का.आ. 901(अ).—केंद्रीय सरकार समुद्री उत्पाद जनयाात जवकास प्राजधकरण अजधजनयम, 1972 (1972 का
अजधजनयम संखयांक 13) की धारा 33 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, समुद्री उत्पाद जनयाात जवकास
प्राजधकरण जनयम 1972 का और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती ह,ै अथाात:्-
1. (1) इस जनयम का संजिप्त नाम समुद्री उत्पाद जनयाात जवकास प्राजधकरण (संिोधन) जनयम, 2022 ह ै ।
(2) यह संिोधन 1.1.2001 स े प्रवृत्त हुआ समझा जाएगा।
2. समुद्री उत्पाद जनयाात जवकास प्राजधकरण जनयम, 1972 (जजसे इसम ें इसके पश्चात ् उि जनयम कहा गया ह)ै के जनयम
33 म,ें-
क. उप-जनयम (1) म,ें -
i. "समुद्री उत्पादों के पररवहन", िब्दों के पश्चात "छीलने वाला िेड, ताजा या िीजतत मछली प्रबंधन केंद्र, जीजवत
मछली प्रबंधन केंद्र या सूखी मछली प्रबंधन केंद्र ”िब्द, अंत:स्ट्थाजपत दकया जाएगा ;
ii. "प्ररूप II”, िब्दों और आंकडे के पश्चात , " प्ररूप II क, प्ररूप II ख, प्ररूप II ग और प्ररूप II घ", िब्द और
आंकडे, अंत:स्ट्थाजपत दकए जाएगं ;े

ग. उप-जनयम (2) के पश्चात, जवद्यमान "सारणी" और उससे संबंजधत प्रजवजियों के स्ट्थान पर, जनम्नजलजखत रखा

3. उि जनयम के जनयम 34 म ेंउपजनयम (3) के स्ट्थान पर जनम्नजलजखत रखा जाएगा:-
"(3) जहां रजजस्ट्रीकरण के जलए आवेदन अस्ट्वीकार नहीं दकया जाता ह,ै रजजस्ट्रीकरण का प्रमाण पत्र यथाजस्ट्थजत प्ररूप
V, प्ररूप VI, प्ररूप VII, प्ररूप VIII, प्ररूप VI (क), प्ररूप VI (ख), प्ररूप VI (ग) या प्ररूप VI (घ)म ें ददया जाएगा,
और प्रमाण पत्र म ेंजनर्ददि जनबंधन और ितों के अधीन होगा"।
4. उि जनयम म ें जनयम 38 के उपजनयम (2) म ें“पंद्रह रुपय”े िब्द के स्ट्थान पर “एक हजार रुपय”े िब्द रखे जाएगं े।
5. उि जनयम के जनयम 39 म,ें -
क. उप-जनयम (1) के स्ट्थान पर जनम्नजलजखत रखा जाएगा, अथाात:्-
"(1) यदद उस अवजध के दौरान जब समुद्री उत्पादों के जलए भंडारण पररसर का रजजस्ट्रीकरण, समुद्री उत्पादों के
पररवहन के जलए उपयोग दकया जाने वाला वाहन, जपललग का िडे , ताजा या िीजतत मछली प्रबंधन केंद्र, जीजवत
मछली प्रबंधन केंद्र या सूख े मछली प्रबंधन केंद्र लाग ू ह,ै उसका स्ट्वामी उस स्ट्थान को बदलना चाहता ह ै जहां पूवोि
इकाई जस्ट्थत ह,ै या प्राजधकरण द्वारा अनुमोददत के रूप म ें लआे उट, या इसकी िमता म ें कोई पररवतान या अन्यथा, या
उसके प्रबंधन के स्ट्थान को बदलना चाहता ह ै,मछली पकडन े का जलयान या वाहन वह ऐस े इजछछत पररवतान स े कम स े
कम तीस ददन पहल े सजचव या उसके द्वारा अजधकृत अन्य अजधकारी को आवेदन करेगा।”

4. रजजस्ट्रीकरण प्रमाण पत्र के धारक को एक रजजस्ट्टर म ें एक ददन-प्रजतददन का खाता रखना चाजहए जजसम ें प्राप्त कच्चे
माल की मात्रा, छीली गई मात्रा और जारी की गई मात्रा उस पाटी को इंजगत करती ह ै जजसे यह जारी दकया गया था।

