**Policy Summary: Amendment to Coal Import Monitoring System (CIMS) Registration Fee**

**Subject:** Amendment in Import Policy Condition No. 07 i of Chapter 27 of Schedule I Import Policy of ITC HS, 2022, regarding the Coal Import Monitoring System (CIMS).
**Purpose:** This notification amends the registration fee structure for obtaining an Automatic Registration Number under the Coal Import Monitoring System (CIMS).
**Key Change:** The existing fixed registration fee structure is replaced with a variable fee based on the CIF value of the imported coal. The new fee structure, as per Appendix 2K, is Rs. 1 per thousand, subject to a minimum of Rs. 500 and a maximum of Rs. 1 Lakh on CIF value.
**Legal Basis:** The amendment is issued in exercise of powers conferred by Section 3 and Section 9 of the Foreign Trade Development and Regulation Act, 1992, read with paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023. It also refers to Notification No. 34/2023 dated 04.10.2023.
**Effective Date:** Immediate.
**Impact:** Importers are now required to pay a registration fee for CIMS based on the CIF value of their coal imports, as outlined in Appendix 2K.

Subject: Amendment in Import Policy Condition No.07 (i) of Chapter - 27 of Schedule-I
(Import Policy) of ITC (HS), 2022 reg.
S.O. (E):): In exercise of powers conferred by Section 3 and Section 9 of the Foreign Trade
(Development and Regulation) Act, 1992 read with paragraph 1.02 and 2.01 of the Foreign
Trade Policy, 2023 (as amended from time to time), the Central Government hereby amends
the Import Policy Condition No.07 (i) of Chapter - 27 of Schedule-I (Import Policy) of ITC
(HS), 2022 notified vide Notification No. 34/2023 dated 04.10.2023, with immediate effect,
as under:
