सा.का.जन. 314(अ).—केन्द र सरकार, अजखल भारतीय सेिा अजधजनयम, 1951(1951 का 61) की धारा 3 की
उप-धारा (1) द्वारा प्रित् त िजियों का प्रयोग करत े हुए, संबंजधत राज्य सरकारों के साथ परामि ि के बाि भारतीय पुजलस
सेिा (िेतन) जनयमािली, 2016 को संिोजधत करने के जलए एतिद्वारा जनम्न जलजखत जनयम बनाती ह,ै नामत : -
1. संजक्षप्त नाम और प्रारंभ:
(1) इन जनयमों को भारतीय पुजलस सेिा (िेतन) संिोधन जनयमािली, 2023 कहा िा सकता ह।ै
(2) ये रािपत्र म ें इनके प्रकािन की तारीख स ेप्रिृत् त होंगे।
2. भारतीय पुजलस सेिा (िेतन) जनयमािली, 2016 म,ें अनुसूची II म ें:-
(i) भाग (ग) म,ें -
(क) क्रम संख् या 3 पर जनिेिक, सरिार िल्ल भ भाई पटेल राष्टर ीय पुजलस अकािमी स े संबंजधत पि के जलए
कॉलम 4 की प्रजिजि को जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:

‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िेतन मैररक् स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ख) क्रम संख् या 4 पर महाजनिेिक, सीमा सुरक्षा बल स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि को
जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ग) क्रम संख् या 5 पर महाजनिेिक, केन्द रीय ररिि ि पुजलस बल स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि
को जनम्न जलजखत प्रजिजि स े प्रजतस्ट् थाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(घ) क्रम संख् या 6 पर महाजनिेिक, भारत-जतब् बत सीमा पुजलस स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि
को जनम्न जलजखत प्रजिजि स े प्रजतस्ट् थाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ङ) क्रम संख् या 7 पर महाजनिेिक, केन्द रीय औद्योजगक सरु क्षा बल स े संबंजधत पि के जलए कॉलम 4 की
प्रजिजि को जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(च) क्रम संख् या 8 पर महाजनिेिक, पुजलस अनुसधं ान एिं जिकास ब् यरू ो स े संबंजधत पि के जलए कॉलम 4 की
प्रजिजि को जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(छ) क्रम संख् या 9 पर महाजनिेिक, राष्टर ीय सुरक्षा बल स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि को
जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ि) क्रम संख् या 11 पर महाजनिेिक, आरपीएफ, रेलिे स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि को
जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(झ) क्रम संख् या 13 पर महाजनिेिक, सिस्ट् त्र सीमा बल स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि को
जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ञ) क्रम संख् या 14 पर महाजनिेिक, जसजिल सुरक्षा, होम गाड ि एि ंअजििमन सेिाओं स े संबंजधत पि के जलए
कॉलम 4 की प्रजिजि को जनम्न जलजखत प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:
‘‘मंजत्रमंडल की जनयुजि सजमजत द्वारा यथाजनधािररत िते न मैररक्स म ें स्ट् तर 17 अथिा स्ट्त र 16’’,
(ट) क्रम संख् या 17 पर महाजनिेिक (अन्द िेषण), एनएचआरसी स े संबंजधत पि के जलए कॉलम 4 की प्रजिजि
को जनम्न जलजखत प्रजिजि स े प्रजतस्ट् थाजपत दकया िाएगा, नामत:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3

प्रजिजि स े प्रजतस्ट्थ ाजपत दकया िाएगा, नामत:

NOTIFICATION
New Delhi, the 25th April, 2023
G.S.R. 314(E).— In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services
Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned,
hereby makes the following rules to amend the Indian Police Service (Pay) Rules, 2016, namely:-
1. Short title and commencement:
(1) These rules may be called the Indian Police Service (Pay) Amendment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Police Service (Pay) Rules, 2016, in SCHEDULE II,-
(i) in PART (C),-
(a) at serial number 3, the post relating to Director of Sardar Vallabhabhai Patel National Police
Academy, for the entry in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(b) at serial number 4, the post relating to Director General of Border Security Force, for the entry in
column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(c) at serial number 5, the post relating to Director General of Central Reserve Police Force, for the
entry in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(d) at serial number 6, the post relating to Director General of Indo-Tibetan Border Police, for the entry
in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(e) at serial number 7, the post relating to Director General of Central Industrial Security Force, for the
entry in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(f) at serial number 8, the post relating to Director General of Bureau of Police Research and
Development, for the entry in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(g) at serial number 9, the post relating to Director General of National Security Guard, for the entry in
column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(h) at serial number 11, the post relating to Director General RPF, Railways, for the entry in column 4,
the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(i) at serial number 13, the post relating to Director General of Sashastra Seema Bal, for the entry in
column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(j) at serial number 14, the post relating to Director General of Civil Defence, Home Guard and Fire
Services, for the entry in column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(k) at serial number 17, the post relating to Director General (Investigation) of NHRC, for the entry in
column 4, the following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(l) at serial number 19, the post relating to Director General of NIA, for the entry in column 4, the
following entry shall be substituted, namely:-
“Level 17 or level 16 in the pay matrix as decided by the Appointment Committee of the Cabinet”;
(ii) in PART (C), after serial number 19 and before Part (D), the following shall be inserted, namely:-
Sl. Office or Union Particulars of posts Pay or Pay-Scale Central (Deputation
No. Territory as Tenure)
Allowance
20. Ministry of Home Special Secretary Level 17 or Level 16 in the pay --
Affairs (IS) matrix as decided by the
Appointment Committee of the
Cabinet.
Provided that the maximum number of posts in the Apex Scale, out of the posts enumerated in Sl. No. 3, 4, 5, 6, 7, 8,
9, 11, 13, 14, 17, 19 and 20 in the Part (C) of Schedule II, shall not exceed nine (09).
Note 1: The post of Special Director, Intelligence Bureau should also be governed by the seniority-cum-suitability
principle.
Note 2: The principal rules were published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i)
vide G.S.R. 910 (E) dated the 23rd September, 2016 and last amended vide Notification number G.S.R.
134(E) dated the 24th February, 2023.
