- (क) जजसन े ऐसे व् यजि स े जजसका पजत अथवा जजसकी पत् नी जीजवत ह,ै स े जववाह दकया ह ै या जववाह की संजवदा की ह,ै या 7267 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जजसन े अपन े पजत या अपनी पत् नी के जीजवत रहत े हुए दकसी व् यजि स े जववाह दकया ह ै या जववाह की संजवदा की ह,ै उक्त पद पर जनयुजि का पात्र नहीं होगा: परंत ु यदद केन्र ीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह ऐसे व् यजि और जववाह के अन् य पक्षकार को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन् य आधार ह,ैं तो वह दकसी व् यजि को इस जनयम के प्रवतान स ेछूट दे सकेगी। 5. जिजथल करन े की िजि- जहां केन् रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै तो वहा ं वह उसके जलए जो कारण ह ैं उन् ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वग ा या प्रवग ा के व् यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी। 6. व्य ावजृ त्त- इन जनयमों की कोई बात, ऐस े आरक्षण, आय-ु सीमा म ें छूट, और अन् य ररयायतों पर प्रभाव नहीं डालेगी जजनका केन् रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनसु ार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूव ासैजनकों और अन् य जविेष प्रवगा के व् यजियों के जलए उपबधं करना अपेजक्षत ह।ै अनसु चू ी पद का नाम पद की संख्य ा वगीकरण वेतन मैररक् स में स्ट् तर चयन या अचयन पद (1) (2) (3) (4) (5) आिुजलजपक श्रेणी-I 10* (2023) साधारण केन् रीय सेवा स्ट् तर- 6 चयन *कायाभार के आधार पर समूह ‘ख’ अराजपजत्रत (35400-112400/-) पररवतान दकया जा सकता ह।ै अनुसजचवीय सीधी भती दकए जाने वाले सीधी भती दकए जाने वाले व् यजियों के सीधी भती दकए जाने वाल े पररवीक्षा की व् यजियों के जलए आयु सीमा जलए अपेजक्षत िैजक्षक और अन् य अहता ाएं व् यजियों के जलए जवजहत आयु अवजध, यदद कोई और िैजक्षक अहता ाएं प्रोन् नत हो व् यजियों के मामले में लाग ू होंगी या नहीं (6) (7) (8) (9) लाग ूनहीं लाग ूनहीं लाग ूनहीं लाग ूनहीं भती की पद्धजत: भती सीध े प्रोन् नजत या प्रजतजनयुजि या आमेलन यदद जवभागीय प्रोन् नजत भती करने में दकन होंगी या प्रोन् नजत द्वारा या द्वारा भती की दिा में व े श्रेजणयां जजनस े सजमजत ह,ै तो उसकी पररजस्ट्थजतयों में संघ प्रजतजनयुजि या आमेलन द्वारा प्रोन् नजत या प्रजतजनयुजि या आमेलन संरचना लोक सेवा आयोग से तथा जवजभन् न पद्धजतयों द्वारा दकया जाएगा परामिा जलया जाएगा। भरी जाने वाली ररजियों की प्रजतितता (10) (11) (12) (13) प्रोन् नजत द्वारा जजसके न होने प्रोन्न जत: प्रोन् नजत पर जवचार करने संघ लोक सेवा आयोग पर प्रजतजनयुजि द्वारा आिुजलजपक श्रणे ी-II, जो दक वेतन- के जलए समूह (ख) से परामिा लेना मैररक् स के स्ट् तर-4 (25500-81100/- जवभागीय प्रोन् नजत आवश् यक नहीं है। रू) में हों और इस संवगा में 10 वषा की सजमजत, जजसकी संरचना जनयजमत सेवा कर चुके हों और इस प्रकार होगी:- सजचवालय प्रजिक्षण और प्रबंधन संस्ट् थान 1. जनदिे क, भारतीय (आईएसटीएम) द्वारा आयोजजत दकए वनस्ट् पजत सवेक्षण- जाने वाले अजनवाया स्ट् तर-। प्रजिक्षण अध्य क्ष; कायाक्म को सफलतापूवाक पूरे दकए हों। 2. कायाालयाध्य क्ष, रटप्प ण-1 जहां ऐसे कजनष्‍ट ठों के संबंध में, भारतीय वनस्ट् पजत जजन् होंने अपनी अहका या पात्रता सेवा सवेक्षण, कोलकाता- पूरी कर ली है, प्रोन् नजत के जलए जवचार सदस्ट् य;[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 दकया जा रहा हो वहां उनसे ज्य ेष्‍ट ठ 3. कायाालयाध्य क्ष, व् यजियों के संबंध में भी जवचार दकया भारतीय प्राणी सवेक्षण, जायेगा परंतु यह तब जब दक उनके द्वारा कोलकाता- सदस्ट् य; दी गई ऐसी अहाक या पात्रता सेवा के आध े से अजधक से या दो वषा से, इनमें स े जो भी कम हो, कम न हो; और उन् होंने अपने ऐसे कजनष्‍ट ठ, व् यजियों सजहत जजन् होंने ऐसी अहका या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नजत हते ु अपनी पररवीक्षा की अवजध को सफलतापूवाक पूरा कर जलया ह।ै प्रजतजनयजु ि : केन् रीय सरकार के ऐसे अजधकारी जो आिुजलजपक का पद धारण दकए हुए ह ैं:- (i) जो मूल काडर या जवभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हैं, या (ii) जजन् होंने मूल काडर/जवभाग वेतन मैररक् स-1, (25500-81100/- रू.) या समतुल् य म ें10 वष ाकी जनयजमत सवे ा की हो। रटप्प ण-1 पोषक प्रवग ा के ऐसे जवभागीय अजधकारी जो दक प्रोन् नजत के जलए सीधी पंजि में है, प्रजतजनयुजि पर जनयुजि हते ु जवचार दकए जाने के पात्र नही होंगे। इसी तरह प्रजतजनयुक्त व् यजि भी प्रोन् नजत के आधार पर जनयुजि हते ु जवचार दकए जाने के पात्र नही होंगे। रटप्प ण-2 अन् य संवगा बाह्य पर में प्रजतजनयुजि अवजध सजहत, प्रजतजनयुजि अ वजध इस जनयुजि के ठीक पूवा केन् रीय सरकार के दकसी जवभाग या इसी जवभाग में अवजध सामान् यत: तीन वषा से अजधक नहीं होगी। रटप्प ण-3 प्रजतजनयजु ि के आधार पर की जाने वाली इस जनयुजि के जलए अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को छप्प न वषा से अजधक नही होगी। [फा. स.ं 01/11/2021-सीएसबी] नजमता प्रसाद, संयुक् त सजचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 21st November, 2023 G.S.R. 854(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Environment, Forest and Climate Change, Botanical Survey of India, Stenographer Grade-I, Group ‘B’ Post Recruitment Rules, 2015, except as respects things done or omitted to be done before such4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade-I in the Botanical Survey of India under the Ministry of Environment, Forests and Climate Change, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Environment, Forest and Climate Change, Botanical Survey of India (Stenographer Grade-I) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.– No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1. - The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation, similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation including the period of deputation in other ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.
