L.-33004/99 सी.जी.-डी.एल.-अ.-24112025-267941 CG-DxLx-xEG-I2D4H1x1x2x0 25-267941 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 775] नई दिल्ली, सोमिार, निम्ब र 24, 2025/अग्रहायण 3, 1947 No. 775] NEW DELHI, MONDAY, NOVEMBER 24, 2025/AGRAHAYANA 3, 1947 जित्त मत्रं ालय (रािस्ट्ि जिभाग) नई दिल्ली, 24 निम् बर, 2025 सा.का.जन. 861(अ).— राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए और जित्त मंत्रालय, रािस्ट्ि जिभाग, प्रितनत जनिेिालय, उप जिजधक सलाहकार और सहायक जिजधक सलाहकार, समूह ‘क’ पि, भती जनयम, 2019 का, िहां तक उनका संबंध सहायक जिजधक सलाहकार के पि स े है, उन बातों के जसिाय अजधक्ांत करत ेहुए, जिन्ह ेंऐसे अजधक्मण स ेपहल ेदकया गया ह ैया करन ेका लोप दकया गया ह,ै जित्त मंत्रालय, रािस्ट्ि जिभाग, प्रितनत जनिेिालय म ेंसहायक जिजधक सलाहकार के पि पर भती की पद्धजत को जिजनयजमत करन ेके जलए जनम्नजलजखत जनयम बनाती ह,ैं अर्ातत ् :- 1. सजं िप्त नाम और प्रारंभ - (1) इन जनयमों का संजिप्त नाम जित्त मंत्रालय, रािस्ट्ि जिभाग, प्रिततन जनिेिालय, सहायक जिजधक सलाहकार, (समूह ‘क’ पि) भती जनयम, 2025 ह।ै (2) य ेरािपत्र में इनके प्रकािन की तारीख को प्रिृत्त होंगे । 2. पिों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर – उि पि की सख्ं या, उसका िगीकरण और उसस ेसंलग्न िते न मैट्ररक्स में स्ट्तर िह होगा, िो उि उपाबद्ध अनुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) तक में जिजनर्िष्टत ह।ैं 7831 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा, अहतत ाएं आदि – उि पि की भती की पद्धजत, आयु-सीमा, अहतत ाएं और उससे संबंजधत अन्य बात ें िे होंगी िो उि अनसु ूची के स्ट्तंभ (5) से (13) में जिजनर्ितष्ट ह।ैं 4. जनरहतत ा - िह व्यजि – (क) जिसने ऐसे व्यजि स ेजिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजििा की ह;ै अर्िा (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह,ै या जििाह की संजििा की ह;ै उि पि के जलए जनयुजि का पात्र नहीं होगा: परंतु यदि केन्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करन ेके जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रिततन से छूट ि ेसकेगी। 5. जिजर्ल करन े की िजि : िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ैं उन्ह ेंलेखबद्ध करके तर्ा संघ लोक सिे ा आयोग से परामित करके इन जनयमों के दकसी भी उपबंध को दकसी िगत या प्रिग तके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त - इन जनयमों की कोई बात ऐसे आरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगों, भतू पूित सैजनकों और अन्य जििेष प्रिग त के व्यजियों के जलए उपबधं कराना अपेजित ह।ै अनसु चू ी पि का नाम पिों की सख्ं या िगीकरण िते न मट्रै रक्स म ेंस्ट्तर चयन या अचयन पि (1) (2) (3) (4) (5) सहायक जिजधक 18* साधारण िेतन मैट्ररक्स में स्ट्तर लाग ूनहीं होता सलाहकार केन्रीय सेिा, समूह – 11 (67700- (2025) “क”, रािपजत्रत, 208700 रूपय)े अननुसजचिीय *कायतभार के आधार पर पट्ररिततन दकया िा सकता ह ै। सीधी भती दकए िान े िाल े व्यजियों सीध ेभती दकए िान ेिाल ेव्यजियों के जलए अपजे ित िजै िक और अन्य अहतत ाएं के जलए आय-ु सीमा (6) (7) चालीस िषत की आयु से अजधक नहीं (1) दकसी मान्यता प्राप्त जिश्वजिद्यालय अर्िा संस्ट्र्ान स े जिजध म ें स्नातक उपाजध, और (केन्रीय सरकार द्वारा िारी अनुिेिों (2) िांजडक जिजधयों एि ंरािजित्तीय जिजधयों स ेसंबंजधत मामलों में न्यायालय अर्िा आििे ों के अनुसार सरकारी में अजधििा के रूप म ेंतीन िषों का अनुभि; अर्िा सेिकों के जलए अजधकतम आय–ु सीमा पााँच िषत तक जिजर्लनीय होगी।)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ट्रटप्पण: सघं लोक सेिा आयोग के (1) दकसी मान्यता प्राप्त जिश्वजिद्यालय अर्िा संस्ट्र्ान से जिजध में स्नातकोत्तर द्वारा यर्ा जिज्ञाजपत तारीख आयु- उपाजध, और सीमा अिधाट्ररत करन े हते ु जनणातयक होगी। (2) िांजडक जिजधयों एि ंरािजित्तीय जिजधयों स ेसंबंजधत मामलों में न्यायालय में अजधििा के रूप म ेंएक िष तका अनुभि। ट्रटप्पण 1: अन्यर्ा सअु र्हतत अभ्यर्र्तयों के संिभ त में सघं लोक सेिा आयोग द्वारा जलजखत रूप में कारण अजभलेजखत करते हुए, अपने जििेकाजधकार से, अहतत ाओं म ें जिजर्लता प्रिान की िा सकेगी। ट्रटप्पण 2: अनुसूजचत िाजतयों अर्िा अनुसूजचत िनिाजतयों से संबंजधत अभ्यर्र्तयों के संिभ त म ें यदि चयन