This Public Notice, dated January 14, 2022, amends Para 2.54 (d)(iv) of the Handbook of Procedures, 2015-2020, concerning the import of metallic waste and scrap. Issued by the Director General of Foreign Trade, Department of Commerce, Ministry of Commerce and Industry, the amendment adds Hazira Port and Kamarajar Port to the list of sea ports exempted from the requirement of a Pre-Shipment Inspection Certificate (PSIC) for metallic scrap imported from safe countries/regions.
Specifically, metallic waste and scrap (both shredded and unshredded) imported from the USA, the UK, Canada, New Zealand, Australia, and the EU will not require a PSIC if cleared through the following ten ports: Chennai, Tuticorin, Kandla, JNPT, Mumbai, Krishnapatnam, Mundra, Kattupalli, Hazira, and Kamarajar. Consignments from these six countries/regions must be accompanied by a certificate from the supplier/scrap yard authority confirming the absence of radioactive materials or explosives, and are subject to radiation and explosive checks at the designated ports. Transshipments through these countries/regions are not eligible for this exemption. Imports through the remaining eight ports continue to require a PSIC, irrespective of the country of origin.
The effect of this notice is to increase the number of designated ports where metallic waste and scrap can be imported from safe countries/regions without a PSIC from eight to ten.

Subject: Amendment of Para 2.54 (d)(v)(iv) of Handbook of Procedures, 2015-2020.
S.O. (E) In exercise of powers conferred under Para 1.03 and 2.04 of the Foreign Trade
Policy, 2015-2020, the Director General of Foreign Trade hereby amends Para No. 2.54
(d)(v)(iv)of the Handbook of Procedures (2015-2020) by inserting Hazira Port and Kamarajar
Port to the list of sea ports where Pre-shipment Inspection Certificate (PSIC) is exempted in
case of import of metallic scrap coming from safe countries/regions. The amended para will
be read as under (changes made are in bold letters):
Amended Para No. 2.54 (d)(v)(iv): Import consignments of metallic waste and scrap
shall be subject to pre-shipment inspection certificate (PSIC) from the country of
origin. However, metallic waste and scrap (both shredded and unshredded) imported
from safe countries / region i.e. the USA, the UK, Canada, New Zealand, Australia and
the EU will not require PSIC if consignments are cleared through these ten (10) ports
namely, Chennai, Tuticorin, Kandla, JNPT, Mumbai, Krishnapatnam, Mundra,
Kattupalli, Hazira and Kamarajar. Consignments from these six countries / regions
will be accompanied by certificate from the supplier / scrap yard authority to the effect
that it does not contain any radioactive materials / explosives. These will however be
subject to radiation and explosive checks through portal monitors and container scanner
at these ports. Trans-shipments through these countries / regions will not be allowed
this facility. Import through remaining eight (8) other ports (for both shredded and
unshredded scrap / waste), irrespective of country of origin, will be subject to PSIC.
2. Effect of this Public Notice:
Import of metallic waste and scrap from 6 safe countries / region without PSIC is now
permitted from 10 designated ports including through Hazira port and Kamarajar port. As a
result, the total number of sea ports exempted for PSIC for import of metallic scrap under
Para 2.54 of HBP have increased from existing 08 to 10.
