1. सजं ््त िीर्कग एव ं प्रारंभ - (1) आन जनयमों का संज्प् त नाम केन्द्द्रीय मोटर यान (........सिं ोधन) जनयमावली, 2026 ह।ै

(2) परंत ु आन जनयमों म ें ऄन्द् यथा यथा ईपबंजधत के जसवाय य े अजधकाररक राजपत्र म ें ऄपन े प्रकािन की तारीख स े प्रवृत्त होंगे।

2. केन्द्द्रीय मोटर यान जनयमावली, 1989 (जजसे आसके बाद ईि जनयम कहा गया ह)ै म,ें जनयम 96 के ईप-जनयम 11 के प्‍ चात् जननलिजलजखत नया ईप-जनयम 12 और परंतुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत्:- “(12) 1 ऄक्टूबर 2028 को या ईसके बाद जवजनर्ममत एम1 और एन1 श्रेजणयों के वाहन, और यदद ईनमें ईन्नत अपातकालीन ब्रेककग प्रणाली (एइबीएस) संस्ट् थाजपत ह,ैं तो वे समय-समय पर यथा संिोजधत एअइएस-185 के ऄनरूु प होंगे। बिते दक, नए मॉडलों के मामल े में 1 ऄक्टूबर 2030 को या ईसके बाद और सभी मॉडलों के मामले म ें 1 ऄक्टूबर 2032 को या ईसके बाद जवजनर्ममत एम1 श्रेणी के वाहनों म ें समय-समय पर यथा संिोजधत एअइएस-185 के ऄनुरूप ईन्नत अपातकालीन ब्रेककग प्रणाली दिट की जाएगी।”

3. ईि जनयमावली म,ें जनयम 98 के, ईप-जनयम (3) म,ें पहल े परंतुक के प्‍ चात,् जननलिजलजखत परंतुक ऄंतःस्ट्थाजपत दकए जाएंगे:- “बित े यह भी दक, 1 ऄक्टूबर 2027 को या ईसके बाद जवजनर्ममत वाहनों के जलए, स्ट्टीयररग व्हील रजहत तीन- पजहया वाहनों, मोटर साआदकलों और ददव्यांगजन हते ु वाहनों (आनवैजलड कैररज) को छोड़कर, सभी मोटर वाहनों के स्ट्टीयररग संचालन (स्ट्टीयररग एिटग) समय-समय पर यथा सिं ोजधत एअइएस-193 के ऄनरूु प होगा। बिते यह भी दक, 1 ऄक्टूबर 2027 को या ईसके बाद जवजनर्ममत एम1 श्रेणी के वाहन, यदद ईनमें स्ट्वचाजलत जनदेि- अधाररत स्ट्टीयररग कायग्मता (एसीएसएि) दिट की गइ ह,ै तो वे समय-समय पर यथा संिोजधत एअइएस-193 के ऄनुरूप होंगे। बिते यह भी दक, पररवहन वाहनों के रूप म ें पंजीकृत दकए जाने वाले एम1 श्रेणी के वाहन, जो 1 ऄक्टूबर 2029 को या ईसके बाद जवजनर्ममत ह,ैं ईनमें समय-समय पर यथा संिोजधत एअइएस-193 के ऄनुरूप स्ट्वचाजलत जनदेि-अधाररत स्ट्टीयररग कायग्मता (एसीएसएि) दिट की जाएंगी।”

4. ईि जनयमावली म,ें जनयम 98 म,ें ईप-जनयम (5) के प्‍च ात्, जननलिजलजखत नया ईप-जनयम (6) और परंतुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत:् - “(6) 1 ऄक्टूबर 2027 को या ईसके बाद जवजनर्ममत एम1 श्रेणी के वाहनों म ें यदद अपातकालीन लेन कीपपग प्रणाली (इएलकेएस) का प्रावधान दकया गया ह,ै तो वह समय-समय पर यथा संिोजधत एअइएस-191 (भाग 1) के ऄनुरूप होंगे।[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 बिते दक 1 ऄक्टूबर 2029 को या ईसके बाद जवजनर्ममत पररवहन वाहनों के रूप म ें पंजीकृत दकए जान े वाल े एम1 श्रेणी के वाहनों में समय-समय पर यथा संिोजधत एअइएस-191 (भाग 1) के ऄनुरूप अपातकालीन लेन कीपपग प्रणाली (इएलकेएस) दिट की जाएगी।”

