Executive Summary & Key Takeaways

What it means

  • This notification amends the existing regulations regarding the import of livestock and fishery products into India.
  • The amendments aim to streamline the import process for certain categories of fishery products intended for re-export and human consumption, while also specifying permissible import locations.

Key Changes

  • Sanitary import permits are not required for raw fishery products if the importer holds an advance license issued by the Directorate General of Foreign Trade (DGFT) indicating the product is for re-export and obtains a No Objection Certificate (NOC) from the Animal Quarantine and Certification Services Stations (AQCS) or an officer authorized by the Ministry of Fisheries, Animal Husbandry and Dairying.
  • The NOC is issued only after verifying that the certificates from the exporting country conform to the standards specified by the Ministry of Fisheries, Animal Husbandry and Dairying for cultured sources, or a catch certificate confirms the product is from wild-caught material.
  • Sale of livestock products on the high seas is prohibited for products requiring a No Objection Certificate from the AQCS.
  • Import of perishable fish items exclusively for human consumption (excluding seed material) is allowed through the land ports at Dawki (Meghalaya) and Sutarkandi (Assam) under the jurisdiction of the Animal Quarantine and Certification Station in Kolkata.
  • Livestock products listed at serial numbers (x) and (xi) of paragraph 1 can be imported through the airport or land port located at Kanpur under the jurisdiction of the Animal Quarantine and Certification Station in New Delhi.

Impact Analysis

Importers

  • Importers should ensure they meet the certification requirements from exporting countries to obtain the necessary NOCs.

Exporters

  • Exporters of wild-caught fishery products must provide a catch certificate to verify the source of the product.

Government Agencies

  • Customs officials at Dawki, Sutarkandi, and Kanpur need to be aware of the new import permissions and procedures.

Action Items

  • Monitor the implementation of the new regulations and address any challenges or issues that may arise.
