**Policy Summary: Amendment in Export Policy of Syringes**

**Issuing Authority:** Directorate General of Foreign Trade, Ministry of Commerce and Industry, Government of India.
**Subject:** Amendment to Notification No. 34/2015-2020 dated October 4, 2021, regarding the export policy of syringes (Chapter 90 of Schedule 2 of ITC (HS) Export Policy, 2018).
**Amendment:** The export policy for certain types of syringes has been amended from "Free" to "Restricted."
**Specific Restrictions:**
* Syringes with or without needles of the following denominations are now under the "Restricted" category:
* 0.5 ml and 1 ml AD syringes
* 0.5 ml, 1 ml, 2 ml, and 3 ml disposable syringes
* 1 ml, 2 ml, and 3 ml RUP syringes.
* This restriction applies to syringes falling under HS code 90183100 or any other HS code.
* All other syringes falling under HS code 90183100 or any other HS code are freely exportable.
**Effect:** The export of the specified syringes is now restricted with immediate effect.
**Procedure:** The procedure for submitting and approving export applications for syringes is outlined in Trade Notice No. 20/2021-22 dated October 5, 2021.
**Authority for the Notification:** Exercised under Section 3 and Section 5 of the Foreign Trade (Development and Regulation) Act, 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy, 2015-20.

S.O. (E) In exercise of powers conferred by Section 3 read with Section 5 of the Foreign
Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), as amended, read with Para
1.02 and 2.01 of the Foreign Trade Policy, 2015-20, the Central Government hereby makes
following amendment to the Notification No.34/2015-2020 dated 4" October, 2021

2. Effect of this Notification:
e The export of Syringes with or without Needles of denominations (i) 0.5 ml/ Iml
AD syringes (ii) 0.5 ml/1 ml/2 ml/3 ml disposable syringes and (iii) 1ml/2 ml/3 ml
RUP Syringes falling under HS code specified above or under any other HS code
has been put under Restricted category with immediate effect.All other syringes falling under HS code specified above or under any other HS
code are freely exportable. The procedure for submission and approval of
applications for export of syringes has been notified vide Trade Notice
No.20/2021-22 dated 5" October, 2021.
