सा.का.जन. 94(अ).—केंद्रीय सरकार पंजाब पुनगगठन अजधजनयम, 1966 (1966 का 31) की धारा 97 द्वारा प्रदत्त
िजियों का प्रयोग करते हुए, भाखडा ब्यास प्रबंध बोडग जनयम, 1974 म ें और संिोधन करने के जलए जनम्नजलजखत जनयम
बनाती ह,ै अथागत-् :
1. संजिप्त नाम और प्रारंभ - (1) इन जनयमों का संजिप्त नाम भाखडा ब्यास प्रबंध बोडग (संिोधन) जनयम, 2023 ह।ै
(2) ये राजपत्र में उनके प्रकािन की तारीख से प्रिृत्त होंगे।
2. भाखडा ब्यास प्रबंध बोड गजनयम, 1974 (जजसे इसमें इसके पश्चात उि जनयम कहा गया ह)ै म,ें जनयम 4 म.ें -
(i) उप-िीर्गक "भती की पद्धजत" के अधीन, उप-जनयम 1 में, "मंजत्रमंडल की जनयुजि सजमजत" िब्दों के स्ट्थान पर
"मंजत्रमंडल की जनयुजि सजमजत" िब्दों को रखा जाएगा।
(ii) उप-िीर्गक "िेतन" के अधीन, उप-जनयम 2 के स्ट्थान पर, जनम्नजलजखत उप-जनयम को रखा जाएगा, अथागत:्-

(i)(क) बोड गके अध्यि की संिोजधत िेतन संरचना केंद्रीय जसजिल सेिा (संिोजधत िेतन) जनयम, 2016 के उपबंधों
के अनुसार, िेतन मैट्ररक्स म ेंस्ट्तर-16 (205400-224400 रुपये) होगी।

(ख) बोड ग के पूणगकाजलक सदस्ट्यों की संिोजधत िेतन संरचना केंद्रीय जसजिल सेिा (संिोजधत िेतन) जनयम,
2016 के उपबंधों के अनुसार, िेतन मैट्ररक्स में स्ट्तर-15 (182200-224100 रुपये) होगी।
परंत ु ऐसे मामलों में जहा ं राज्य सरकार अथिा केंद्रीय सरकार अथिा सािगजजनक िेत्र के उपक्रम में सेिारत व्यजि
को अध्यि अथिा पूणगकाजलक सदस्ट्य के रूप में जनयिु दकया जाता है तो ऐसी जनयुजि िेतन, िेतन-िृजद्ध,
उपदान, पेंिन अथिा अन्य सिे ाजनिृजत्त लाभों पर प्रजतकूल प्रभाि नहीं डालेगी, जजसे िह आहट्ररत अथिा प्राप्त
कर रहा ह,ै यदद ऐसे व्यजि को अध्यि अथिा पूणगकाजलक सदस्ट्य, जैसा भी मामला हो, के रूप में जनयुि न दकया
गया हो।
(ii) अध्यि अथिा पूणगकाजलक सदस्ट्य जनयम 6 में यथासंदर्भभत पंजाब जसजिल सेिा जनयम, खंड-III
(यात्रा भत्ता जनयमािली) के अधीन पंजाब सरकार के उच्चतम ग्रेड के अजधकाट्ररयों को स्ट्िीकायग, अथिा भारत
सरकार के अन् य केंद्रीय सािगजजनक िेत्र के उद्यमों (जल-जिद्युत) के अध्यि-सह-प्रबंध जनदेिक अथिा जनदेिकों के
जलए स्ट्िीकायग अथिा केंद्रीय सरकार के अनुमोदन से, अपन े उच्चतम रैंक के अजधकाट्ररयों के जलए भाखडा ब्यास
प्रबंध बोडग द्वारा, समय-समय पर अपनाए गए यात्रा भत्तों और अन्य भत्तों, जो भी अजधक हों, के पात्र होंग;े
परंत ु यदद दकसी मामल े म ें कोई व् यजक्त भाखडा ब्यास प्रबंध बोड ग म ें प्रजतजनयुजि पर आन े िाले दकसी
केंद्रीय सािगजजनक िेत्र के उद्यम में सेिारत होता ह,ै तो उक्त बोडग में उनकी प्रजतजनयुजि के दररान कायग-जनष्प ादन
संबंधी िेतन स्ट्िीकायग नहीं होगा।
(iii) अध्यि और पूणगकाजलक सदस्ट्यों के िेतन और भत्तों का भुगतान बोडग की जनजधयों से दकया जाएगा।”
(iii) उप जनयम 3 में उप िीर्गक "पात्रता" के अधीन,-
(क) खंड (i) म,ें "होनी चाजहए" िब्द के स्ट्थान पर "होगी" िब्द रखा जाएगा।
(ख) खंड (ii) के जलए, जनम्नजलजखत खंड को रखा जाएगा, अथागत्:-
“यथा लाग ूजपछल ेपांच िर्ों के जलए अद्यतन िार्भर्क गोपनीय ट्ररपोर्ग डोजसयर उपलब्ध होगी।”
(ग) खडं (iii) म,ें िब्द "होनी चाजहए" के स्ट्थान पर "होगी" िब्द रखा जाएगा।
(घ) खंड (iv) म,ें उप खंड (क) के स्ट्थान पर, जनम्नजलजखत उप खंड रखा जाएगा, अथागत्:-
"(क) अध्यि.- अध्यि की अहतग ाएं तथा अनुभि जनम्नानुसार हैं:-
(अ) अभ्यथी को दकसी मान्यता प्राप्त जिश्वजिद्यालय अथिा संस्ट्थान से जसजिल अथिा इलेजक्रकल अथिा
मैकेजनकल इंजीजनयररग म ेंइंजीजनयररग स्नातक होना चाजहए।
(ब) अभ्यथी को कम से कम पच्चीस िर्ग का जनयजमत अनुभि होना चाजहए जजसमें जनम्नजलजखत िेत्र म ें
पट्ररयोजना प्रमुख के रूप म ें कम से कम पांच िर् ग का अनुभि (आिेदन प्राप्त करने की अंजतम तारीख को)
होना चाजहए-
(i) जनमागण अथिा प्रचालन अथिा अनुरिण-
(क) 200 मेगािार् अथिा उससे अजधक िमता की िृहद ्जल जिद्युत पट्ररयोजनाओं; अथिा
(ख) 132 दकलोिोल्र् अथिा उससे अजधक के िोल्र्ता स्ट्तर िाली न्यूनतम 500 सर्ककर् दकलोमीर्र
पारेर्ण लाइन; अथिा
(ii) बडे बांधों (न्यूनतम ऊंचाई 50 मीर्र और लंबाई 300 मीर्र) अथिा बैराज (न् यूनतम 15 मीर्र
ऊंचाई और 350 मीर्र लंबाई) अथिा न्यनू तम 1000 क्यूसके की जल िहन िमता िाल े नहर
नेर्िकग का जनमागण अथिा प्रचालन अथिा अनरु िण; अथिा[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3
(स) अभ्यथी ने ससचाई अथिा जिद्युत पट्ररयोजनाओं के जनमागण अथिा प्रचालन अथिा रखरखाि अथिा
आयोजना अथिा जडजाइसनग में न्यूनतम पच्चीस िर्ों के जनयजमत अनुभि सजहत मुख्य अजभयंता (ज्य ेष्ठ
प्रिासजनक ग्रडे स्ट्तर) के रूप में कायग दकया हो।”

