या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितिन से छूट िे सकेगी। 5. जिजर्ल करने की िजि. - िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहााँ िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा सघं लोक सेिा आयोग से परामिि करके इन जनयमों के दकसी उपबंध को दकसी िगि या प्रिग िके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािृजत्त. - इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े िगों, भूतपूि ि सैजनकों और अन्य जििेष प्रिग ि के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम । पिों की संख्या । िगीकरण । िेतन मैट्ररक्स में स्ट्तर । चयन अर्िा अचयन पि । (1) (2) (3) (4) (5) पुजलस अधीक्षक *122 साधारण केन्रीय िेतन मैट्ररक्स में स्ट्तर – चयन । सेिा, समूह ‘क’, 12 (78,800 - (2024) रािपजत्रत, 2,09,200 रु.) अननुसजचिीय * कायिभार के आधार पर पट्ररितिन दकया िा सकता ह।ै सीधे भती दकए सीधे भती दकए िाने सीधे भती दकए पट्ररिीक्षा की अिजध, भती की पद्धजत: भती िाने िाल े िाले व्यजियों के जलए िानेिाले व्यजियों यदि कोई हो। सीधे होगी या प्रोन्नजत व्यजियों के जलए अपेजक्षत िैजक्षक और के जलए जिजहत द्वारा या प्रजतजनयुजि / आयु सीमा । अन्य अहति ाएाँ । आयु और िैजक्षक आमेलन द्वारा तर्ा अहति ाएं प्रोन्नत जिजभन्न पद्धजतयों द्वारा व्यजियों की ििा भरी िाने िाली में लागू होंगी या ट्ररजियों की प्रजतितता नहीं। (6) (7) (8) (9) (10) लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता। (i) पचास प्रजतित प्रौन्नजत द्वारा, जिसके ना हो सकन े पर प्रजतजनयुजि द्वारा; और (ii) पचास प्रजतित प्रजतजनयुजि द्वारा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयुजि या आमेलन द्वारा भती यदि जिभागीय प्रोन्नजत सजमजत ह,ै भती करने में दकन की ििा म ें िे श्रेजणयााँ जिनसे प्रोन्नजत या तो उसकी संरचना। । पट्ररजस्ट्र्जतयों म ें संघ प्रजतजनयुजि या आमले न दकया िाएगा । लोक सेिा आयोग से परामिि दकया िाएगा । (11) (12) (13) प्रोन्नजत – अपर पुजलस अधीक्षक, जिन्होंन े िेतन समूह 'क' जिभागीय प्रोन्नजत संघ लोक सेिा आयोग से मैट्ररक्स (67,700 – 2,08,700 रू.) के स्ट्तर – सजमजत (प्रोन्नजत के संबंध म ें परामिि करना आिश्यक 11 में ग्रेड म ें पांच िष ि जनयजमत सेिा की हो, जिचार करने के जलए) जिसमें नहीं ह।ै जिसके ना हो सकने पर, अपर पुजलस अधीक्षक, जनम्नजलजखत होंगे :- जिन्होंने ग्रेड म ें तीन िष ि म ें जनयजमत सेिा की हो तर्ा अपर पुजलस अधीक्षक और उप पुजलस 1. अध्यक्ष या सिस्ट्य, संघ लोक अधीक्षक, स्ट्तर 10, िेतन मैट्ररक्स (56,100 – सेिा आयोग - अध्यक्ष; 1,77,500 रु.) के ग्रडे में िस िषि की सजम्मजलत सेिा की हो तर्ा िो सप्ताह का प्रजिक्षण सफलतापूििक पूण ि दकया हो। 2 जनिेिक या जििेष जनिेिक या अपर जनिेिक, केंरीय अन्िषे ण ट्रटप्पण: िहा ं ऐसे कजनष्ठ व्यजियों के संबंध में, ब्यूरो - सिस्ट्य; जिन्होंने अपनी अहकि या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी 3. अपर सजचि या संयुि सजचि जिचार दकया िाएगा परंत ु यह तब िब दक (सतकिता), कार्मिक और प्रजिक्षण उसके द्वारा की गई ऐसी अहकि या पात्रता सेिा, जिभाग - सिस्ट्य। अपेजक्षत अहकि या पात्रता सेिा के आध े से अजधक से या िो िषि से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकि या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूििक पूरी कर ली हो। प्रजतजनयुजि : 1. भारतीय पुजलस सेिा के अजधकारी; या 2 (क) अजखल भारतीय सेिाओं के अजधकारी; या (ख) केन्रीय पुजलस संगठन के अजधकारी ; या (ग) केन्रीय सरकार संगट्रठत समूह ‘क’ सेिा के अजधकारी ; और (घ) राज्य़ या संघ राज्य क्षत्रे पुजलस संगठनों के अजधकारी। (I) जिन्होंन े सििृ पि जनयजमत आधार पर धारण दकया हो ; या (II) जिन्होंन े िेतन मैट्ररक्स के स्ट्तर -11 या समतुल्य में जनयजमत आधार पर तीन िषि सेिा की हो। ट्रटप्पण 1. – भारतीय पुजलस सेिा से जभन्न4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सेिाओं