5. ईि जनयमावली म,ें जनयम 124 के ईप-जनयम (4) म,ें ताजलका म,ें क्रम संख्या 10 में, स्ट्तंभ 3 म,ें िब्द, ऄंक और कोष्ठक “जनयम 125(1-क)” के प्‍ चात ्िब्द, ऄंक और कोष्ठक“, जनयम 125(1)” ऄंतःस्ट्थाजपत दकए जाएंगे।

6. ईि जनयमावली के, जनयम 125 म,ें ईप-जनयम (5) म,ें जननलिजलजखत परंतुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत:् - “बित े दक नए मॉडलों के मामल े म ें 1 ऄप्रलै 2028 को या ईसके बाद जवजनर्ममत और सभी मॉडलों के मामले म ें 1 ऄक्टूबर 2028 को या ईसके बाद जवजनर्ममत एम1 श्रेजणयों के वाहन, समय-समय पर यथा संिोजधत अइएस 15546:2005 म ेंजनर्ददष्ट सामान को सुरज्त रखने की ऄजनवायगताओं को पूरा करेंगे।”

7. ईि जनयमावली के, जनयम 125 के ईप-जनयम (8) म,ें जद्वतीय परंतुक के प्‍ चात,् जननलिजलजखत परंतुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत:् - “बित े यह भी दक नए मॉडलों के मामले म ें 1 ऄक्टूबर 2027 को या ईसके बाद जवजनर्ममत और सभी मॉडलों के मामले म ें 1 ऄक्टूबर 2028 को या ईसके बाद जवजनर्ममत एम1 श्रेजणयों के वाहनों म,ें यदद अइसोदिक्स ब्‍ चों की सुर्ा (एंकरेज) जसस्ट्टम, अइसोदिक्स ब्‍ चों को ईपर स े बाधं न े (टॉप टीथर) एकं रेज और ब्‍च ों के ब ै न े की सही व्य वस्ट्थ ा (अइ-साआज़ सीरटग पोजीिन) का प्रावधान ह,ैं तो ईन्द् ह ें समय-समय पर यथा संिोजधत एअइएस-182 म ें जनर्ददष्ट ऄपे्ाओं को पूरा करना होगा।”

8. ईि जनयमावली के, जनयम 125-थ म ें ईप-जनयम (3) के प्‍ चात ् जननलिजलजखत ईप-जनयम और परंतुक ऄंतःस्ट्थाजपत दकया जाएगा, ऄथागत:् - “(4) 1 ऄक्टूबर 2027 को या ईसके बाद जवजनर्ममत श्रेणी एम1 के वाहनो म ें यदद चालक ईनींदापन और सजगता चेतावनी प्रणाली के प्रावधान ह,ैं तो वे समय-समय पर यथा संिोजधत एअइएस-184 के ऄनुरूप होंगे। बिते दक 1 ऄक्टूबर 2029 को या ईसके बाद जवजनर्ममत पररवहन वाहनों के रूप म ें पंजीकृत दकए जाने वाले एम1 श्रेणी के वाहनों में समय-समय पर यथा संिोजधत एअइएस-184 के ऄनुरूप म ें चालक ईनींदापन और सजगता चते ावनी प्रणाली दिट की जाएगी।” [िा. स.ं अरटी-11036/104/2025-एमवीएल] महमूद ऄहमद, ऄपर सजचव रटप् पण: मूल जनयम भारत के राजपत्र, ऄसाधारण, भाग-II, खंड 3, ईप-खंड (i) में ऄजधसूचना संख्या सा.का.जन. 889(ऄ), ददनांक 16 जसतंबर, 2020 के माध्यम स े प्रकाजित दकए गए थे और जपछली बार ऄजधसूचना संख्या ……..

