पठित धारा 3 द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, केन्द्र सरकार एतद्द्वारा रेड सैंडसस (पेरोकापसस सांताजलिस)
के जियासत से संबंजधत आइटीसी (एचएस) 2022, अिसु चू ी-II (जियासत िीजत) के अध्याय 44 की िीजतगत ितस 3
को तत्काल प्रभाव से जिम्नािसु ार संिोजधत करती ह:ै

1. अिन्द्य रूप स े जििी भूजम (पट्टा भूजम सजहत) से प्राप्त कृजष उद्गम के लट्ठा और िड़ रूप में प्राप्त रेड सैंडस स
वुड का जियासत प्रजतबंजधत ह ै तथा जियासत केवल प्रजतबंजधत जियासत प्राजधकार पत्र के अंतगसत जिम्नजलजखत ितों के
अधीि ही अिुमत ह:ै
(i) प्रजतबंजधत जियासत प्राजधकार पत्र के जलए आवेदि के साथ उस राज्य के प्रधाि मुख्य वि संरक्षक
(पीसीसीएफ) द्वारा िारी दकए गए उद्गम प्रमाण पत्र की सत्याजपत प्रजतयां संलग्न करिी होंगी, िहां स े स्ट्टॉक
खरीदा/जियासत दकया गया था, जिसमें वैध स्रोतों स े खरीद की तारीख और खरीदी गई मात्रा का जववरण ददया
गया हो।
(ii) इस प्रकार खरीदे गए और आवेदक के पास उपलब्ध स्ट्टॉक की वतसमाि जस्ट्थजत के बारे में इस प्रयोिि के
जलए संबंजधत राज्य के प्रधाि मुख्य वि संरक्षक (पीसीसीएफ) द्वारा िाजमत प्राजधकारी द्वारा स्ट्टॉक के भौजतक
सत्यापि के बाद िारी दकए प्रमाण पत्र के साथ प्रजतबंजधत जियातस प्राजधकार पत्र के जलए आवेदि भी संलग्न दकया
िाएगा।
(iii) जियासत प्राजधकार पत्र िारी करिे के जलए आवेदिों पर योग्यता के आधार पर जवचार दकया िाएगा, िो
दक सीआइटीईएस के अन्द्तगतस मात्रात्मक सीमा आवश्यकताओं आदद िसै ी अन्द्य ितों के अध्याधीि होगा, िैसा
दक समय-समय पर जिधासठरत दकया िा सकता ह।ै
(iv) भारतीय सीआइटीईएस प्रबंधि प्राजधकरण की जसफाठरि के आधार पर, पयासवरण, वि और िलवाय ु
पठरवतसि मंत्रालय एक वार्षकस कोटा तय करेगा, जिसकी समीक्षा िेििल जडरीमेंटल फाईंडडंग्स (एिडीएफ) स्ट्टडी
या सरकारी एिेंजसयों की जसफाठरिों के आधार पर की िा सकती ह।ै
(v) एिडीएफ स्ट्टसडी, पयावस रण, वि और िलवायु पठरवतसि मंत्रालय की जसफाठरिों के अिसु ार, रेड सैंडस स
(पेरोकापसस सांताजलिस) के जलए राज्य-वार जियासत कोटा (अिलु ग्नक के अिसु ार) को प्रजतबंजधत जियासत
प्राजधकार पत्र (प्राजधकार पत्रों) के तहत अिुमजत दी िाएगी।
(vi) रेड सैंडसस के िंगली िमूिों के जलए िून्द्य जियासत कोटा जिम्नजलजखत ितों के अध्याधीि उपलब्ध होगा:-
• राज्य सरकार भू-संदर्भतस साइटों और एमआइएस के साथ एक जडजिटल प्लेटफॉमस जवकजसत करेगी,
जिसमें पेड़ों की संख्या, उिकी आयु और तिे की ऊंचाई तक व्यास ददया िाएगा।
• राज्यों की कायस योििा ददिाजिदेिों में वन्द्य और गैर- वन्द्य क्षेत्रों में वृक्षारोपण से रेड सैंडसस वुड की
वहिीय कटाई हते ु अिुमोददत आवतसि अवजध के साथ जवजिष्ट प्रबंधि योििाएं/कटाई योििाएं िाजमल करिे की
आवश्यकता ह।ै
इस अजधसचू िा का प्रभाव: कृजत्रम रूप से उगाए गए रेड सैंडसस (पेरोकापसस सातंाजलिस) का किासटक के जलए 10
मीठरक टि और गुिरात के जलए 100 मीठरक टि (1 अप्रलै , 2025 स े 31 माच,स 2027 तक) का वार्षसक जियातस
कोटा (अप्रैल से माचस), उजल्लजखत ितों के अधीि, अजधसूजचत दकया िाता ह।ै

Subject: Amendment in Export Policy of Red Sanders (Pterocarpus Santalinus) - regarding.
S.O. 5032(E).—In exercise of powers conferred by Section 3 read with Section 5 of Foreign Trade
(Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy 2023, as
amended from time to time, the Central Government hereby amends the Policy condition 3 of Chapter 44 of Schedule-
II (Export Policy), ITC (HS) 2022 pertaining to export of Red Sanders (Pterocarpus Santalinus), with immediate
effect, as follows:
1. Export of Red Sanders wood in log form and roots, exclusively of cultivation origin obtained from private land
(including Patta land) is restricted and Export is permitted only under a Restricted Export Authorisation subject to the
following conditions:
(i) Applications for Restricted Export Authorisation shall be accompanied by attested copies of Certificate of
Origin issued by the Principal Chief Conservator of Forests (PCCF) of the State from where the stocks were procured
/ exported, giving details of the date of procurement from legal sources and quantities procured.
(ii) A certificate of the current position of stocks so procured and available with the applicant, issued subsequent
to the physical verification of the stocks by the authority nominated for the purpose by the Principal Chief Conservator
of Forests (PCCF) of the concerned State, shall also accompany application for Restricted Export Authorisation.
(iii) The applications shall be considered on merits for issue of export authorisation, which shall be subject to any
other conditions such as quantity ceiling requirements under CITES, etc. as may be prescribed from time to time.
(iv) Based on the recommendation of CITES Management Authority of India, the MOEF&CC shall fix an yearly
quota, which may be reviewed based on National Detrimental Findings (NDF) study or recommendations of
Government agencies.
(v) In accordance with the recommendations of the NDF Study, MoEF&CC, the state-wise export quota (as per
Annexure) for Red Sanders (Pterocarpus santalinus) shall be permitted against Restricted Export Authorisation(s).
(vi) A zero export quota shall be available for wild specimens of Red Sanders subject to the following
conditions:-
• State Government shall develop a digital platform with Geo-referenced sites and MIS giving the number of
trees, their age and diameter at breast height.
• The working plan Guidelines of States need to include specific management plans/ harvest Plans with
approved rotation periods for sustainable harvest of red sanders wood from plantations in forest and non-

Effect of this Notification: Annual Export quota (April to March) of 10 MTs for Karnataka and 100 MTs for Gujarat
(from April 1, 2025 to March 31, 2027) for artificially propagated Red Sanders (Pterocarpus Santalinus), subject to
conditions as mentioned is notified.
