“(iअ) जवश्वव्यापी समजन्वत हल्के यान परीिण प्रदिया (डब्ल्यएू लटीपी) परीिण चि सजहत भारत चरण-VI (बीएस-4) उत्सिनग मानक: 1 अप्रैल 2027 या उसके बाि जनर्मगत सभी मॉडलों के जलए, सकल यान भार (िीवीडब्ल्य)ू 3500 दकलोग्राम स े अजधक न होन े वाल े श्रणे ी एम2 के यानों और श्रेणी एम1 के यानों के जलए उत्सिगन मानक जनम्नानुसार होंगे:– सारणी 1: पीआई और सीआई आतं ररक िहन (कंबस्ट्ि न) इंिन वाल ेयानों के जलए जनकास (एक्ि ास्ट्ट ) उत्सिनग सीमाएं: (बीएस-4) डब्ल्यएू लटीपी श्रणे ी वग गसिं भ ग काबनग कुल हाइड्रो नॉनमीथने नाइरोिन कुल हाइड्रोकाबनग पार्टगकुलटे कणों द्रव्यमान मोनोऑक्साइड- काबनग - बीएस VI, डब्ल्यूएलटीपी परीिण प्रदियाओं के साथ, सारणी 2 के जनयम 115(18)(i) के समान होगी, जिसमें स्ट्पष्टीकरण रटप्पण (1) स े(5) िाजमल ह।ैं रटप्पण - 1. परीिण चेजसस डायनेमोमीटर पर दकया िाएगा। 2. ड्राइववंग साइकल सजहत परीिण प्रदिया समय-समय पर संिोजधत एआईएस-175 के अनुसार होगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 3. उत्पािन अनरूु पता (सीओपी) प्रयोिनों के जलए मानिडं ों में कोई छूट नहीं िी िाएगी और अनुपालन की प्रदिया समय-समय पर संिोजधत एआईएस-175 के अनुसार होगी। 4. संिभग ईंधन के जलए जवजनिेि जनयम 115(18)(i) के नोट 4 के समान होंगे। 5. िैंककेस वेंरटलेिन प्रणाली सेवायुमंडल में दकसी भी िैंककेस गसै का उत्सिगन नहीं होना चाजहए। 6. गैसोलीन ईंधन वाले यानों स े वाष्पीकरण उत्सिगन 2.0 ग्राम/परीिण से अजधक नहीं होना चाजहए। गैसोलीन ईंधन वाले यानों के जलए वाष्पीकरण उत्सिगन परीिण प्रदिया एआईएस-175 में जनर्िगष्ट औरसमय-समय पर संिोजधत प्रदिया के अनुसार होगी। 7. उत्पािन अनुरूपता (सीओपी) परीिण प्रदिया एआईएस-175 में वर्णतग और समय-समय पर संिोजधत प्रदिया के अनुसार होगी। 8. उत्पािन अनरूु पता (सीओपी) आवृजत्त और सैंपल के जनयम 115 (18) (i) के नोट 8 के समान होंगे। 9. वाजणजज्यक ईंधन के जलए जवजनिेि जनयम 115(18)(i) के नोट 9 के समान होंगे। 10. एनओएक्स न्यूनीकरण एिेंट एयूएस32 (एक् वेरटक यूररया सोल्य ूिन) के जवजनिेि जनयम 115(18) (i) के नोट 10 के समान होोोंगे। 11. डीिल यानों के जलए निर आन े वाले प्रिषू कों (धआु ं) के उत्सिगन की आवश्यकताएं जनयम 115 (18) (i) के नोट 11 के समान होंगी। 12. इंिन की िजि को इंिन डायनेमोमीटर पर मापा िाएगा और मापी गई िजि के जलए प्रदिया और आवश्यकताएं जनयम 115 (18) (i) के नोट 12 के समान होंगी। 13. टाइप II परीिण: इस उप-खंड म ें जनर्िगष्ट पीआई इंिन लग े यान जनयम 115 के उपजनयम (2) के खंड (i)के प्रावधानों,िैसा लाग ूहो का अनुपालन करेंगे। 14. फ्री एक् सलरेिन स्ट् मोक: इस उप-खंड म ें जनर्िगष्ट सीआई इंिन वाले यान जनयम 115 के उपजनयम (2) के खंड (ii) के प्रावधानों,िैसा लाग ूहो का अनुपालन करेंगे। 15. िय कारक जनम्नजलजखत सारणी में दिए अनुसार होगा: - 1.0 1.0 इजििन समय-समय पर यथासंिोजधत एआईएस-175 के अनुसार संपूणग यान या बेंच एविंग ड्यूरेजबजलटी परीिण कंप्रेिनइजििन प्रदियाओं का उपयोग करके िय कारक बनाए िाएंगे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (i) वैकजल्पक रूप स,े यान जवजनमागता पीआई यानों के जलए समय-समय पर यथा संिोजधत एआईएस- 175 के अनुसार िय कारक के मूल्यांकन के जलए 1,60,000 दकमी के यान एविंग परीिण या बेंच एविंग ड्यरू ेजबजलटी परीिण का जवकल्प चनु सकता ह।ै (ii) समय-समय पर यथासंिोजधत एआईएस-175 के अनुसार यान का परीिण रैक, सड़क या चेजसस डायनेमोमीटर अथवा इंिन टेस्ट्ट बेंच पर यह परीिण दकया िा सकता ह।ै (iii) उपयुगि एविंग परीिण जनयम 126 म ें जनर्िगष्ट अनुमोदित परीिण एिेंसी द्वारा दकया िाना चाजहए। 16. यानों में उत्सिगन जनयंत्रण के जलए ऑन-बोड ग डायिोजस्ट्टक (बीएस VI - ओबीडी) जसस्ट् टम लगाए िाएंग,े जिसमें समय- समय पर यथा संिोजधत एआईएस-175 में जनधागररत प्रदिया के अनुसार कंप्यूटर मेमोरी म ें संग्रहीत िोष कोड के माध्यम से खराबी के संभाजवत िेत्र की पहचान करने की िमता होगी, िब उस जवफलता के पररणाम स्ट्वरूप जनम्नजलजखत सारणी में िी गई सीमाओं से अजधक उत्सिगन में वृजि होती ह,ै अथागत:् - सभी 1900 1750 170 290 90 140 12 12 एम2) ऊध्वगजलजखत संिभों से संबंजधत स्ट्पष्टीकरणात्मक रटप्पजणयााँ- (1) पॉजिरटव इजििन के जलए, कण द्रव्यमान और कणों की संख्या की सीमा केवल डाइरेक् ट इंिेक्िन इंिन वाले यानों पर लागू होगी। (2) “संिभग द्रव्यमान” से यान के संचालन-योग्य अवस्ट्था में द्रव्यमान से चालक के समान रूप से जनधागररत 75 दकलोग्राम द्रव्यमान को घटाकर और उसमें समान रूप से जनधागररत 100 दकलोग्राम द्रव्यमान िोड़कर प्राप्त द्रव्यमान अजभप्रेत ह।ै 17. इन जनयमों का अनुपालन करन े वाल े बीएस VI यानों के जलए इन यूि परफॉमेंस रेश्यो (आईयूपीआर), ओबीडी प्रणाजलयों के एक जवजिष्ट मॉजनटर एम का इन यूि परफॉमेंस रेश्यो (आईयूपीआर) होगा: आईयूपीआरएम = अंि (न्युजमनेटर)/ हर (डीनोमीनेटर) i. अिं (न्युजमनेटर) और हर (डीनोमीनेटर) की तलु ना यह संकेत िते ी ह ै दक यान संचालन के सापेि एक जवजिष्ट मॉजनटर दकतनी बार संचाजलत होता ह।ै आईयूपीआर को रैक करने के जलए जवस्ट्ततृ आवश्यकताएाँ एआईएस-175 में िी गई ह।ैं ii. यदि एआईएस-175 में जवजनर्िगष्ट आवश्यकताओं के अनसु ार, यान एक जवजिष्ट मॉजनटर एम स े सुसजित ह,ै तो आईयूपीआरएम जनम्नजलजखत न्यूनतम मानों स ेअजधक या उनके बराबर होगा। (क) वाष्पीकरण उत्सिगन िुजिकरण जनयंत्रण मॉनीटर के जलए 0.520 (ख) अन्य सभी मॉनीटरों के जलए 0.336. (ग) सेकेंडरी एयर जसस्ट्टम मॉनीटर और कोल्ड स्ट्टाटग संबंजधत अन्य मॉनीटर के जलए 0.260[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 18. यानों का इन सर्वगस अनपु ालन एआईएस-175 में जनधागररत और समय-समय पर यथा संिोजधत प्रदिया के अनुसार होगा। 19. इन जनयमों का अनुपालन करने वाल े यानों के जलए टाईप अनुमोिन के िौरान सभी मॉडलों के जलए, यथा संिोजधत एआईएस-175 में जनधागररत प्रदिया के अनुसार पीईएमएस का उपयोग करके रीयल वल्डग ड्राइववंग सायकल उत्सिगन मापा िाएगा। आरडीई अनरूु पता कारक (सीएफ), जनम्नजलजखत सारणी के अनुसार होगा अथागत:् - सारणी 4 अनरूु पता कारक (सीएफ) : बीएस-VI डब्ल्यएू लटीपी ि. स.ं प्रिषू क सीएफ प्रिषू क एनओएक्स 1 + मार्िगन (3) एनओएक्स मार्िगन एनओएक्स के साथ= 0.43 1. पीएन (1) 1 + मार्िगन (3) पीएन मार्िगन पीएन के साथ= 0.5 2. सीओ (2) - ऊध्वगजलजखत संिभों स े संबंजधत स्ट्पष्टीकरणात्मक रटप्पजणयााँ- 1. पॉजिरटव इजििन (प्रत्यि इंिेक्िन) इंिन और कंप्रिे न इजििन इंिन के जलए लागू होंगे । 2. काबगन मोनोक्साईड उत्सिगन को आरडीई परीिणों में मापा और िि गदकया िाएगा। 3. मार्िगन एक पैरामीटर ह ै िो पीईएमएस उपस्ट्कर द्वारा प्रस्ट्तुत अजतररि माप अजनजश्चतताओं को ध्यान में रखता ह।ै 20. सीएनिी या बायो-सीएनिी या एचसीएनिी यान एआईएस 024, एआईएस-028 सिं ोधन 1, िैसा लाग ू हो के अनुसार सभी सुरिा आवश्यकताओं को पूरा करेंगे। 21. ई85 और ई100 के इथेनॉल जमश्रण के स्ट्तर के जलए यान की अनुकूलता पररभाजषत की िाएगी और इस े एआईएस 171:2021 के अनुसार स्ट्पष्ट रूप से निर आन े वाले जस्ट्टकर लगाकर यान पर प्रिर्ितग दकया िाएगा। 22. “पॉजिरटव इजििन इंिन सजहत सभी गैसोलीन चाजलत मोनो-फ्यलू एव ं बाय-फ्यूल वाहन, जिनम ें हाइजिड वाहन भी सजम्मजलत ह,ैं को एथने ॉल (ई20) ईंधन के साथ प्रमाजणत दकया िाना अजनवाय ग होगा।” 3. उि जनयम म,ें जनयम 115-छ के उपजनयम (2) के स्ट्थान पर जनम्नजलजखत उपजनयम रखा िाएगा, अथागत:् - “(2) उपजनयम (1) के अधीन अनुपालन सुजनजश्चत करन े की प्रदिया, या समय-समय पर यथा संिोजधत िस्ट्तावेज़ संख्या एमओआरटीएच/सीएमवीआर/टीएपी-115/116 एआईएस 137 के अनुसार अजधकजथत होगी। एआईएस-175 के अजधसूजचत होन े की तारीख स े और उसके पश्चात, उप-जनयम (1) के अधीन अनुपालन सुजनजश्चत करन े की प्रदिया, लाग ू जनयमों के अधीन उजल्लजखत समय-समय पर यथा संिोजधत एआईएस-175 के अनुसार होगी।” [फा. सं. आरटी-11036/25/2025-एमवीएल] महमूि अहमि, अपर सजचव रटप्पण: मूल जनयम भारत के रािपत्र, असाधारण, भाग-2, खडं 3, उप धारा (i) म ें अजधसूचना संख्या सा.का.जन. 590(अ), तारीख 02 िनू , 1989 के माध्य म से प्रकाजित दकए गए थ े और जपछली बार अजधसूचना संख्य ा सा.का.जन. 48(अ), तारीख 20 िनवरी, 2026 द्वारा संिोजधत दकए गए।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th February, 2026 G.S.R. 112(E).—Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R 270 (E), dated the 28th April, 2025 in the Gazette of India, Extraordinary, Part II, Section (3), Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date on which copies of the Gazette containing the said notification were made available to the public; And whereas copies of the said Gazette notification was made available to the public on 29th April, 2025; And whereas the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government. Now, therefore, in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:- 1. Short title and commencement. — (1) These rules may be called as the Central Motor Vehicles (Fourth Amendment) Rules, 2026. (2) Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette. 2. For positive ignition, particulate mass and number of particles limit shall apply only to vehicles with Direct Injection engines. 2. "Reference mass" means the vehicle’s mass in running order less the uniform mass of the driver of 75 kg and increased by a uniform mass of 100 kg. Application of Test Requirements for Type-Approval – BS-VI, with WLTP test procedures, shall be same as that of Table 2 of rule 115 (18) (i) including explanatory note (1) to (5) only. Notes. - 1. The test shall be on Chassis Dynamometer. 2. The test procedure including driving cycle shall be as provided in AIS-175 as amended from time to time.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 3. There shall be no relaxation of norms for Conformity of Production (COP) purposes and procedure for compliance shall be as per AIS-175 as amended from time to time. 4. Specifications for Reference Fuels shall be same as that of Note 4 of rule 115(18)(i). 5. Crankcase ventilation system shall not permit the emission of any of the crankcase gases into the atmosphere. 6. Evaporative emission shall not be more than 2.0g/test from Gasoline fuelled vehicles. The evaporative emission test procedure for gasoline fuelled vehicles shall be as per the procedure specified in AIS-175 and as amended from time to time. 7. The Conformity of Production (COP) testing procedure shall be as described in AIS-175 and as amended from time to time. 8. Conformity of Production (COP) frequency and samples shall be same as that Note 8 of rule 115(18)(i). 9. Specifications for Commercial Fuels shall be same as that note 9 of rule 115(18)(i). 10. Specifications of NOx reduction agent AUS 32 (Aqueous Urea Solution) shall be same as that of Note 10 of rule 115 (18) (i). 11. For diesel vehicles, the requirements for the emission of visible pollutants (smoke) shall be same as that of Note 11 of rule 115 (18) (i). 12. The engine power shall be measured on engine dynamometer and the procedure and requirements for the measured power shall be same as that of Note 12 of rule 115 (18) (i). 13. Type-II Test: Vehicles fitted with PI engines specified in this sub-clause shall comply with the provisions of clause (i) of sub-rule (2) of rule 115 as applicable. 14. Free Acceleration Smoke: Vehicles fitted with CI engines specified in this sub-clause shall comply with the provisions of clause (ii) of sub-rule (2) of rule 115 as applicable. 15. Ignition (i) Alternatively, for PI vehicles, the vehicle manufacturer may opt for a vehicle ageing test of 1,60,000 km or bench ageing durability test, for evaluating the Deterioration factor as per AIS-175 and as amended from time to time. (ii) This test may be performed by driving vehicle on a test track, on the road, or on a chassis dynamometer or Engine Test Bench as per AIS-175 and as amended from time to time (iii) The above ageing test should be carried out by the approved test agency specified in rule 126. 16. The vehicles shall be equipped with On-Board Diagnostic (BS- VI WLTP - OBD) systems for emission control which shall have the capability of identifying the likely area of malfunction by means of fault codes stored in computer memory as per the procedure laid down in AIS-175 and as amended from time to time when that failure results in an increase in emission above the limits given in the following Table, namely:-8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Table 3 On-Board Diagnostic (OBD) Threshold for vehicles: BS-VI WLTP Sl. In-use performance ratio (IUPR) for BS-VI WLTP vehicles complying to these rules, the in-use performance ratio (IUPR) of a specific monitor M of the OBD systems shall be: IUPR = Numerator/ Denominator M (i) Comparison of Numerator and Denominator gives an indication of how often a specific monitor is operating relative to vehicle operation. Detailed requirements for tracking IUPR are given in AIS-175. (ii) If, according to the requirements specified in AIS-175, the vehicle is equipped with a specific monitor M, IUPR shall be greater or equal to the following minimum values. M (a) 0.520 for evaporative emission purge control monitors. (b) 0.336 for all other monitors. (c) 0.260 for secondary air system monitors and other cold start related monitors. 18. In service compliance of vehicles shall be as per procedure laid down in AIS-175 and as amended time to time. 19. For the vehicles complying to these Rules, Real world driving cycle emission measurement using PEMS shall be carried out for vehicles as per the procedure laid down in AIS-175 as amended from time to time, for all models during Type Approval. The CNG or Bio-CNG or HCNG Vehicles shall meet all the safety requirements as per AIS 024, AIS-028 Revision 1 as applicable. 21. The compatibility of vehicle to the level of Ethanol blend of E85 and E100 shall be defined by the vehicle manufacturer and the same shall be displayed on the vehicle by putting a clearly visible sticker as per AIS 171:2021.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9 22. All the Gasoline fuelled Mono Fuel and Bi-Fuel Vehicles with Positive Ignition Engines including Hybrids shall be certified with Ethanol (E20) fuel.”. 3. In the said rules, in rule 115-G, for sub-rule (2), the following sub-rule shall be substituted, namely: - “(2) The procedure for ensuring compliance under sub-rule (1) shall be as laid down in Document No. MoRTH/CMVR/TAP-115/116 or AIS-137, as amended from time to time. On and after the AIS-175 is notified, the procedure for ensuring compliance under sub-rule (1) shall be as laid down in AIS-175 as amended from time to time as mentioned under the corresponding applicable rules.”.