प्रदक्या के दकसी भी स्ट्तर पर संघ लोक सेिा आयोग का यह समाधान होता ह ैकी उन समुिायों के जलए आरजित ट्ररजियों को भरने हते ु अपेजित अनुभि रखने िाले संबंजधत अभ्यर्र्तयों के पयातप्त संख्या में उपलब्ध होन े की संभािना नहीं ह,ै तो संघ लोक सेिा आयोग द्वारा जलजखत रूप में कारण अजभलेजखत करते हुए, अपने जििेकाजधकार से, अनुभि संबंधी अहतत ाओं में जिजर्लता प्रिान की िा सकेगी। सीध े भती दकए िान े िाल े पट्ररिीिा की अिजध, यदि कोई हो भती की पद्धजत : भती सीधी होगी या प्रोन्नजत द्वारा व्यजियों के जलए जिजहत या प्रजतजनयजु ि /आमले न द्वारा तर्ा जिजभन्न आय ु और िजै िक अहतत ाए ं पद्धजतयों द्वारा भरी िान े िाली ट्ररजियों की प्रोन्नत व्यजियों की ििा म ें प्रजतितता लाग ूहोंगी या नहीं (8) (9) (10) लाग ूनहीं होता सीधी भती दकए िाने िाल ेव्यजियों (i) पचहत्तर प्रजतित सीधी भती द्वारा; और के जलए एक िषत । (ii) पच्चीस प्रजतित प्रजतजनयुजि द्वारा जिसके ट्रटप्पण: पट्ररिीिा को सफलतापूितक अंतगतत अल्पकाजलक संजििा/ आमेलन भी पूरा करन ेके जलए केन्रीय सरकार द्वारा ह,ै जिसके जिफल होने पर सीधी भती यर्ाजिजहत कम से कम िो सप्ताह की द्वारा। अिजध का प्रिेि प्रजििण अजनिायत होगा। प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी भती करन े म ें दकन भती की ििा म ें ि े श्रजे णया ं जिनस े सरं चना पट्ररजस्ट्र्जतयों म ें सघं लोक प्रोन्नजत या प्रजतजनयजु ि/आमले न दकया सिे ा आयोग स े परामि त िाएगा। दकया िाएगा (11) (12) (13) प्रजतजनयुजि (जिसके अंतगतत समहू 'क' जिभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं धं सीधी भती के मामले म ेंसंघ अल्पकाजलक संजििा भी ह)ै /आमेलन: लोक सेिा आयोग स े म ें जिचार करन े के जलए), जिसम ें जनम्नजलजखत परामि तआिश्यक ह।ै होंग े:- केन्रीय सरकार या राज्य सरकार या संघ राज्यिेत्र प्रिासन, मान्यता प्राप्त 1. अपर सजचि, रािस्ट्ि जिभाग – (अध्यि) जिश्वजिद्यालय या मान्यता प्राप्त अनुसंधान संस्ट्र्ा या साितिजनक िेत्र के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उपक्म या कानूनी संगठन या स्ट्िायत्त 2. संयुि सजचि, रािस्ट्ि जिभाग –(सिस्ट्य) जनकाय के अजधकारी : 3. प्रितनत जनििे क – (सिस्ट्य) (क) (i) िो जनयजमत आधार पर मूल संिगत या जिभाग म ें सििृ पि धारण कर रह ेह;ै अर्िा (ii) जिन्होंन े मलू संिग त या जिभाग में िेतन मैट्ररक्स म ें स्ट्तर-10 (56100- 177500 रूपय)े या समतल्ु य पि में जनयुजि के पश्चात जनयजमत आधार पर उस श्रेणी में पांच िष त की सेिा की हो; और (ख) िो स्ट्तंभ (7 ) के अधीन सीधी भती के जलए जिजहत ििै जणक योग्यता और अनुभि रखत े हों। ट्रटप्पण 1 : प्रजतजनयुजि (जिसके अंतगतत अल्पकाजलक संजििा भी ह)ै की अिजध, जिसके अंतगतत केन्रीय सरकार के उसी या दकसी अन्य सगं ठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य संिग त बाह्य पि पर प्रजतजनयुजि (जिसके अंतगतत अल्पकाजलक संजििा भी ह)ै की अिजध ह,ै साधारणतया चार िषत से अजधक नहीं होगी। ट्रटप्पण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेिन प्राप्त करन ेकी अंजतम तारीख को छप्पन िषत से अजधक नहीं होगी । ट्रटप्पण 3 : केिल केन्रीय सरकार अर्िा राज्य सरकार अर्िा संघ- राज्यिेत्रों के अजधकारी ही आमले न पर जनयुजि हते ु जिचारण के पात्र होंगे। [फा. स.ं ए – 12018/2/2023- एडी.ईडी] रािीि लोचन, अिर सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF FINANCE (Department of Revenue) NOTIFICATION New Delhi, the 24th November, 2025 G.S.R. 861(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Finance, Department of Revenue, Directorate of Enforcement, Deputy Legal Adviser and Assistant Legal Adviser, Group ‘A’ Posts, Recruitment Rules, 2019, in so far as they relate to post of Assistant Legal Adviser, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the method of recruitment to the post of Assistant Legal Adviser in the Directorate of Enforcement, Department of Revenue, Ministry of Finance, namely :–– 1. Short title and commencement.— (1) These rules may be called the Ministry of Finance, Department of Revenue, Directorate of Enforcement, Assistant Legal Adviser (Group ‘A’ Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.— No person, –– (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