NOTIFICATION New Delhi, the 19th October, 2026 G.S.R. 904(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public;

The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.

Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL, Transport & Road Safety), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001 or on the email: comments-morth@gov.in;

Draft Rules

1. Short Title and commencement- (1) these rules may be called the Central Motor Vehicles (……Amendment) Rules, 2026.

(2) Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette.

2. In the Central Motor Vehicle Rules, 1989 (herein after referred as the said rules), in rule 96, after sub-rule 11, following new sub-rule 12 and proviso shall be inserted, namely:- “(12) M1 and N1 categories of vehicles, manufactured on and after 1st October 2028, and if provided with Advanced Emergency Braking System (AEBS), shall conform to AIS-185, as amended from time to time.

Provided that, M1 category of vehicles manufactured on and after 1st October 2030 in the case of new models and 1st October 2032 in the case of all models shall be fitted with Advanced Emergency Braking System, conforming to AIS-185, as amended from time to time.”

3. In the said rules, in rule 98, in sub-rule (3), after the first proviso, insert the following provisos: - “Provided further that, for the vehicles manufactured on and after 1st October 2027, the steering effort on all motor vehicles, other than three-wheelers not fitted with a steering wheel, motor cycles and invalid carriages, shall conform to AIS-193, as amended from time to time.

Provided further that, M1 category vehicles manufactured on and after 1st October 2027, if provided with Automatic Command Steering Functionalities (ACSF), shall conform to AIS-193, as amended from time to time.

Provided also that, M1 category vehicles, to be registered as transport vehicles, manufactured on and after the 1st October 2029, shall be fitted with Automatic Command Steering Functionalities (ACSF) conforming to AIS-193, as amended from time to time.”

4. In the said rules, in rule 98, after sub-rule (5), the following new sub-rules (6) and proviso shall be inserted,

namely: - “(6) Vehicles of category M1 manufactured on and after 1st October 2027, if provided with Emergency Lane Keeping System (ELKS) shall conform to AIS-191 (Part 1), as amended from time to time.

Provided that M1 category vehicles, to be registered as transport vehicles, manufactured on and after, the 1st October 2029, shall be fitted with, Emergency Lane Keeping System (ELKS) conforming to AIS-191 (Part 1), as amended from time to time.”

5. In the said rules, in rule 124, in sub-rule (4), in the TABLE, in serial number 10, in column 3, after words, figures and bracket “Rule 125(1-A)” the words, figures and bracket “, Rule 125(1)” shall be inserted.

6. In the said rules, in Rule 125, in sub-rule (5), the following proviso shall be inserted, namely:-[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 5 “Provided that M1 categories of vehicles manufactured on and after 1st April 2028 in case of new models and 1st October 2028 in case of all models, shall meet the luggage retention requirements as specified in IS 15546:2005, as amended from time to time.”

7. In the said rules, in rule 125, in sub-rule (8), after the second proviso, the following proviso shall be inserted, namely: - “Provided also that M1 categories of vehicles manufactured on and after 1st October 2027 in case of new models and 1st October 2028 in case of all models, if provided with ISOFIX anchorage systems, ISOFIX top tether anchorages and i-Size seating positions, shall meet the requirements as specified in AIS-182, as amended from time to time.”

8. In the said rules, in rule 125-Q, after sub-rule (3), the following sub-rule and proviso shall be inserted,

namely: - “(4) Vehicles of categories M1 manufactured on and after 1st October 2027, if provided with Driver Drowsiness and Attention Warning Systems shall conform to AIS-184, as amended from time to time.

Provided that M1 category vehicles, to be registered as transport vehicles, manufactured on and after, the 1st October 2029, shall be fitted with Driver Drowsiness and Attention Warning Systems conforming to AIS-184, as amended from time to time.” [F.
