Executive Summary & Key Takeaways

What it means

  • This notification amends the policy conditions for the export of rice (both Basmati and Non-Basmati) under the ITC (HS) Export Policy 2018, specifically concerning the requirement of inspection certificates.
  • The amendment provides a temporary relaxation in the mandatory inspection certificate requirement for rice exports to certain European countries.

Key Changes

  • The notification amends Notification No. 27/2015-2020 dated 17th August 2022 with immediate effect.
  • For exports of Basmati and Non-Basmati rice to EU member states, United Kingdom, Iceland, Liechtenstein, Norway and Switzerland, a Certificate of Inspection from Export Inspection Council (EIC) or Export Inspection Agency (EIA) is required.
  • A key change is that the mandatory inspection certificate requirement by EIC/EIA is waived for exports to the remaining European countries for a period of six months from the date of this notification (dated 29th May, 2023).
  • This temporary waiver is applicable to both Basmati and Non-Basmati rice exports.

Impact Analysis

Exporters of Rice

  • Action Item: Exporters should continue to obtain inspection certificates for exports to EU member states, UK, Iceland, Liechtenstein, Norway and Switzerland.

Export Inspection Council (EIC) / Export Inspection Agencies (EIA)

  • Action Item: EIC/EIA should monitor the impact of the relaxed inspection norms on the quality of rice exports.

Importers in European Countries

  • Potential Impact: Importers may need to ensure quality control independently for rice sourced from India without mandatory EIC/EIA inspection.

Government (Directorate General of Foreign Trade)

  • Action Item: Evaluate the effectiveness of the temporary relaxation after six months to determine future policy direction.
