Executive Summary & Key Takeaways

**Executive Summary** This notification issued by the Ministry of Commerce and Industry amends the export policy for Baryte (Natural Barium Sulphate) under the Foreign Trade Policy, 2023. Effective from April 17, 2026, the policy reclassifies high-gravity grades of Baryte from "Free" to "Restricted" status. Consequently, exporters of these specific grades must now obtain formal authorization or licensing from the Directorate General of Foreign Trade (DGFT). **Key Points / Main Content** **Revised Export Classifications** * **Grade A Baryte:** Items with a Specific Gravity of ≥ 4.2 (ITC/HS Code 25111010) are moved from the "Free" category to the "Restricted" category. * **Grade B Baryte:** Items with a Specific Gravity between 4.10 and 4.20 (ITC/HS Code 25111020) are moved from the "Free" category to the "Restricted" category. * **Grade CDW Baryte:** Items with a Specific Gravity of < 4.0 (ITC/HS Code 25111090) remain in the "Free" category and continue to be freely exportable. **Regulatory and Licensing Requirements** * Exporting Grade A and Grade B baryte now requires an export license or authorization issued by the DGFT. * The licensing process for these grades will follow the established procedures currently applied to all items categorized as "Restricted." **Legal Authority** * The amendment is exercised under powers conferred by the Foreign Trade (Development & Regulation) Act, 1992, in conjunction with the Foreign Trade Policy (FTP), 2023. **Impact Analysis** **Exporters of Grade A and Grade B Baryte** **Impact** These stakeholders are the most significantly affected as their products are no longer freely exportable. They are now subject to regulatory oversight and must meet specific criteria to gain export permission. **Action Required** Exporters must transition from "Free" export practices to the "Restricted" category protocol, which includes applying for and securing necessary authorizations or licenses from the DGFT prior to shipment. **Exporters of Grade CDW Baryte** **Impact** There is no regulatory change for this group; their product maintains its "Free" export status. **Action Required** No new actions are required; they may continue to export Grade CDW baryte under existing "Free" category procedures. **Directorate General of Foreign Trade (DGFT)** **Impact** The DGFT is now responsible for the administrative oversight and the processing of licenses for the newly restricted grades of Baryte. **Action Required** The department must implement the screening and issuance of export authorizations for Grade A and Grade B baryte in accordance with the amended policy.