S.O. 901(E).—In exercise of the powers conferred by section 33 of the Marine
Products Export Development Authority Act, 1972 (Act 13 of 1972), the Central Government
hereby makes the following rules further to amend the Marine Products Export Development
Authority Rules, 1972, namely:
1. (1) This Rule may be called the Marine Products Export Development Authority
(Amendment) Rules, 2021.
(2) This amendment shall be deemed to have come into force with effect from 1.1.2001.
2. In the Marine Products Export Development Authority Rules, 1972 (hereinafter referred
to as the said rules), in rule 33,-
a. in sub-rule (1),-
i. after the words, “transport of marine products’, the words, “peeling shed, fresh or
chilled fish handling centre, live fish handling centre or dried fish handling
centre.” shall be inserted;
ii. after the words and figures, “Form II, the words and figures, “Form II a, Form II
b, Form II c and Form II d”, shall be inserted;
iii. for the words, “on payment of rupees five”, the words, “on payment of rupees
two hundred”, shall be substituted;
iv. The word “or” occurring after processing plant and the word “or” occurring after
Storage Premises for marine products shall be omitted.
b. in sub-rule (2), -
i. the word, “or” shall be omitted.
ii. after the word, “Conveyance”, the words, “peeling shed, fresh or chilled fish
handling centre, live fish handling centre or dried fish handling centre”, shall be
inserted;
c. after sub-rule (2), for the existing “TABLE” and the entries relating thereto, the following

3. In the said rules, in rule 34, for sub-rule (3), the following shall be substituted:-
“(3) Where the application for registration is not refused, a certificate of registration
shall be granted in Form V, Form VI, Form VII, Form VIII, Form VI (a), Form VI (b),
Form VI (c) or Form VI (d) as the case may be, and shall be subject to the terms and
conditions specified in the certificate”.
4. In the said rules, in rule 38, in sub-rule (2), for the words, “rupees fifteen”, the words,
“rupees one thousand”, shall be substituted.
5. In the said rules, in rule 39, -
a. for sub-rule (1), the following shall be substituted, namely:-
“(1) If during the period when the registration of the storage premises for marine
products, conveyance used for the transport of marine products, peeling shed, fresh
or chilled fish handling centre, live fish handling centre or dried fish handling centre
is in force, the owner thereof desires to change place where aforesaid entity is
located, or the lay out as approved by the Authority, or any change in its capacity or
otherwise, or change the place of operation of the fishing vessel or conveyance he
shall apply to the Secretary or other officer authorized by him at least thirty days in
advance of such intended change.”
b. In sub-rule (2), for the words, “rupees fifteen”, the words,“rupeesone
thousand” shall be substituted.
6. In the said rules, in rule 41,:-
(a) in sub-rule (1) for the words and figures, “Rs. 5/-“, the words, “rupees two
hundred”, shall be substituted;
(b) in sub-rule (2), for the words, “rupees fifteen”, the words “rupees five thousand”,
shall be substituted.

in the plot with the said survey number, should also be sent along with the

CONDITIONS OF THE CERTIFICATE OF REGISTRATION
1. The certificate of registration is granted subject to the provisions of the The
Marine Products Export Development Authority Rules, 1972.
2. No change in the layout, design, capacity etc. should be done without the prior
written approval of The Marine Products Export Development Authority.
3. This certificate should be prominently displayed in the peeling shed.
4. The holder of the registration certificate should maintain a day-today account in
a register showing the quantity of raw materials received, the quantity peeled
and quantity issued indicating the party to whom it is issued. This register must
be available for inspection by officers of the The Marine Products Export
Development Authority and produced on demand.
5. Peeling sheds should issue a delivery note for all consignments of shrimp
peeled or pre-processed in their shed only, indicating the number and date of
the certificate. Inclusion of material pre-processed elsewhere in such delivery
slips, will be a violation of this condition and will entail cancellation of the
certificate.
6. In addition, it shall be incumbent on the part of the owner to comply with
instructions issued by The Marine Products Export Development Authority from

7. The owner should get this certificate endorsed for compliance with standards on