NOTIFICATION
New Delhi, the 13th February , 2023
G.S.R. 94(E).—in exercise of the powers conferred by section 97 of the Punjab Re-organisation Act, 1966
(31 of 1966), the Central Government hereby makes the following rules to further amend the Bhakra Beas
Management Board Rules, 1974, namely:-
1. Short title and commencement-(1)These rules may be called the Bhakra Beas Management Board
(Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Bhakra Beas Management Board Rules, 1974 (hereinafter referred to as the said rules), in rule 4.-
(i) under sub-heading “Method of Recruitment”, in sub-rule 1, for the words “Appointment Committee of
Cabinet”, the words “Appointments Committee of the Cabinet” shall be substituted.
(ii) under sub-heading “Salaries”, for sub-rule 2, the following sub-rule shall be substituted, namely:-
“2. Salaries
(i)(a) The revised pay structure of the Chairman of the Board shall be level-16 (Rs. 205400-224400)
in the pay matrix, in accordance with the provisions of the Central Civil Services (Revised Pay) Rules, 2016.
(b) The revised pay structure of whole-time Members of the Board shall be level-15 (Rs.
182200-224100) in the pay matrix, in accordance with the provisions of the Central Civil Services (Revised
Pay) Rules, 2016:
Provided that where a person serving under the State Government or the Central Government or the Public
Sector Undertaking is appointed as the Chairman or a whole-time Member, such appointment shall not
adversely affect the pay, increment, gratuity, pension or other retirement benefits which he would have
drawn or received as if he had not been so appointed as Chairman or whole-time Member as the case may be.
(ii) The Chairman or a whole-time Member shall be entitled to such travelling allowance and other
allowances as are admissible to the officers of the highest grade of the Government of Punjab under the
Punjab Civil Services Rules, Vol. lll (Travelling Allowance Rules) as referred to in rule 6, or as admissible to
the Chairman-cum-Managing Director or Directors of the other Central Public Sector Enterprises (Hydro
Power) of the Government of India or as adopted from time to time, by the Bhakra Beas Management Board
for its highest ranking officers, with the approval of the Central Government, whichever is higher:
Provided that in case of a person serving under any Central Public Sector Enterprise coming on
deputation to the Bhakra Beas Management Board, the performance related pay shall not be admissible
during their deputation in the said Board.
(iii) The salary and allowances of the Chairman and whole-time Members shall be paid out of the
funds of the Board.”
(iii) under sub-heading “Eligibility”, in sub-rule 3,-
(a) in clause (i), for the word “should” the word “shall” shall be substituted.
(b) for the clause (ii), the following clause shall be substituted, namely:-
“The up-to-date Annual Confidential Reports dossiers for the last five years as applicable shall be
available.”
(c) in clause (iii), for the word “should” the word “shall” shall be substituted.
(d) in clause (iv), for sub-clause (a), the following sub-clause shall be substituted namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
“(a) Chairman.- The qualifications and experience of Chairman are as under:-
(A) the candidate should be an Engineering Graduate in Civil or Electrical or Mechanical Engineering
from a recognised University or Institution.
(B) the candidate should have a minimum of twenty-five years of regular experience including a
minimum of five years experience (as on the closing date of application) as head of project involved
in the area of,-
(i) Construction or operation or maintenance of,-
(a) large hydro electric projects with 200 megawatts capacity or more; or
(b) minimum 500 circuit kilometres transmission line, having voltage level of 132 kilovolts or
above; or
(ii) Construction or operation or maintenance of large dams (minimum 50 metres height and 300
metres length) or barrage (minimum 15 metres height and 350 metres length) or canal network
with water carrying capacity of minimum 1000 cusecs; or
(C) the candidate should have worked as a Chief Engineer (Senior Administrative Grade Level) with
minimum twenty-five years of regular experience in construction or operation or maintenance or
planning or designing of Irrigation or power projects.”
