal, whenever the
water level is below the crest level and through spill way whenever the water level is above crest level. During this period,
necessary turn system shall be adopted to assure equitable supply to this old direct ayacut.
(b) To safeguard the riparian rights of the old ayacutdhars of the indirect ayacut of 855.71 acres, 2/3rd capacity of
the existing fi ve tanks i.e (1) Kalleripatti tank, (2) Abinavam Tank, (3) Puthiragoundampalayam Tank, (4) Chinnammasamudram
Tank, (5) Errammasamudram Tank (Panai Eri) under the above anicuts is allowed to be fi lled through the River before
impounding the water in Kariyakoil Reservoir.
(c) Whenever the controlling offi cer anticipates good rain fall in the existing area and the lower down ayacutdhars
do not require any supply, the release from the reservoir can be reduced or cut off by him.
3. New Irrigation
(a) The Supply for the new ayacut under the left and right side main canals will normally be allowed from
1st October to 31st December for 1st crop and 1st January to 30th April for 2nd crop. The ayacut under 1st crop will be
3000 acres and that of under 2nd crop will be 3600 acres as under:

(b) A minimum storage of 125 Mcft is necessary on 1st October for allowing supply for the 1st crop of 3000 acres
and a minimum storage of 180 Mcft is necessary on 1st January for allowing supply for the 2nd crop of 3600 acres.
(c) If the storage is inadequate, in any year for allowing the supply for the entire ayacut under the canal system, the
Executive Engineer, Sarabanga Basin Division in consultation with the District Collector of Salem District shall fi x the extent
that can be supplied with and the probable date from which supply could be made and to give wide publicity to it, not later
than 15th September.
(d) The supply for the new irrigation under the canals shall be regulated as 10 cusecs for every 1000 acres of new
ayacut for raising dry crops.
(e) The duty proposed as above may serve a general guidance. The controlling offi cer can alter the duty considering
the rainfall in the irrigated area for both new and old ayacuts, with the prior approval of the Executive Engineer, Sarabanga
Basin Division.
(f) If the water level is below the crest level, turn system will be adopted for both new and old ayacut.
4. GENERAL:
Notwithstanding these rules, if in the opinion of the controlling offi cer, depletion of part or entire storage in the reservoir
is considered necessary in the interest of the safety of the dam, he may do so after full consideration of all relevant factor
and after giving prior intimation to all Water Resources Department staff concerned for taking such precautionary measures
as are necessary and also to facilitate maximum utilization of the released storage for the benefi t of the lower down irrigation.
(ii) Prior intimation should be given to the District Collector of Salem District, Revenue Divisional Offi cer, Attur, Tahsildar,
Attur, Chief Engineer, Water Resources Department, Trichy Region, Superintending Engineer, Water Resources Department,
Upper Cauvery Basin Circle, Executive Engineer, Water Resources Department, Sarabanga Basin Division, Deputy Superintendent
of Police, Attur and the Rural Inspector of Police, Yethapur before such emergency releases are made.
(iii) If in any year there is adverse seasonal conditions and it may not be possible to allow supplies for the entire ayacut,
the area to be supplied water will be notifi ed by the District Collector of Salem District in consultation with the Executive
Engineer, Sarabanga Basin Division. The part of the ayacut which has not been given supplies will get top priority on
supplies in the next irrigation season. This rotational order will be decided and notifi ed in advance for the convenience of
ayacutdhars.
(iv) Whenever any deviation from these rules is considered necessary, in the interest of irrigation, prior approval of the
Chief Engineer, Water Resources Department, Trichy Region, should be obtained, after explaining fully the necessity thereof.
Before sending report on this, the District Collector of Salem District should also be consulted and his concurrence obtained.Feb. 7, 2018] TAMIL NADU GOVERNMENT GAZETTE 15
(v) Whenever there is demand for supply for the ayacut of the project beyond the notifi ed closure date, the ayacut
area shall be inspected by the Assistant Executive Engineer, Revenue Divisional Offi cer and District Agricultural Offi cer
concerned. If supply is available and can be extended beyond notifi ed period without affecting the other legitimate interests,
the Executive Engineer, Sarabanga Basin Division with the concurrence of the District Collector of Salem District may allow
extension of supplies for fi fteen days under intimation to the Chief Engineer, Water Resources Department, Trichy Region
and the Superintending Engineer, Water Resources Department, Upper Cauvery Basin Circle. There shall be no extension
thereafter.
(vi) The regulation shall normally be done once a day at 8.00 A.M and shall be based on full appreciation of all relevant
factors. However, during fl oods, regulation has to be done at frequent intervals to ensure minimum depletion consistent with
the safety of the dam.
(vii) All regulation details, water levels, issues etc., shall be entered daily in the Register maintained for the purpose
by the Assistant Engineer or Junior Engineer in-charge of the dam as per the prescribed proforma. The extract from the
register shall be sent daily to the Assistant Executive Engineer in-charge of Kariyakoil Reservoir, Executive Engineer, Water
Resources Department, Sarabanga Basin Division, Executive Engineer, Gauging Division, Tharamani, Chennai, Superintending
Engineer, Water Resources Department, Upper Cauvery Basin Circle and the Chief Engineer, Water Resources Department,
Trichy Region.
