L.-33004/99 सी.जी.-डी.एल.-अ.-23072025-264886 CG-DxLx-xEG-I2D3H0x7x2x0 25-264886 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 442] नई दिल्ली, सोमवार, िलु ाई 21, 2025/आर्ाढ़ 30, 1947 No. 442] NEW DELHI, MONDAY, JULY 21, 2025/ASHADHA 30, 1947 सड़क पररवहन और रािमाग गमत्रं ालय अजधसचू ना नई दिल्ली, 18 िुलाई, 2025 सा.का.जन. 485(अ).—केंद्रीय मोटर यान जनयमावली, 1989, जिनम ें केंद्रीय सरकार मोटर यान अजधजनयम, 1988 (1988 का 59) की धारा110 के द्वारा प्रित्त िजियों का प्रयोग करत े हुए संिोधन करने का प्रस्ट्ताव करती ह,ै म ें और अजधक संिोधन करत े हुए जनम्नजलजखत कजतपय प्रारूप जनयमों को इस अजधजनयम की धारा 212 की उप-धारा (1) के द्वारा यथावश्यक इसके द्वारा प्रभाजवत होने की संभावना वाले सभी व्यजियों की िानकारी के जलए एतिद्वारा प्रकाजित दकया िाता ह;ै और एतिद्वारा नोरटस दिया िाता ह ै दक प्रारूप जनयमों पर उस तारीख से तीस दिन की अवजध समाप्त होन े के बाि जवचार दकया िाएगा जिस तरीख स े सरकारी रािपत्र म ें यथा प्रकाजित इस अजधसचू ना की प्रजतयां िनता के जलए उपलब्ध करायी िाती ह;ैं पूवोवत अवजध समाप्त होन े के पहल े उक्त प्रारूप जनयमों के सबं ंध म ें दकसी भी व्यजि स े प्राप्त होन े वाली दकन् हीं आक्षेपों या सुझावों पर केंद्रीय सरकार द्वारा जवचार दकया िाएगा। इन प्रारूप जनयमों के प्रजत आक्षपे ों एव ं सुझावों, यदि कोई हो, को अपर सजचव (एमवीएल, पररवहन और सड़क सुरक्षा), सड़क पररवहन और रािमागग मंत्रालय, पररवहन भवन, संसि मागग, नई दिल्ली-110001 के पास या ईमले : comments-morth@gov.in पर भेिा िा सकता ह।ै प्रारूप जनयम 1. िीर्गक एव ं प्रारंभ — (1) इन जनयमों को केन्द्रीय मोटर यान (संिोधन) जनयमावली, 2025 कहा िाएगा। 4884 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (2) बिते, इन जनयमों म ें अन् यथा उपबंजधत के जसवाय, ये रािपत्र म ें उनके अंजतम प्रकािन की तारीख स े प्रवृत्त होंगे। (i) जनयम 125ि के अंतगगत नए उप-जनयमों का अंतःस्ट्थापन: जनयम 125ि के उप-जनयम (3) के पश्चात, जनम्नजलजखत उप-जनयम अतं ःस्ट्थाजपत दकए िाएगँ ,े अथातग ्:— “(4) 1 अक्टूबर, 2026 को या उसके बाि, सभी ढुलाई वाले रैक्टर एआईएस-140 के अनुरूप वाहन अवजस्ट्थजत (लोकेिन) रैककंग उपकरण (वीएलटीडी) स े सुसजित होंगे। (5) * वीएलटीडी को आईएस 16722:2018 के अनरूु प एक आरएफआईडी रांसीवर के साथ एकीकृत दकया िाएगा, िो युजममत रेलर स ेआरएफआईडी डेटा को पढ़न ेऔर उसे बैकएंड पर प्रेजर्त करने म ेंसक्षम होगा। (6) * सभी रेलरों म ें आईएस 16722:2018 के अनुसार जनजरिय आरएफआईडी टैग लगाए िाएँग े तादक रैक्टरों के साथ इलेक्रॉजनक पहचान और युममन संभव हो सके। (7) 1 अप्रलै , 2027 को या उसके बाि, सभी ढुलाई वाले रैक्टरों म ें महत्वपूणग वाहन डेटा को कैप्चर और संग्रहीत करन े के जलए एक इवेंट डेटा ररकॉडरग (ईडीआर) लगाया िाएगा। ईडीआर पररचालन घटनाओं का जवश्लेर्ण करन े और सुरक्षा जनगरानी बढ़ान े के जलए आवश्यक मापिंडों को ररकॉडग करने म ेंसक्षम होगा।" *इस अनुप्रयोग की अपेक्षाओं को समाजहत करन े के जलए एआईएस 140 और आईएस 16722:2018 को 31 दिसंबर 2025 तक या उससे पहल े उपयुि रूप स ेसंिोजधत दकया िाएगा। (ii) जनयम 125घ म,ें जनम्नजलजखत परंतुक अतं ःस्ट्थाजपत दकया िाएगा: "बिते दक 1 अक्टूबर, 2026 को या उसके बाि- क .सभी रेलरों म ेंआईएस 9895:2004 के अनुसार 13-जपन या 13-पोल कनेक्टर लगाए िाएँगे। "बिते दक 1 अप्रलै , 2027 को या उसके बाि– क. सभी ढुलाई वाल े रैक्टरों और रेलरों की यांजत्रक युममन प्रणाली (पाँचवाँ पजहया) समय-समय पर यथा संिोजधत आईएस 8007:2024 (भाग 1 और 2) के अनुरूप होगी।" [फा. सं. आरटी-11036/98/2025-एमवीएल] महमूि अहमि, अपर सजचव नोटः मूल जनयम भारत के रािपत्र, असाधारण, भाग- II, खडं 3, उप धारा (i) म ें सा.का.जन. 590(अ), दिनांदकत 02 िून, 1989 के माध् यम स े प्रकाजित दकए गए थ े और जपछली बार सा.का.जन...........(अ), दिनांदकत ........... द्वारा संिोजधत दकए गए। MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 18th July, 2025 G.S.R. 485(E).—The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. Short title and commencement. — (1) these rules may be called as the Central Motor Vehicles ( ................................................... Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. (i) Insertion of new sub-rules under Rule 125H: After sub-rule (3) of rule 125H, the following sub-rules shall be inserted, namely:— “(4) On or after 1st October, 2026, all haulage tractors shall be equipped with Vehicle Location Tracking Devices (VLTD) compliant with AIS-140. (5) * The VLTD shall be integrated with an RFID transceiver conforming to IS 16722:2018, capable of reading RFID data from the coupled trailer and transmitting it to the backend. (6) * All trailers shall be fitted with passive RFID tags in accordance with IS 16722:2018 to enable electronic identification and pairing with tractors. (7) On or after 1st April, 2027, all haulage tractors shall be equipped with an Event Data Recorder (EDR) to capture and store critical vehicle data. The EDR shall be capable of recording parameters necessary for analysing operational events and enhancing safety monitoring.” *AIS 140 and IS 16722:2018 shall be suitably amended to incorporate the requirements for this application on or before 31-Dec-2025 (ii) In Rule 125D, the following proviso shall be inserted: “Provided that on or after 1st October, 2026— a. All trailers shall be fitted 13-pin or 13-pole connector as per IS 9895:2004. st “Provided that on or after 1 April, 2027- a. The mechanical coupling system (fifth wheel) of all haulage tractors and trailers shall conform to IS 8007:2024 (Part 1 and 2), as amended from time to time.” [F.
