**Policy Summary: Amendment to Import Policy Condition for Urea (EXIM Code 31021000)**
This notification, issued by the Directorate General of Foreign Trade, Ministry of Commerce and Industry, Government of India, effective April 1, 2022, amends the import policy condition for Urea under EXIM code 31021000 of Chapter 31 of the ITC HS 2022, Schedule Import Policy.
The key changes are as follows:
* **Urea Imports:** Import of Urea is permitted through Rashtriya Chemicals and Fertilizers Limited (RCF) and National Fertilizers Limited (NFL), subject to Para 2.20 of the Foreign Trade Policy, 2015-2020. Import of aqueous solution of Urea is also allowed.
* **IPL Imports Extended:** Import of Urea on Government account is allowed through Indian Potash Limited (IPL) subject to Para 2.20 of Foreign Trade Policy, 2015-2020, and is extended for a period up to March 31, 2023.
* **Technical Grade Urea (TGU):** Import of Technical Grade Urea (TGU) meant for non-agricultural purpose industrial use NPK Manufacturing shall be Free.
This notification is issued in exercise of powers conferred by Section 3 and Section 5 of FTDR Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020.

S.O. (E): In exercise of powers conferred by Section 3 and Section 5 of FT (D&R) Act, 1992,
read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from
time to time, the Central Government hereby amends the policy condition of Urea [EXIM