से प्रजतजनयुजि के जलए जचजन्हत ट्ररजियों पर जनयुि दकए िाने िाले अजधकाट्ररयों की संख्या अठारहा से अजधक नहीं होगी। ट्रटप्पण 2. – भारतीय पजु लस सेिा के अजधकाट्ररयों दक प्रजतजनयुजि समय – समय पर यर्ासंिोजधत गृह मंत्रालय के तारीख 30 माचि, 2010 के कायािलय ज्ञापन संख्या I- 21023/29/2007-आईपीएस III म ें अंतर्ििष्ट प्रजतजनयुजि संबंधी अनुिेिों या आििे ो के जनबंधनों के अनुसार जिजनयजमत की िाएगी। ट्रटप्पण 3. – भारतीय पजु लस सेिा के अजधकारी, भारतीय पुजलस सिे ा (िेतन) जनयम -1954 के अनुसार िते न और भत्ते प्राप्त करेंगे। इसी प्रकार, अजखल भारतीय सेिाओं के अजधकारी और केन्रीय सरकार के समूह ‘क’ संगट्रठत सेिाओं के अजधकारी भी मूल काडर की तरह ही िते न और भत्ते प्राप्त करेंगे। ट्रटप्पण 4- पोषक प्रिगि के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 5- प्रजतजनयुजि की अिजध, जिसके अंतगति केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ै साधारणतया 4 िषि से अजधक नहीं होगी । ट्रटप्पण 6:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करन े की अंजतम तारीख को 56 िष ि से अजधक नहीं होगी । [फ़ा. सं. 213/9/2024-एिीडी-II ] सत्यम श्रीिास्ट्ति, अिर सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF PERSONNEL PUBLIC GRIEVANCES AND PENSIONS (Departmental of Personnel and Training) NOTIFICATION New Delhi, the 4th December, 2024 G.S.R. 748(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Bureau of Investigation (Senior Police Post) Recruitment Rules, 2013, in so far as it relates to the post of Superintendent of Police, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Superintendent of Police in the Central Bureau of Investigation, in the Ministry of Personnel, Public Grievances and Pensions, namely:- 1. Short title and commencement. — (1) These rules may be called the Central Bureau of Investigation Superintendent of Police Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt such person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] SCHEDULE Name of post. Officers of the Indian Police Service; or 2 (a) Officers of the All India Services; or (b) Officers of the Central Police Organisations; or (c) Officers of the Central Government organised Group ‘A’ Services; and (d) Officer of the State or Union territory Police Organizations. (I) holding analogous posts on regular basis; or (II) with three years' regular service in posts in level 11 in the pay matrix or equivalent. Note 1 - The number of officers from services other than Indian Police Service to be appointed on the vacancies earmarked for deputation shall not exceed a maximum of eighteen. Note 2- Deputation of Indian Police Service officers shall be regulated in terms of the instructions or orders relating to the deputation as contained in the Ministry of Home Affairs Office Memorandum No.I-21023/29/2007-IPS III, dated the 30th March, 2010 as amended from time to time. Note 3 - Indian Police Service officers shall draw pay and entitlements as per the Indian Police Service (Pay) Rules, 1954 as amended from time to time. Similarly, officers of all India services and officers of Central Government Group ‘A’ organized services shall also draw their pay and entitlements as drawn in the parent cadre.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 4- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 5- The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years. Note 6 -The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
